Exploring Impacts of Taxes and Hospitality Bans on Cigarette Prices and Smoking Prevalence Using a Large Dataset of Cigarette Prices at Stores 2001-2011, USA.

ABSTRACT: In the USA, little is known about local variation in retail cigarette prices; price variation explained by taxes, bans, and area-level socio-demographics, and whether taxes and hospitality bans have synergistic effects on smoking prevalence. Cigarette prices 2001-2011 from chain supermarkets and drug stores (n = 2973) were linked to state taxes (n = 41), state and county bar/restaurant smoking bans, and census block group socio-demographics. Hierarchical models explored effects of taxes and bans on retail cigarette prices as well as county smoking prevalence (daily, non-daily). There was wide variation in store-level cigarette prices in part due to differences in state excise taxes. Excise taxes were only partially passed onto consumers (after adjustment, $1 tax associated with $0.90 increase in price, p < 0.0001) and the pass-through was slightly higher in areas that had bans but did not differ by area-level socio-demographics. Bans were associated with a slight increase in cigarette price (after adjustment, $0.09 per-pack, p < 0.0001). Taxes and bans were associated with reduction in smoking prevalence and taxes had a stronger association when combined with bans, suggesting a synergistic effect. Given wide variation in store-level prices, and uneven state/county implementation of taxes and bans, more federal policies should be considered.

Project description:Research on spatial non-stationarity of land-cover classification accuracy has been ongoing for over two decades with most of the work focusing on single date maps. We extend the understanding of thematic map accuracy spatial patterns by: (1) quantifying spatial patterns of map-reference agreement for class-specific land-cover change rather than class-specific land cover for both omission and commission expressions of map error; (2) reporting goodness-of-fit estimates for the empirical models, which have been lacking in previous assessments, and; (3) using the empirical model results to map the locations of the relative likelihoods of map-reference agreement for specific land-cover change classes. We evaluated 10 map-based explanatory variables in single and multivariable logistic regression models to predict the likelihood of agreement between map and reference land-cover change (2001-2011) labels using the National Land Cover Database (NLCD) 2011 land cover and accuracy data. Logistic models for omission error had better goodness-of-fit estimates than models for commission error. For the omission error models, the explanatory variable, density of the mapped class-specific change in the immediate neighbourhood surrounding the sample pixel, produced the best model fit results (Tjur coefficient of discrimination, D, ranged from 0.59 to 0.98) compared to multivariable models and all other single explanatory variable models. Maps of the predicted likelihood of map-reference agreement produced from the best fitting omission error models provide a spatially explicit description of spatial variation of classification uncertainty at both local and regional scales. Application of the models indicated higher likelihoods of agreement (>50%) comprised a greater proportion of the land-cover change class area than the proportion of the land-cover change class with lower likelihoods of agreement. NLCD users can apply reported equations to map land-cover change uncertainty.

Project description:BackgroundStarting in 2019 policies restricting the availability of flavored e-cigarette products were proposed or implemented in the United States to curb vaping by youth. People took to Twitter to voice their opposition, referencing the phrase "Flavors Save Lives." This study documented the emerging themes pertaining to "Flavors Saves Lives" over a 12-month period.MethodsThe study period was from May 1, 2019, to May 1, 2020. A stratified sampling procedure supplied 2500 tweets for analysis. Posts were classified by one or more of the following themes: (1) Political Referendum; (2) Institutional Distrust; (3) Individual Rights; (4) Misinformation; (5) THC Vaping is the Real Problem; (6) Smoking Cessation; (7) Adult Use; and (8) Not a Bot. The temporal pattern of tweets over the year was examined.ResultsPolitical Referendum (76.5%) and Institutional Distrust (31.3%) were the most prominent themes, followed by Not a Bot (11.0%), Individual Rights (10.4%), Adult Use (8.0%), Smoking Cessation (6.6%), Misinformation (5.9%), and THC Vaping is the Real Problem (3.5%). Total tweet frequencies increased in September 2019 and peaked in November 2019 before returning to relatively low numbers. Political Referendum and Institutional Distrust were consistently the most prevalent themes over time.ConclusionTwitter posts with the phrase "Flavors Save Lives" commonly discussed voting against political incumbents and mentioned distrust of government representatives. Findings demonstrated the possibility of near real-time Twitter monitoring of public opposition to flavor bans. These data may be valuable for designing tobacco control information campaigns in the future.Implications(a) Starting in 2019 policies restricting the availability of flavored e-cigarette products were proposed or implemented in the United States to curb vaping by youth.
