This article examines the relationship between local enforcement and forests used as commons. It uses a unique multicountry dataset, created over the past 15 years by the International Forestry Resources and Institutions Research Program. Project description:Preserving global public goods, such as the planet's ecosystem, depends on large-scale cooperation, which is difficult to achieve because the standard reciprocity mechanisms weaken in large groups. Here we demonstrate a method by which reciprocity can maintain cooperation in a large-scale public goods game (PGG). In a first experiment, participants in groups of on average 39 people play one round of a Prisoner's Dilemma (PD) with their two nearest neighbours on a cyclic network after each PGG round. We observe that people engage in "local-to-global" reciprocity, leveraging local interactions to enforce global cooperation: Participants reduce PD cooperation with neighbours who contribute little in the PGG. In response, low PGG contributors increase their contributions if both neighbours defect in the PD. In a control condition, participants do not know their neighbours' PGG contribution and thus cannot link play in the PD to the PGG. In the control we observe a sharp decline of cooperation in the PGG, while in the treatment condition global cooperation is maintained. In a second experiment, we demonstrate the scalability of this effect: in a 1,000-person PGG, participants in the treatment condition successfully sustain public contributions. Our findings suggest that this simple "local-to-global" intervention facilitates large-scale cooperation.

Project description:Rapid deforestation is a major driver of greenhouse-gas emissions (1). One proposed policy tool to halt deforestation is community forest management. Even though communities manage an increasing proportion of the world's forests, we lack good evidence of successful approaches to community forest management. Prior studies suggest that successful approaches require a number of "design conditions" to be met. However, causal evidence on the effectiveness of individual design conditions is scarce. This study isolates one design condition, community-led monitoring of the forest, and provides causal evidence on its potential to reduce forest use. The study employs a randomized controlled trial to investigate the impact of community monitoring on forest use in 110 villages in Uganda. We explore the impact of community monitoring in both monitored and unmonitored areas of the forest, using exceptionally detailed data from on-the-ground measurements and satellite imagery. Estimates indicate that community monitoring does not affect our main outcome of interest, a forest-use index. However, treatment villages see a relative increase in forest loss outside of monitored forest areas compared to control villages. This increase is seen both in nonmonitored areas adjacent to treatment villages and in nonmonitored areas adjacent to neighboring villages not included in the study. We tentatively conclude that at least part of the increase in forest loss in nonmonitored areas is due to displacement of forest use by members of treatment villages due to fear of sanctions. Interventions to reduce deforestation should take this potentially substantial effect into consideration.

Project description:Forests provide multiple benefits at local to global scales. These include the global public good of carbon sequestration and local and national level contributions to livelihoods for more than half a billion users. Forest commons are a particularly important class of forests generating these multiple benefits. Institutional arrangements to govern forest commons are believed to substantially influence carbon storage and livelihood contributions, especially when they incorporate local knowledge and decentralized decision making. However, hypothesized relationships between institutional factors and multiple benefits have never been tested on data from multiple countries. By using original data on 80 forest commons in 10 countries across Asia, Africa, and Latin America, we show that larger forest size and greater rule-making autonomy at the local level are associated with high carbon storage and livelihood benefits; differences in ownership of forest commons are associated with trade-offs between livelihood benefits and carbon storage. We argue that local communities restrict their consumption of forest products when they own forest commons, thereby increasing carbon storage. In showing rule-making autonomy and ownership as distinct and important institutional influences on forest outcomes, our results are directly relevant to international climate change mitigation initiatives such as Reduced Emissions from Deforestation and Forest Degradation (REDD) and avoided deforestation. Transfer of ownership over larger forest commons patches to local communities, coupled with payments for improved carbon storage can contribute to climate change mitigation without adversely affecting local livelihoods.

Project description:Regulatory enforcement of forest conservation laws is often dismissed as an ineffective approach to reducing tropical forest loss. Yet, effective enforcement is often a precondition for alternative conservation measures, such as payments for environmental services, to achieve desired outcomes. Fair and efficient policies to reducing emissions from deforestation and forest degradation (REDD) will thus crucially depend on understanding the determinants and requirements of enforcement effectiveness. Among potential REDD candidate countries, Brazil is considered to possess the most advanced deforestation monitoring and enforcement infrastructure. This study explores a unique dataset of over 15 thousand point coordinates of enforcement missions in the Brazilian Amazon during 2009 and 2010, after major reductions of deforestation in the region. We study whether local deforestation patterns have been affected by field-based enforcement and to what extent these effects vary across administrative boundaries. Spatial matching and regression techniques are applied at different spatial resolutions. We find that field-based enforcement operations have not been universally effective in deterring deforestation during our observation period. Inspections have been most effective in reducing large-scale deforestation in the states of Mato Grosso and Pará, where average conservation effects were 4.0 and 9.9 hectares per inspection, respectively. Despite regional and actor-specific heterogeneity in inspection effectiveness, field-based law enforcement is highly cost-effective on average and might be enhanced by closer collaboration between national and state-level authorities.

Project description:Rule enforcement is critical in democratic, self-governing societies. Many political disputes occur when citizens do not understand the fundamental rationales for enforcement (e.g., COVID-19 pandemic). We examined how naïve groups learn and develop wise enforcement systems. Based on theories from behavioral economics, political science, psychology, and education, we predicted that groups need to experience failure of an enforcement system, but be guided on restorative justice principles to collectively learn from this failure. Undergraduate students (N = 288) from a Midwestern U.S. metropolitan university self-governed a simulated common-pool resource with real financial payoffs. Groups began with one of three conditions designed to create different experiences with enforcement and regulatory failure: (a) no enforcement (no communication or peer sanctioning), (b) lax enforcement (communication with peer-sanctioning), or (c) regulatory abuse (peer sanctioning without communication). Half then received facilitated guidance on restorative justice principles (e.g., discuss whether/why to use sanctions). To examine cooperation, we measured how well participants maintained the resource. To examine group learning, we created a novel coding system, which tracked groups' constitutional decisions about conservation agreements and enforcement, conceptual understanding, and the enforcement systems they created. The no-enforcement and lax-enforcement conditions quickly yielded moderate cooperation via voluntary agreements. However, such agreements prevented groups from discovering how and why to use enforcement (peer sanctioning) to improve performance. Initial exposure to regulatory failure had different effects depending on facilitation. Unfacilitated groups fixated on initial misconceptions, causing them to abandon or create less sophisticated enforcement systems, hindering cooperation. Facilitated groups learned from prior failure-discovering principles of wise enforcement (e.g., collective efficiency, self-restraint)-and created more sophisticated enforcement systems (e.g., coordinated sanctions) that improved cooperation. Guidance on restorative justice principles and experience with regulatory abuse may be necessary preconditions for naïve individuals to understand and develop wiser collective enforcement systems.

Project description:In the era when human activities can fundamentally alter the planetary climate system, a stable climate is a global commons. However, the need to develop the economy to sustain the growing human population poses the Climate Commons Dilemma. Although citizens may need to support policies that forgo their country's economic growth, they may instead be motivated to grow their economy while freeriding on others' efforts to mitigate the ongoing climate change. To examine how to resolve the climate commons dilemma, we constructed a Climate Commons Game (CCG), an experimental analogue of the climate commons dilemma that embeds a simple model of the effects of economic activities on global temperature rise and its eventual adverse effects on the economy. The game includes multiple economic units, and each participant is tasked to manage one economic unit while keeping global temperature rise to a sustainable level. In two experiments, we show that people can manage the climate system and their economies better when they regarded the goal of environmentally sustainable economic growth as a singular global goal that all economic units collectively pursue rather than a goal to be achieved by each unit individually. In addition, beliefs that everyone shares the knowledge about the climate system help the group coordinate their economic activities better to mitigate global warming in the CCG. However, we also found that the resolution of the climate commons dilemma came at the cost of exacerbating inequality among the economic units in the current constrains of the CCG.Supplementary informationThe online version contains supplementary material available at 10.1007/s10584-021-02989-2.

Project description:Although deforestation rates are declining, protected forest areas remain under threat. While the importance of spatialized ('mapped') community knowledge for conservation planning is acknowledged in scientific literature, the integration of such knowledge in forest governance and conservation planning remains scarce, particularly in Ghana. This paper aims to make clear how participatory spatial knowledge tools and geographic information systems can be used to assess the threats to forest conservation in Ghana's high forest zone. The results show that holders of spatial community-embedded knowledge not only sketch-mapped the location and spatial distribution of the threats to forest conservation in the forest reserves, but also provided information on the actors they perceived to be causing such threats. Such information is not available in forest inventories conducted by the responsible government agencies, but is needed to focus conservation strategies and make them more effective. Maps with the anticipated condition of the forest in 10 years' time furthermore provided insights which can help governance actors to deal with the underlying drivers of forest degradation. This suggests that local spatialized knowledge needs to be integrated into the institutional arrangements for the governance of forested landscapes, and that such governance cannot be effective without the inclusion of local people's knowledge. Due consideration is however to be given to the conditions that ensure that spatialized knowledge production and its use in landscape management decision-making occurs in an inclusive manner.

Project description:BACKGROUND:With increasing demand for red meat in Tanzania comes heightened potential for zoonotic infections in animals and humans that disproportionately affect poor communities. A range of frontline government employees work to protect public health, providing services for people engaged in animal-based livelihoods (livestock owners and butchers), and enforcing meat safety and food premises standards. In contrast to literature which emphasises the inadequacy of extension support and food safety policy implementation in low- and middle-income countries, this paper foregrounds the 'street-level diplomacy' deployed by frontline actors operating in challenging contexts. METHODS:This research is based on semi-structured interviews with 61 government employees, including livestock extension officers/meat inspectors and health officers, across 10 randomly-selected rural and urban wards. RESULTS:Frontline actors combined formal and informal strategies including the leveraging of formal policy texts and relationships with other state employees, remaining flexible and recognising that poverty constrained people's ability to comply with health regulations. They emphasised the need to work with livestock keepers and butchers to build their knowledge to self-regulate and to work collaboratively to ensure meat safety. Remaining adaptive and being hesitant to act punitively unless absolutely necessary cultivated trust and positive relations, making those engaged in animal-based livelihoods more open to learning from and cooperating with extension officers and inspectors. This may result in higher levels of meat safety than might be the case if frontline actors stringently enforced regulations. CONCLUSION:The current tendency to view frontline actors' partial enforcement of meat safety regulations as a failure obscures the creative and proactive ways in which they seek to ensure meat safety in a context of limited resources. Their application of 'street-level diplomacy' enables them to be sensitive to local socio-economic realities, to respect local social norms and expectations and to build support for health safety interventions when necessary. More explicitly acknowledging the role of trust and positive state-society relations and the diplomatic skills deployed by frontline actors as a formal part of their inspection duties offers new perspectives and enhanced understandings on the complicated nature of their work and what might be done to support them.

Project description:Research of the past decades has shown that biodiversity is a fundamental driver of ecosystem functioning. However, most of this biodiversity-ecosystem functioning (BEF) research focused on experimental communities on small areas where environmental context was held constant. Whether the established BEF relationships also apply to natural or managed ecosystems that are embedded in variable landscape contexts remains unclear. In this study, we therefore investigated biodiversity effects on ecosystem functions in 36 forest stands that were located across a vast range of environmental conditions in managed landscapes of Central Europe (Switzerland). Specifically, we approximated forest productivity by leaf area index and forest phenology by growing-season length and tested effects of tree species richness and land-cover richness on these variables. We then examined the correlation and the confounding of these local and landscape-level diversity effects with environmental context variables related to forest stand structure (number of trees), landscape structure (land-cover edge density), climate (annual precipitation) and topography (mean altitude). We found that of all tested variables tree species richness was among the most important determinants of forest leaf area index and growing-season length. The positive effects of tree species richness on these two ecosystem variables were remarkably consistent across the different environmental conditions we investigated and we found little evidence of a context-dependent change in these biodiversity effects. Land-cover richness was not directly related to local forest functions but could nevertheless play a role via a positive effect on tree species richness.

Project description:Tree survival plays a central role in forest ecosystems. Although many factors such as tree size, abiotic and biotic neighborhoods have been proposed as being important in explaining patterns of tree survival, their contributions are still subject to debate. We used generalized linear mixed models to examine the relative importance of tree size, local abiotic conditions and the density and identity of neighbors on tree survival in an old-growth temperate forest in northeastern China at three levels (community, guild and species). Tree size and both abiotic and biotic neighborhood variables influenced tree survival under current forest conditions, but their relative importance varied dramatically within and among the community, guild and species levels. Of the variables tested, tree size was typically the most important predictor of tree survival, followed by biotic and then abiotic variables. The effect of tree size on survival varied from strongly positive for small trees (1-20 cm dbh) and medium trees (20-40 cm dbh), to slightly negative for large trees (>40 cm dbh). Among the biotic factors, we found strong evidence for negative density and frequency dependence in this temperate forest, as indicated by negative effects of both total basal area of neighbors and the frequency of conspecific neighbors. Among the abiotic factors tested, soil nutrients tended to be more important in affecting tree survival than topographic variables. Abiotic factors generally influenced survival for species with relatively high abundance, for individuals in smaller size classes and for shade-tolerant species. Our study demonstrates that the relative importance of variables driving patterns of tree survival differs greatly among size classes, species guilds and abundance classes in temperate forest, which can further understanding of forest dynamics and offer important insights into forest management.
