The Subnational Human Development Database.

ABSTRACT: In this paper we describe the Subnational Human Development Database. This database contains for the period 1990-2017 for 1625 regions within 161 countries the national and subnational values of the Subnational Human Development Index (SHDI), for the three dimension indices on the basis of which the SHDI is constructed - education, health and standard of living --, and for the four indicators needed to create the dimension indices -- expected years of schooling, mean years of schooling, life expectancy and gross national income per capita. The subnational values of the four indicators were computed using data from statistical offices and from the Area Database of the Global Data Lab, which contains indicators aggregated from household surveys and census datasets. Values for missing years were estimated by interpolation and extrapolation from real data. By normalizing the population-weighted averages of the indicators to their national levels in the UNDP-HDI database, values of the SHDI and its dimension indices were obtained that at national level equal their official versions of the UNDP.

NATIONAL INSTITUTIONS AND SUBNATIONAL DEVELOPMENT IN AFRICA.

Project description:We investigate the role of national institutions on subnational African development in a novel framework that accounts for both local geography and cultural-genetic traits. We exploit the fact that the political boundaries on the eve of African independence partitioned more than 200 ethnic groups across adjacent countries subjecting similar cultures, residing in homogeneous geographic areas, to different formal institutions. Using both a matching type and a spatial regression discontinuity approach we show that differences in countrywide institutional structures across the national border do not explain within-ethnicity differences in economic performance, as captured by satellite images of light density. The average noneffect of national institutions on ethnic development masks considerable heterogeneity partially driven by the diminishing role of national institutions in areas further from the capital cities.

The Subnational Corruption Database: Grand and petty corruption in 1,473 regions of 178 countries, 1995-2022.

Project description:This data descriptor presents the Subnational Corruption Database (SCD), which provides data on corruption in 1,473 subnational areas of 178 countries. The SCD includes a comprehensive overall corruption index, the Subnational Corruption Index (SCI), and its two components: the Subnational Grand Corruption Index (SGCI) and Subnational Petty Corruption Index (SPCI). The SCD is constructed by combining data of 807 surveys held in the period 1995-2022 and includes the corruption experiences and perceptions of 1,326,656 respondents along 19 separate dimensions. The data are available for multiple years, allowing longitudinal analyses. At the national level, the SCI correlates strongly with established corruption indices, like the Transparency International Corruption Perceptions Index (CPI) and the World Bank Control of Corruption Index (CCI). We create subnational estimates of the CPI and CCI by superimposing the subnational variation of the SCI around the national averages of these indices. The presentation of subnational data in the SCD and the separation between grand and petty corruption significantly broaden the global knowledge base in the field of corruption.

A subnational reproductive, maternal, newborn, child, and adolescent health and development atlas of India.

Project description:Understanding the fine scale and subnational spatial distribution of reproductive, maternal, newborn, child, and adolescent health and development indicators is crucial for targeting and increasing the efficiency of resources for public health and development planning. National governments are committed to improve the lives of their people, lift the population out of poverty and to achieve the Sustainable Development Goals. We created an open access collection of high resolution gridded and district level health and development datasets of India using mainly the 2015-16 National Family Health Survey (NFHS-4) data, and provide estimates at higher granularity than what is available in NFHS-4, to support policies with spatially detailed data. Bayesian methods for the construction of 5 km × 5 km high resolution maps were applied for a set of indicators where the data allowed (36 datasets), while for some other indicators, only district level data were produced. All data were summarised using the India district administrative boundaries. In total, 138 high resolution and district level datasets for 28 indicators were produced and made openly available.

Measuring Subnational Trade Competitiveness.

Project description:Much research has tried to measure the competitiveness of territorial units such as countries and subnational regions. We propose new measures of subnational trade competitiveness that reflect the economic focus of regions on their country's comparative advantage. Our approach starts with data on the revealed comparative advantage of countries at the industry level. We then combine these measures with data on the employment structure of subnational regions to arrive at measures of subnational trade competitiveness. In total, we offer data for 6,475 regions across 63 countries and over a time period of 21 years. In this article, we introduce our measures and provide descriptive evidence, include two case studies for Bolivia and South Korea, that shows the plausibility of these measures. These data are relevant for many areas of research, including on the competitiveness of territorial units, the economic and political impact of trade on importing countries, and the economic and political consequences of globalization.

TB Hackathon: Development and Comparison of Five Models to Predict Subnational Tuberculosis Prevalence in Pakistan.

Project description:Pakistan's national tuberculosis control programme (NTP) is among the many programmes worldwide that value the importance of subnational tuberculosis (TB) burden estimates to support disease control efforts, but do not have reliable estimates. A hackathon was thus organised to solicit the development and comparison of several models for small area estimation of TB. The TB hackathon was launched in April 2019. Participating teams were requested to produce district-level estimates of bacteriologically positive TB prevalence among adults (over 15 years of age) for 2018. The NTP provided case-based data from their 2010-2011 TB prevalence survey, along with data relating to TB screening, testing and treatment for the period between 2010-2011 and 2018. Five teams submitted district-level TB prevalence estimates, methodological details and programming code. Although the geographical distribution of TB prevalence varied considerably across models, we identified several districts with consistently low notification-to-prevalence ratios. The hackathon highlighted the challenges of generating granular spatiotemporal TB prevalence forecasts based on a cross-sectional prevalence survey data and other data sources. Nevertheless, it provided a range of approaches to subnational disease modelling. The NTP's use and plans for these outputs shows that, limitations notwithstanding, they can be valuable for programme planning.

Subnational smoke-free laws in China.

Project description:INTRODUCTION:Implementing comprehensive smoke-free laws is an important part of tobacco control and has been promoted since China ratified the WHO Framework Convention on Tobacco Control (WHO FCTC) in 2005. This study shows the predictors of adopting subnational smoke-free laws and their alignment with Article 8 of WHO FCTC. METHODS:The legislations of 125 cities from China's top three city grades were assessed, covering the cities that have smoke-free laws. Logistic regression is applied to evaluate the characteristics of cities that adopted a smoke-free law. We also compare each smoke-free law with the WHO FCTC Article 8 requirements. RESULTS:Provincial capital cities were more likely to adopt smoke-free laws compared with other cities. Smoke-free laws vary from comprehensive to partial bans with major exemptions. Among the 21 cities that have enacted smoke-free laws, 9 cities prohibited smoking in all indoor workplaces, indoor public places (restaurants, bars, health facilities, government buildings and schools) and public transportation. More than half of the smoke-free laws still allow designated indoor smoking rooms. Smoke-free laws that clearly ban e-cigarettes in smoke-free areas have been implemented in only two cities (Nanning and Hangzhou). CONCLUSIONS:This study shows that a number of Chinese cities have taken legislative measures to protect people from exposure to tobacco smoke. It identifies signs of progress but also areas for improvement, such as the scope of smoke-free laws, imperfect implementation of such laws, and the potential omission of e-cigarettes from the legislation.

A spatiotemporal natural-human database to evaluate road development impacts in an Amazon trinational frontier.

Project description:Road construction and paving bring socio-economic benefits to receiving regions but can also be drivers of deforestation and land cover change. Road infrastructure often increases migration and illegal economic activities, which in turn affect local hydrology, wildlife, vegetation structure and dynamics, and biodiversity. To evaluate the full breadth of impacts from a coupled natural-human systems perspective, information is needed over a sufficient timespan to include pre- and post-road paving conditions. In addition, the spatial scale should be appropriate to link local human activities and biophysical system components, while also allowing for upscaling to the regional scale. A database was developed for the tri-national frontier in the Southwestern Amazon, where the Inter-Oceanic Highway was constructed through an area of high biological value and cultural diversity. Extensive socio-economic surveys and botanical field work are combined with remote sensing and reanalysis data to provide a rich and unique database, suitable for coupled natural-human systems research.
