Political Regime and Human Capital: A Cross-Country Analysis.

ABSTRACT: We examine the relationship between different dimensions of the political regime in place and human capital using a two-step structural equation model. In the first step, we employ factor analysis on 16 human capital indicators to construct two new human capital measures (basic and advanced human capital). In the second step, we estimate the impact of our political variables on human capital, using a cross-sectional structural model for some 100 countries. We conclude that democracy is positively related to basic human capital, while regime instability has a negative link with basic human capital. Governance has a positive relationship with advanced human capital, while government instability has a negative link with advanced human capital. Finally, we also find an indirect positive effect of governance and democracy on both types of human capital through their effect on income. The effects of political protests on youth human capital and well-being in Egypt.

Project description:Protests are one of the most common expressions of modern political conflict, and the wave of demonstrations that marked the onset of the Arab Spring contributed to a global increase in protest activity. Yet few studies have examined the effects of exposure to protests on population well-being even though such exposure may have profound and lasting effects, especially if experienced at critical stages of development over the life course. The aim of our study is to estimate the effects of exposure to political protests on the human capital accumulation and well-being of youth during the tumultuous political transition experienced in Egypt from 2011 to 2014. For a nationally representative panel of youth captured in the 2009 and 2013/2014 waves of the Survey of Young People in Egypt (SYPE), we exploit exogenous geospatial variation in the occurrence of political protests from the Armed Conflict Location & Event Data (ACLED) Project to estimate individual-level changes in social trust, uncertainty, education, and health outcomes for youth exposed to protests. In our panel, 31.1% of the sample lived in districts where riots or protests occurred. Exposure to protests increased overall perceptions of uncertainty about the future. Young men ever exposed to protests were slightly more likely to report good overall health, but experienced sizable worsening in mental health compared to young women ever exposed. Differences by own and family participation in protest events were found for perceptions of uncertainty and mental health. In the aftermath of the Arab Spring and other mass protest movements around the globe, these findings highlight the importance of examining the population-level impacts of different forms of political conflict, particularly as substantial numbers of youth in Middle East and North Africa and elsewhere progress to adulthood under conditions of political instability.

Political regime, data transparency, and COVID-19 death cases.

Project description:The COVID-19-the worst pandemic since the Spanish flu-has dramatically changed the world, with a significant number of people suffering from and dying of the disease. Some scholars argue that democratic governments are disadvantaged in coping with the current pandemic mainly because they cannot intervene in their citizens' lives as aggressively as their authoritarian counterparts. Other scholars, however, suggest that possible data manipulation may account for the apparent advantage of authoritarian countries. Taking such a possibility seriously, this paper analyzes the relationship between political regimes, data transparency, and COVID-19 deaths using cross-national data for over 108 countries, obtained from Worldometer COVID-19 Data, Polity V Project, Variety of Democracy (V-Dem) Project, HRV Transparency Project among other sources. Regression analyses indicate that authoritarian countries do not necessarily tend to have fewer COVID-19 deaths than their democratic counterparts after controlling for other factors, especially data transparency. The transparency variable itself, on the other hand, is positively correlated with the number of death cases more consistently (P <0.05). Overall, the estimation results point to the possible data manipulation, not the nature of regime characteristics itself, as a more significant source for the seemingly low casualty rates in authoritarian countries.

Putting Within-Country Political Differences in (Global) Perspective.

Project description:The current political discourse in the United States focuses on extreme political polarization as a contributor to ills ranging from government shutdowns to awkward family holidays. And indeed, a large body of research has documented differences between liberals and conservatives-primarily focused on Republicans and Democrats in the United States. We combine large international surveys and more fine-grained surveys of United States citizens to compare differences in opinion between Republicans and Democrats to the full range of world opinion on moral issues (N = 37,653 in 39 countries) and issues of free speech (N = 40,786 in 38 countries). When viewed in the full distribution, polarization between Democrats and Republicans appears relatively small, even on divisive issues such as abortion, sexual preference, and freedom of religious speech. The average Democrat-Republic overlap is greater than 70% of the country pair overlaps across eight moral issues, meaning that 70% of the country pairs are more dissimilar from each other than Democrats and Republicans are dissimilar; similarly, the average Democrat-Republic overlap is greater than 79% of the country pair overlaps across five freedom of speech issues. These results suggest that cross-cultural comparisons are useful for putting differences between political partisans within the same country in context.

Contextual Association between Political Regime and Adolescent Suicide Risk in Korea: A 12-year Repeated Cross-Sectional Study from Korea.

Project description:This study evaluated associations between contextual political determinants and individual adolescent suicide risk (SR). Using repeated cross-sectional individual-level data of 829,861 students in the Korea Youth Risk Behavior Web-based Survey and national contextual-level data during 2005⁻2016, cross-classified random effects models were conducted to estimate fixed period and cohort effects of political determinants on SR. Adolescent SR was reduced during conservative presidential regimes. Contrary to presidencies' period effects, conservative regimes had negative cohort effects on adolescent SR. The odds of suicide attempt and depression increased in the grade cohorts affected by college entrance examination policies of conservative regimes. Politics has significantly impacted adolescent SR despite differences in period and cohort effects of politics. These findings imply the need to encourage adolescents' political participation in choosing political forces with policies favorable to their own mental health.

Human capital, social capital, psychological capital, and job performance: Based on fuzzy-set qualitative comparative analysis.

Project description:The present study investigated the configuration effect of human capital, social capital, and psychological capital on job performance. The human capital questionnaire, social capital scale, psychological capital scale, and job performance scale were used to survey 458 employees. Results revealed that four antecedent configurations could achieve high task performance, and three antecedent configurations can achieve high contextual performance. The high job performance driving path was characterized by "all roads lead to Rome." Human capital, social capital, and psychological capital affected job performance in the form of configuration, which reflected the asymmetric causal relationship.

Environmental justice and REDD+ safeguards in Laos: Lessons from an authoritarian political regime.

Project description:Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People's Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.

An endogenous growth approach on the role of energy, human capital, finance and technology in explaining manufacturing value-added: A multi-country analysis.

Project description:The multi-dimensional benefits offered by the manufacturing sector in economic growth and development make academicians and policymakers to consider this sector still as an engine of growth. The unique qualities of this sector occupy a predominant place in the development policies around the world. Against these insights gained from economic literature, the study empirically investigates the role of energy, human capital, finance and technology in influencing manufacturing value-added in an endogenous growth framework by assessing short-run and long-run relation through ARDL bounds test approach followed by VECM causality test. The results testify the existence of energy-led, finance-led (supply leading), technology-led, and human capital-led growth hypotheses. These results give important insights and directions to have long term well-framed policy perspectives to develop financial institutions, the uninterrupted energy flow to the manufacturing sector, a blend of education and skill intensive programs and, an import strategy specially designed to obtain the spillover benefit of foreign technology.

Food System Transformation: Integrating a Political-Economy and Social-Ecological Approach to Regime Shifts.

Project description:Sustainably achieving the goal of global food security is one of the greatest challenges of the 21st century. The current food system is failing to meet the needs of people, and at the same time, is having far-reaching impacts on the environment and undermining human well-being in other important ways. It is increasingly apparent that a deep transformation in the way we produce and consume food is needed in order to ensure a more just and sustainable future. This paper uses the concept of regime shifts to understand key drivers and innovations underlying past disruptions in the food system and to explore how they may help us think about desirable future changes and how we might leverage them. We combine two perspectives on regime shifts-one derived from natural sciences and the other from social sciences-to propose an interpretation of food regimes that draws on innovation theory. We use this conceptualization to discuss three examples of innovations that we argue helped enable critical regime shifts in the global food system in the past: the Haber-Bosch process of nitrogen fixation, the rise of the supermarket, and the call for more transparency in the food system to reconnect consumers with their food. This paper concludes with an exploration of why this combination of conceptual understandings is important across the Global North/ Global South divide, and proposes a new sustainability regime where transformative change is spearheaded by a variety of social-ecological innovations.

Can We Trust Measures of Political Trust? Assessing Measurement Equivalence in Diverse Regime Types.

Project description:Do standard "trust in government" survey questions deliver measures which are reliable and equivalent in meaning across diverse regime types? I test for the measurement equivalence of political trust in a sample of 35 former Soviet and European countries using the 2010 Life in Transition Survey II conducted by the World Bank and European Bank for Reconstruction and Development. Employing multiple group confirmatory factor analysis, I find that trust perceptions in central political institutions differ from (1) trust in regional and local political institutions, (2) trust in protective institutions like the armed forces and police and (3) trust in order institutions like the courts and police. Four measurement models achieve partial metric invariance and two reach partial scalar invariance in most countries, allowing for comparisons of correlates using latent factors from each model. I also found some clustering of measurement error and variation in the dimensionality of political trust between democratic and autocratic portions of the sample. On some measurement parameters, therefore, respondents in diverse cultures and regime types do not have equivalent understandings of political trust. The findings offer both optimism and a note of caution for researchers using political trust measures in cross-regime contexts.

The intergroup dynamics of political cynicism: how perceived discrimination, outsiderness, and social capital relate to political cynicism among Moroccan and Turkish Belgians.

Project description:IntroductionThis study examines how intergroup dynamics shape political cynicism among Belgians of Turkish and Moroccan descent. Concretely, we examine whether perceptions of discrimination, feelings of ethnic outsiderness and social capital (in terms of associational membership) can explain minorities' belief that political elites are selfish, incompetent, and immoral.MethodsWe analyse data from the Belgian Ethnic Minorities Election Study 2014.ResultsArguing that political cynicism includes blame attribution towards the political establishment, we distinguish between perceived group discrimination by the government, on the labor market, and in everyday life. As expected, political cynicism is closely related to perceptions of government discrimination, with no observed correlation with discrimination in the other domains. Next, we show that perceived ethnic outsiderness is also strongly related to increased feelings of political cynicism, further reinforcing the argument that cynics are concerned with their ethnic group's excluded status and position in society. Finally, associational membership is only related to lower political cynicism when it is generated exclusively within ethnic boundaries; there was no relationship with cross-ethnic social capital.DiscussionOur findings show that intergroup indicators are highly relevant for understanding minorities' political cynicism, but that the intergroup dynamics operate in complex and nuanced ways.
