Water conservation benefits of urban heat mitigation.

ABSTRACT: Many cities globally are seeking strategies to counter the consequences of both a hotter and drier climate. While urban heat mitigation strategies have been shown to have beneficial effects on health, energy consumption, and greenhouse gas emissions, their implications for water conservation have not been widely examined. Here we use a suite of satellite-supported regional climate simulations in California to show that broad implementation of cool roofs, a heat mitigation strategy, not only results in significant cooling, but can also meaningfully decrease outdoor water consumption by reducing evaporative and irrigation water demands. Irrigation water consumption across the major metropolitan areas is reduced by up to 9% and irrigation water savings per capita range from 1.8 to 15.4 gallons per day across 18 counties examined. Total water savings are found to be the highest in Los Angeles county, reaching about 83 million gallons per day. Cool roofs are a valuable solution for addressing the adaptation and mitigation challenges faced by multiple sectors in California.

Evaluating urban greening scenarios for urban heat mitigation: a spatially explicit approach.

Project description:Urban green infrastructure, especially trees, are widely regarded as one of the most effective ways to reduce urban temperatures in heatwaves and alleviate the adverse impacts of extreme heat events on human health and well-being. Nevertheless, urban planners and decision-makers are still lacking methods and tools to spatially evaluate the cooling effects of urban green spaces and exploit them to assess greening strategies at the urban agglomeration scale. This article introduces a novel spatially explicit approach to simulate urban greening scenarios by increasing the tree canopy cover in the existing urban fabric and evaluating their heat mitigation potential. The latter is achieved by applying the InVEST urban cooling model to the synthetic land use/land cover maps generated for the greening scenarios. A case study in the urban agglomeration of Lausanne, Switzerland, illustrates the development of tree canopy scenarios following distinct spatial distribution strategies. The spatial pattern of the tree canopy strongly influences the human exposure to the highest temperatures, and small increases in the abundance of tree canopy cover with the appropriate spatial configuration can have major impacts on human health and well-being. The proposed approach supports urban planning and the design of nature-based solutions to enhance climate resilience.

Evaluating Health Co-Benefits of Climate Change Mitigation in Urban Mobility.

Project description:There is growing recognition that implementation of low-carbon policies in urban passenger transport has near-term health co-benefits through increased physical activity and improved air quality. Nevertheless, co-benefits and related cost reductions are often not taken into account in decision processes, likely because they are not easy to capture. In an interdisciplinary multi-model approach we address this gap, investigating the co-benefits resulting from increased physical activity and improved air quality due to climate mitigation policies for three urban areas. Additionally we take a (macro-)economic perspective, since that is the ultimate interest of policy-makers. Methodologically, we link a transport modelling tool, a transport emission model, an emission dispersion model, a health model and a macroeconomic Computable General Equilibrium (CGE) model to analyze three climate change mitigation scenarios. We show that higher levels of physical exercise and reduced exposure to pollutants due to mitigation measures substantially decrease morbidity and mortality. Expenditures are mainly born by the public sector but are mostly offset by the emerging co-benefits. Our macroeconomic results indicate a strong positive welfare effect, yet with slightly negative GDP and employment effects. We conclude that considering economic co-benefits of climate change mitigation policies in urban mobility can be put forward as a forceful argument for policy makers to take action.

A tree-planting decision support tool for urban heat mitigation.

Project description:Heat poses an urgent threat to public health in cities, as the urban heat island (UHI) effect can amplify exposures, contributing to high heat-related mortality and morbidity. Urban trees have the potential to mitigate heat by providing substantial cooling, as well as co-benefits such as reductions in energy consumption. The City of Boston has attempted to expand its urban canopy, yet maintenance costs and high tree mortality have hindered successful canopy expansion. Here, we present an interactive web application called Right Place, Right Tree-Boston that aims to support informed decision-making for planting new trees. To highlight priority regions for canopy expansion, we developed a Boston-specific Heat Vulnerability Index (HVI) and present this alongside maps of summer daytime land surface temperatures. We also provide information about tree pests and diseases, suitability of species for various conditions, land ownership, maintenance tips, and alternatives to tree planting. This web application is designed to support decision-making at multiple spatial scales, to assist city officials as well as residents who are interested in expanding or maintaining Boston's urban forest.

Urban Heat Island Mitigation: GIS-Based Analysis for a Tropical City Singapore

Project description:To reduce the pace of climate change and achieve the goals set in Paris Agreement by 2030, Association of Southeast Asian Nations (ASEAN) countries have started to prioritize sustainability as one of their top agendas. Numerous studies have demonstrated that one of the most important issues that must be addressed to halt climate change is the urban heat island (UHI). Given the different mitigation strategies available, the focus of our study here is to assess the influence of green spaces and Green Mark commercial buildings on Singapore’s temperature distribution using non-exhaustive factors related to energy consumption and efficiency. Additionally, this paper examines the effectiveness of green spaces and commercial buildings in reducing the rate of temperature change. This study uses ArcGIS software to map data, perform spatial analysis through cloud-based mapping, and produce visual representations with geographic information systems (GIS) to promote greater insight on the formulation of goals and policy making for strategic management. In comparison to non-commercial districts, our findings show that commercial districts have the lowest percentage of temperature change, an estimated 1.6 percent, due to a high concentration of green spaces and Green Mark commercial buildings. Our research also helps to close the research gaps in determining the efficacy of Green Mark commercial buildings, skyrise greeneries, gardens, and national parks. It also helps to minimize the bottleneck of expensive building costs and environmental damage that would have occurred from a design flaw found too late in the urban planning and construction process.

Evidence-based guidance on reflective pavement for urban heat mitigation in Arizona.

Project description:Urban overheating is an increasing threat to people, infrastructure, and the environment. Common heat mitigation strategies, such as green infrastructure, confront space limitations in current car-centric cities. In 2020, the City of Phoenix, Arizona, piloted a "cool pavement" program using a solar reflective pavement seal on 58 km of residential streets. Comprehensive micrometeorological observations are used to evaluate the cooling potential of the reflective pavement based on three heat exposure metrics-surface, air, and mean radiant temperatures-across three residential reflective pavement-treated and untreated neighborhoods. In addition, the solar reflectivity of reflective pavement is observed over 7 months across eight residential neighborhoods. Results are synthesized with the literature to provide context-based reflective pavement implementation guidelines to mitigate urban overheating where common strategies cannot be applied. The three most important contextual factors to consider for effective implementation include urban location, background climate type, and heat exposure metric of interest.

Balance between climate change mitigation benefits and land use impacts of bioenergy: conservation implications for European birds.

Project description:Both climate change and habitat modification exert serious pressure on biodiversity. Although climate change mitigation has been identified as an important strategy for biodiversity conservation, bioenergy remains a controversial mitigation action due to its potential negative ecological and socio-economic impacts which arise through habitat modification by land-use change. While the debate continues, the separate or simultaneous impacts of both climate change and bioenergy on biodiversity have not yet been compared. We assess projected range shifts of 156 European bird species by 2050 under two alternative climate change trajectories: a baseline scenario, where the global mean temperature increases by 4°C by the end of the century, and a 2 degrees scenario, where global concerted effort limits the temperature increase to below 2°C. For the latter scenario, we also quantify the pressure exerted by increased cultivation of energy biomass as modelled by IMAGE2.4, an integrated land-use model. The global bioenergy use in this scenario is in the lower end of the range of previously estimated sustainable potential. Under the assumptions of these scenarios, we find that the magnitude of range shifts due to climate change is far greater than the impact of land conversion to woody bioenergy plantations within the European Union, and that mitigation of climate change reduces the exposure experienced by species. However, we identified potential for local conservation conflict between priority areas for conservation and bioenergy production. These conflicts must be addressed by strict bioenergy sustainability criteria that acknowledge biodiversity conservation needs beyond existing protected areas and apply also to biomass imported from outside the European Union.

Water, energy and climate benefits of urban greening throughout Europe under different climatic scenarios.

Project description:Urban greening is an effective mitigation option for climate change in urban areas. In this contribution, a European Union (EU)-wide assessment is presented to quantify the benefits of urban greening in terms of availability of green water, reduction of cooling costs and CO2 sequestration from the atmosphere, for different climatic scenarios. Results show that greening of 35% of the EU's urban surface (i.e. more than 26,000 km2) would avoid up to 55.8 Mtons year-1 CO2 equivalent of greenhouse gas emissions, reducing energy demand for the cooling of buildings in summer by up to 92 TWh per year, with a net present value (NPV) of more than 364 billion Euro. It would also transpire about 10 km3 year-1 of rain water, turning into "green" water about 17.5% of the "blue" water that is now urban runoff, helping reduce pollution of the receiving water bodies and urban flooding. The greening of urban surfaces would decrease their summer temperature by 2.5-6 °C, with a mitigation of the urban heat island effect estimated to have a NPV of 221 billion Euro over a period of 40 years. The monetized benefits cover less than half of the estimated costs of greening, having a NPV of 1323 billion Euro on the same period. Net of the monetized benefits, the cost of greening 26,000 km2 of urban surfaces in Europe is estimated around 60 Euro year-1 per European urban resident. The additional benefits of urban greening related to biodiversity, water quality, health, wellbeing and other aspects, although not monetized in this study, might be worth such extra cost. When this is the case, urban greening represents a multifunctional, no-regret, cost-effective solution.

Global climate-driven trade-offs between the water retention and cooling benefits of urban greening.

Project description:Urban greening can potentially help mitigate heat-related mortality and flooding facing the >4 billion urban population worldwide. However, the geographical variation of the relative combined hydrological and thermal performance benefits of such interventions are unknown. Here we quantify globally, using a hydrological model, how climate-driven trade-offs exist between hydrological retention and cooling potential of urban greening such as green roofs and parks. Using a Budyko framework, we show that water retention generally increases with aridity in water-limited environments, while cooling potential favors energy-limited climates. Our models suggest that common urban greening strategies cannot yield high performance simultaneously for addressing both urban heat-island and urban flooding problems in most cities globally. Irrigation, if sustainable, may enhance cooling while maintaining retention performance in more arid locations. Increased precipitation variability with climate change may reduce performance of thinner green-infrastructure more quickly compared to greened areas with thicker soils and root systems. Our results provide a conceptual framework and first-order quantitative guide for urban development, renewal and policymaking.

Assessing the climatic benefits of black carbon mitigation.

Project description:To limit mean global warming to 2 degrees C, a goal supported by more than 100 countries, it will likely be necessary to reduce emissions not only of greenhouse gases but also of air pollutants with high radiative forcing (RF), particularly black carbon (BC). Although several recent research papers have attempted to quantify the effects of BC on climate, not all these analyses have incorporated all the mechanisms that contribute to its RF (including the effects of BC on cloud albedo, cloud coverage, and snow and ice albedo, and the optical consequences of aerosol mixing) and have reported their results in different units and with different ranges of uncertainty. Here we attempt to reconcile their results and present them in uniform units that include the same forcing factors. We use the best estimate of effective RF obtained from these results to analyze the benefits of mitigating BC emissions for achieving a specific equilibrium temperature target. For a 500 ppm CO(2)e (3.1 W m(-2)) effective RF target in 2100, which would offer about a 50% chance of limiting equilibrium warming to 2.5 degrees C above preindustrial temperatures, we estimate that failing to reduce carbonaceous aerosol emissions from contained combustion would require CO(2) emission cuts about 8 years (range of 1-15 years) earlier than would be necessary with full mitigation of these emissions.

Persistent urban heat.

Project description:Urban surface and near-surface air temperatures are known to be often higher than their rural counterparts, a phenomenon now labeled as the urban heat island effect. However, whether the elevated urban temperatures are more persistent than rural temperatures at timescales commensurate to heat waves has not been addressed despite its importance for human health. Combining numerical simulations by a global climate model with a surface energy balance theory, it is demonstrated here that urban surface and near-surface air temperatures are significantly more persistent than their rural counterparts in cities dominated by impervious materials with large thermal inertia. Further use of these materials will result in even stronger urban temperature persistence, especially for tropical cities. The present findings help pinpoint mitigation strategies that can simultaneously ameliorate the larger magnitude and stronger persistence of urban temperatures.
