We applied an innovation framework to sustainable livestock development research projects in Africa and Asia. Project description:Linking knowledge to action requires understanding how decision-makers conceptualize sustainability. This paper empirically analyzes farmer "mental models" of sustainability from three winegrape-growing regions of California where local extension programs have focused on sustainable agriculture. The mental models are represented as networks where sustainability concepts are nodes, and links are established when a farmer mentions two concepts in their stated definition of sustainability. The results suggest that winegrape grower mental models of sustainability are hierarchically structured, relatively similar across regions, and strongly linked to participation in extension programs and adoption of sustainable farm practices. We discuss the implications of our findings for the debate over the meaning of sustainability, and the role of local extension programs in managing knowledge systems.

Project description:Previous research on the determinants of effectiveness in knowledge systems seeking to support sustainable development has highlighted the importance of "boundary work" through which research communities organize their relations with new science, other sources of knowledge, and the worlds of action and policymaking. A growing body of scholarship postulates specific attributes of boundary work that promote used and useful research. These propositions, however, are largely based on the experience of a few industrialized countries. We report here on an effort to evaluate their relevance for efforts to harness science in support of sustainability in the developing world. We carried out a multicountry comparative analysis of natural resource management programs conducted under the auspices of the Consultative Group on International Agricultural Research. We discovered six distinctive kinds of boundary work contributing to the successes of those programs-a greater variety than has been documented in previous studies. We argue that these different kinds of boundary work can be understood as a dual response to the different uses for which the results of specific research programs are intended, and the different sources of knowledge drawn on by those programs. We show that these distinctive kinds of boundary work require distinctive strategies to organize them effectively. Especially important are arrangements regarding participation of stakeholders, accountability in governance, and the use of "boundary objects." We conclude that improving the ability of research programs to produce useful knowledge for sustainable development will require both greater and differentiated support for multiple forms of boundary work.

Project description:Managing water for sustainable use and economic development is both a technical and a governance challenge in which knowledge production and sharing play a central role. This article evaluates and compares the role of participatory governance and scientific information in decision-making in four basins in Brazil, Mexico, Thailand, and the United States. Water management institutions in each of the basins have evolved during the last 10-20 years from a relatively centralized water-management structure at the state or national level to a decision structure that involves engaging water users within the basins and the development of participatory processes. This change is consistent with global trends in which states increasingly are expected to gain public acceptance for larger water projects and policy changes. In each case, expanded citizen engagement in identifying options and in decision-making processes has resulted in more complexity but also has expanded the culture of integrated learning. International funding for water infrastructure has been linked to requirements for participatory management processes, but, ironically, this study finds that participatory processes appear to work better in the context of decisions that are short-term and easily adjusted, such as water-allocation decisions, and do not work so well for longer-term, high-stakes decisions regarding infrastructure. A second important observation is that the costs of capacity building to allow meaningful stakeholder engagement in water-management decision processes are not widely recognized. Failure to appreciate the associated costs and complexities may contribute to the lack of successful engagement of citizens in decisions regarding infrastructure.

Project description:This paper distills core lessons about how researchers (scientists, engineers, planners, etc.) interested in promoting sustainable development can increase the likelihood of producing usable knowledge. We draw the lessons from both practical experience in diverse contexts around the world and from scholarly advances in understanding the relationships between science and society. Many of these lessons will be familiar to those with experience in crafting knowledge to support action for sustainable development. However, few are included in the formal training of researchers. As a result, when scientists and engineers first venture out of the laboratory or library with the goal of linking their knowledge with action, the outcome has often been ineffectiveness and disillusionment. We therefore articulate here a core set of lessons that we believe should become part of the basic training for researchers interested in crafting usable knowledge for sustainable development. These lessons entail at least four things researchers should know, and four things they should do. The knowing lessons involve understanding the coproduction relationships through which knowledge making and decision making shape one another in social-environmental systems. We highlight the lessons that emerge from examining those coproduction relationships through the ICAP lens, viewing them from the perspectives of Innovation systems, Complex systems, Adaptive systems, and Political systems. The doing lessons involve improving the capacity of the research community to put its understanding of coproduction into practice. We highlight steps through which researchers can help build capacities for stakeholder collaboration, social learning, knowledge governance, and researcher training.

Project description:Drought seriously affects agricultural systems and food security. While previous researchers have explored the causes, monitoring, and impacts of drought on agriculture, no systematic investigations into the development of agriculture drought (AD) and its relationships with related knowledge have been conducted. This study assessed existing publications, particularly those conducted between 2020 and 2023. Systematic analysis was carried out using VOSviewer software and the Web of Science (WoS) database. These findings reveal a rising trend in the literature, with a recent acceleration. A total of 7416 articles on AD were identified, with contributions from 6935 institutions across 166 countries. China leads with 1833 publications, followed by the USA with 1278. There are 457 journals publishing AD studies, with the top five being sustainability, frontiers in plant science, agricultural water management, water, and agronomy-basel. The most frequently used keywords reflecting the current significant research direction in the AD field include climate change, yield, variability, impact, growth, and adaptation. The study also highlights four research hotspots and four future research directions. This bibliometric analysis provides a novel guide for agricultural drought research.

Project description:This article examines how the estimated impacts of crop technologies vary with alternate methods and assumptions, and also discusses the implications of these differences for the design of studies to inform research prioritization. Drawing on international potato research, we show how foresight scenarios, realized by a multi-period global multi-commodity equilibrium model, can affect the estimated magnitudes of welfare impacts and the ranking of different potato research options, as opposed to the static, single-commodity, and country assumptions of the economic surplus model which is commonly used in priority setting studies. Our results suggestthatthe ranking oftechnolo- gies is driven by the data used for their specification and is not affected by the foresight scenario examined. However, net benefits vary significantly in each scenario and are greatly overestimated when impacts on non-target countries are ignored. We also argue that the validity of the singlecommodity assumption underpinning the economic surplus model is case-specific and depends on the interventions examined and on the objectives and criteria included in a priority setting study.

Project description:It is becoming increasingly recognized that our collective ability to tackle complex problems will require the development of new, adaptive, and innovative institutional arrangements that can deal with rapidly changing knowledge and have effective learning capabilities. In this paper, we applied a knowledge-systems perspective to examine how institutional innovations can affect the generation, sharing, and application of scientific and technical knowledge. We report on a case study that examined the effects that one large innovative organization, The Global Fund to Fight AIDS, Tuberculosis, and Malaria, is having on the knowledge dimensions of decision-making in global health. The case study shows that the organization created demand for new knowledge from a range of actors, but it did not incorporate strategies for meeting this demand into their own rules, incentives, or procedures. This made it difficult for some applicants to meet the organization's dual aims of scientific soundness and national ownership of projects. It also highlighted that scientific knowledge needed to be integrated with managerial and situational knowledge for success. More generally, the study illustrates that institutional change targeting implementation can also significantly affect the dynamics of knowledge creation (learning), access, distribution, and use. Recognizing how action-oriented institutions can affect these dynamics across their knowledge system can help institutional designers build more efficient and effective institutions for sustainable development.

Project description:Agriculture is widely recognized as critical to achieving the Sustainable Development Goals (SDGs), but researchers, policymakers, and practitioners have multiple, often conflicting yet poorly documented priorities on how agriculture could or should support achieving the SDGs. Here, we assess consensus and divergence in priorities for agricultural systems among research, policy, and practice perspectives and discuss the implications for research on trade-offs among competing goals. We analyzed the priorities given to 239 environmental and social drivers, management choices, and outcomes of agricultural systems from 69 research articles, the SDGs and four EU policies, and seven agricultural sustainability assessment tools aimed at farmers. We found all three perspectives recognize 32 variables as key to agricultural systems, providing a shared area of focus for agriculture's contribution to the SDGs. However, 207 variables appear in only one or two perspectives, implying that potential trade-offs may be overlooked if evaluated from only one perspective. We identified four approaches to agricultural land systems research in Europe that omit most of the variables considered important from policy and practice perspectives. We posit that the four approaches reflect prevailing paradigms of research design and data analysis and suggest future research design should consider including the 32 shared variables as a starting point for more policy- and practice-relevant research. Our identification of shared priorities from different perspectives and attention to environmental and social domains and the functional role of system components provide a concrete basis to encourage codesigned and systems-based research approaches to guide agriculture's contribution to the SDGs.

Project description:Small-scale fisheries account for 90% of global fishers and 40% of the global catch. Effectively managing small-scale fisheries is, therefore, crucial to progressing the United Nations Sustainable Development Goals (SDGs). Co-management and community-based fisheries management are widely considered the most appropriate forms of governance for many small-scale fisheries. We outlined relationships between small-scale fisheries co-management and attainment of the SDGs, including evidence for impacts and gaps in dominant logic. We identified 11 targets across five SDGs to which small-scale fisheries co-management (including community-based fisheries management) can contribute; the theory of change by which these contributions could be achieved; and the strength of evidence for progress toward SDG targets related to various co-management strategies. Our theory of change links the 11 SDG targets by qualifying that progress toward some targets is contingent on others being achieved first. We then reviewed 58 case studies of co-management impacts from the Pacific Islands--a region rich in local marine governance--to evaluate evidence of where, to what degree, and with how much certainty different co-management strategies conferred positive impacts to each SDG target. These strategies included access restrictions, permanent area closures, periodic closures, and gear and species restrictions. Although many studies provide evidence linking multiple co-management strategies to improvements in resource status (SDG 14.4), there was limited evidence of follow-on effects, such as improvements in catch (SDG 2.3, 2.4), livelihoods (SDG 1.2), consumption (SDG 2.1), and nutrition (SDG 2.2). Our findings suggest that leaps of logic and assumptions are prevalent in co-management planning and evaluation. Hence, when evaluating co-management impacts against the SDGs, consideration of ultimate goals is required, otherwise, there is a risk of shortfalls between aspirations and impact.

Project description:In response to calls to expand the scope of research ethics to address justice in global health, recent scholarship has sought to clarify how external research actors from high-income countries might discharge their obligation to reduce health disparities between and within countries. An ethical framework-'research for health justice'-was derived from a theory of justice (the health capability paradigm) and specifies how international clinical research might contribute to improved health and research capacity in host communities. This paper examines whether and how external funders, sponsors, and researchers can fulfill their obligations under the framework.Case study research was undertaken on the Shoklo Malaria Research Unit's (SMRU) vivax malaria treatment trial, which was performed on the Thai-Myanmar border with Karen and Myanmar refugees and migrants. We conducted nineteen in-depth interviews with trial stakeholders, including investigators, trial participants, community advisory board members, and funder representatives; directly observed at trial sites over a five-week period; and collected trial-related documents for analysis.The vivax malaria treatment trial drew attention to contextual features that, when present, rendered the 'research for health justice' framework's guidance partially incomplete. These insights allowed us to extend the framework to consider external research actors' obligations to stateless populations. Data analysis then showed that framework requirements are largely fulfilled in relation to the vivax malaria treatment trial by Wellcome Trust (funder), Oxford University (sponsor), and investigators. At the same time, this study demonstrates that it may be difficult for long-term collaborations to shift the focus of their research agendas in accordance with the changing burden of illness in their host communities and to build the independent research capacity of host populations when working with refugees and migrants. Obstructive factors included the research funding environment and staff turnover due to resettlement or migration.Our findings show that obligations for selecting research targets, research capacity strengthening, and post-trial benefits that link clinical trials to justice in global health can be upheld by external research actors from high-income countries when working with stateless populations in LMICs. However, meeting certain framework requirements for long-term collaborations may not be entirely feasible.
