Cascading ecological effects of eliminating fishery discards.

ABSTRACT: Discarding by fisheries is perceived as contrary to responsible harvesting. Legislation seeking to end the practice is being introduced in many jurisdictions. However, discarded fish are food for a range of scavenging species; so, ending discarding may have ecological consequences. Here we investigate the sensitivity of ecological effects to discarding policies using an ecosystem model of the North Sea--a region where 30-40% of trawled fish catch is currently discarded. We show that landing the entire catch while fishing as usual has conservation penalties for seabirds, marine mammals and seabed fauna, and no benefit to fish stocks. However, combining landing obligations with changes in fishing practices to limit the capture of unwanted fish results in trophic cascades that can benefit birds, mammals and most fish stocks. Our results highlight the importance of considering the broader ecosystem consequences of fishery management policy, since species interactions may dissipate or negate intended benefits.

Fishery discards: factors affecting their variability within a demersal trawl fishery.

Project description:Discards represent one of the most important issues within current commercial fishing. It occurs for a range of reasons and is influenced by an even more complex array of factors. We address this issue by examining the data collected within the Danish discard observer program and describe the factors that influence discarding within the Danish Kattegat demersal fleet over the period 1997 to 2008. Generalised additive models were used to assess how discards of the 3 main target species, Norway lobster, cod and plaice, and their subcomponents (under and over minimum landings size) are influenced by important factors and their potential relevance to management. Our results show that discards are influenced by a range of different factors that are different for each species and portion of discards. We argue that knowledge about the factors influential to discarding and their use in relation to potential mitigation measures are essential for future fisheries management strategies.

Assessing discards in an illegal small-scale fishery using fisher-led reporting.

Project description:About a third of all marine fish in the world are caught in Small-Scale Fisheries (SSF). SSF are increasingly recognised as essential for food security and livelihoods for vulnerable and economically fragile communities globally. Although individual SSF vessels are usually perceived as having little impact on the ecosystem, the cumulative impact of gear type and number of vessels may be substantial. Bottom trawling is a common fishing method that can greatly influence the marine ecosystem by damaging the seafloor and generating high levels of discards. However, appropriate sampling coverage using on-board observer programmes to collect these data from SSF are rare, as they are expensive and pose logistical constraints. A mobile App was used to assess whether self-reporting by fishers could provide reliable fine-scale information on fishing effort and discards over time in an illegal shrimp trawling fishery in northern Peru. Maps depicting the spatial distribution of trawling effort and the proportion of discards from observers and fishers were compared using the Similarity in Means (SIM) Index, which ranges from 0 when spatial patterns differ completely to 1 when spatial patterns are very similar. High levels of agreement between spatio-temporal patterns of effort (SIM Index = 0.81) and discards (0.96) were found between fisher and observer maps. Moreover, far greater spatial coverage was accomplished by fishers, suggesting that self-reporting via an App represents a useful approach to collect reliable fisheries data as an initial step for effective monitoring and management of these fisheries.Supplementary informationThe online version contains supplementary material available at 10.1007/s11160-022-09708-9.

Catch, bycatch and discards of the Galapagos Marine Reserve small-scale handline fishery.

Project description:Fisheries bycatch is a significant marine conservation issue as valuable fish are wasted and protected species harmed with potential negative ecological and socio-economic consequences. Even though there are indications that the small-scale handline fishery of the Galapagos Marine Reserve has a low selectivity, information on its bycatch has never been published. We used onboard monitoring and interview data to assess the bycatch of the Galapagos handline fishery by estimating the bycatch ratio, determining species compositions of landings and bycatch, identifying fishers' reasons for discarding certain individuals, and revealing historical trends in the bycatch ratio. The estimated bycatch ratio as a function of biomass of 0.40 and a diverse species composition of target catch and bycatch confirmed the low selectivity of this fishery. Most individuals were not landed for economic motivations, either because species (77.4%) or sizes (17.7%) are unmarketable or for regulatory reasons (5.9%). We found that bycatch contributes to growth overfishing of some target species because they are discarded or used as bait before reaching their first maturity. Moreover, over half of interviewees perceived a historical decrease in bycatch ratios that was explained by a diversification of the target catch due to the reduction in abundance of the traditionally most important target species. As some target species show signs of overfishing and to date there are no specific regulations for the finfish fishery species in place, we recommend the implementation of a series of management measures to protect critical life stages of overexploited species and to improve the selectivity of the Galapagos handline fishery.

Testing for top-down cascading effects in a biomass-driven ecological network of soil invertebrates.

Project description:To investigate the structural changes of a food-web architecture, we considered real data coming from a soil food web in one abandoned pasture with former low-pressure agriculture management and we reproduced the corresponding ecological network within a multi-agent fully programmable modeling environment in order to simulate dynamically the cascading effects due to the removal of entire functional guilds.We performed several simulations differing from each other for the functional implications. At the first trophic level, we simulated a removal of the prey, that is, herbivores and microbivores, while at the second trophic level, we simulated a removal of the predators, that is, omnivores and carnivores. The five main guilds were removed either separately or in combination.The alteration in the food-web architecture induced by the removal of entire functional guilds was the highest when the entire second trophic level was removed, while the removal of all microbivores caused an alteration in the food-web structure of less than 5% of the total changes due to the removal of opportunistic and predatory species.Omnivores alone account for the highest shifts in time of the numerical abundances of the remaining species, providing computational evidence of the importance of the degree of omnivory in the stabilization of soil biota.

Impairment indicators for predicting delayed mortality in black sea bass (Centropristis striata) discards within the commercial trap fishery.

Project description:Harvest restrictions (e.g. size, sex or species limitations) that are implemented to maintain sustainable fisheries often result in by-catch, e.g. unwanted non-target catch. By-catch is frequently discarded back into the ocean and assumed to survive. However, discarded fishes can succumb to delayed mortality resulting from accumulated stress from fishing activity, and such mortality can impede sustainability efforts. Quantifying reflex and behavioural impairments is a quick and cost-effective method to predict discard-related mortality in some species. We developed and evaluated the effectiveness of a release condition index, based on a reflex-action mortality prediction (RAMP) model, for predicting delayed mortality of black sea bass (Centropristis striata) caught and discarded by the commercial trap fishery in the Mid-Atlantic Bight. Accumulation of impairments, and therefore release condition index, was strongly correlated with delayed mortality of black sea bass discarded and held in sea cages. This is the first release condition index validation study to predict mortality in black sea bass and could be a useful approach for predicting delayed mortality in the commercial fishery.

Status of Fishery Discards and By-Products in Greece and Potential Valorization Scenarios towards a National Exploitation Master Plan.

Project description:The valorization of aquaculture/fishery processing by-products, as well as unavoidable/unwanted catches and discards in Greece, is currently an underutilized activity despite the fact that there are several best practices in Northern Europe and overseas. One of the main challenges is to determine whether the available quantities for processing are sufficient to warrant the valorization of discards and fish side streams. This is the first attempt to systematically record and analyze the available quantities of fish by-products and discards in Greece spatially and temporally in an effort to create a national exploitation Master Plan for the valorization of this unavoidable and unwanted biomass. A thorough survey conducted within the VIOAXIOPIO project unveiled a substantial biomass of around 19,000 tonnes annually that could be harnessed for valorization. Furthermore, the production of various High-Added-Value Biomolecules (HAVBs) was investigated and experimental trials were conducted to assess the potential yields, with the collected data used to formulate four valorization scenarios.

Integrating economic dynamics into ecological networks: The case of fishery sustainability.

Project description:Understanding anthropogenic impacts on ecosystems requires investigating feedback processes between ecological and economic dynamics. While network ecology has advanced our understanding of large-scale communities, it has not robustly coupled economic drivers of anthropogenic impact to ecological outcomes. Leveraging allometric trophic network models, we study such integrated economic-ecological dynamics in the case of fishery sustainability. We incorporate economic drivers of fishing effort into food-web network models, evaluating the dynamics of thousands of single-species fisheries across hundreds of simulated food webs under fixed-effort and open-access management strategies. Analyzing simulation results reveals that harvesting species with high population biomass can initially support fishery persistence but threatens long-term economic and ecological sustainability by indirectly inducing extinction cascades in non-harvested species. This dynamic is exacerbated in open-access fisheries where profit-driven growth in fishing effort increases perturbation strength. Our results demonstrate how network theory provides necessary ecological context when considering the sustainability of economically dynamic fishing effort.

Marine reserve effects on fishery profit.

Project description:Some studies suggest that fishery yields can be higher with reserves than under conventional management. However, the economic performance of fisheries depends on economic profit, not fish yield. The predictions of higher yields with reserves rely on intensive fishing pressures between reserves; the exorbitant costs of harvesting low-density populations erode profits. We incorporated this effect into a bioeconomic model to evaluate the economic performance of reserve-based management. Our results indicate that reserves can still benefit fisheries, even those targeting species that are expensive to harvest. However, in contrast to studies focused on yield, only a moderate proportion of the coast in reserves (with moderate harvest pressures outside reserves) is required to maximize profit. Furthermore, reserve area and harvest intensity can be traded off with little impact on profits, allowing for management flexibility while still providing higher profit than attainable under conventional management.

Benchmarking global fisheries discards.

Project description:Discarding by fisheries is one of the most wasteful human marine activities, yet we have few estimates of its scale. Reliable estimates of global discards are essential for sustainable fisheries management. Using United Nations Food and Agriculture Organization databases on country-specific landings, we estimated the discard rate and magnitude for global marine and estuarine capture fisheries using fishery-specific discard rates derived from direct observations and global gear-specific discard rates estimated within a Bayesian modelling framework. An estimated 9.1 million tonnes are discarded annually (95% uncertainty interval: 7-16 M t)-or 10.8% of the global catch (95% UI: 10-12%). Encouragingly, this is about half of the annual global discard rate estimated in the late 1980s. Trawl fisheries, especially demersal otter trawls, warrant intensified efforts to reduce discards. Periodic benchmarks of global discards are needed to assess the performance of reduction efforts.

Returns from matching management resolution to ecological variation in a coral reef fishery.

Project description:When managing heterogeneous socioecological systems, decision-makers must choose a spatial resolution at which to define management policies. Complex spatial policies allow managers to better reflect underlying ecological and economic heterogeneity, but incur higher compliance and enforcement costs. To choose the most appropriate management resolution, we need to characterize the relationship between management resolution and performance. We parameterize a model of the commercial coral trout fishery in the Great Barrier Reef, Australia, which is currently managed by a single, spatially homogeneous management policy. We use this model to estimate how the spatial resolution of management policies affect the amount of revenue generated, and assess whether a more spatially complex policy can be justified. Our results suggest that economic variation is likely to be a more important source of heterogeneity than ecological differences, and that the majority of this variation can be captured by a relatively simple spatial management policy. Moreover, while an increase in policy resolution can improve performance, the location of policy changes also needs to align with ecological and socioeconomic variation. Interestingly, the highly complex process of larval dispersal, which plays a critical ecological role in coral reef ecosystem dynamics, may not demand equally complex management policies.
