Photonic approaches can improve the efficiencies of photo-electrochemical devices towards CO<sub>2</sub> reduction and fossil fuel-free societies. In a system consisting of stacked dielectric slabs having periodic holes with each slab coated by photocatalyst layers at both sides, immersed in water, we show that an incident electromagnetic field is effectively confined in the photocatalyst layers, resulting in the enhancement of the photocatalytic activities.
