The interactions among macroprices with leads and lags play a significant role in explaining the behavior of an aggregate price index. Thus, to understand inflation and deflation, it is essential to explore the mechanism according to which these macroprices interact with each other. Project description:Underestimation of reliability is discussed from the viewpoint of deflation in estimates of reliability caused by artificial systematic technical or mechanical error in the estimates of correlation (MEC). Most traditional estimators of reliability embed product-moment correlation coefficient (PMC) in the form of item-score correlation (Rit) or principal component or factor loading (λ i ). PMC is known to be severely affected by several sources of deflation such as the difficulty level of the item and discrepancy of the scales of the variables of interest and, hence, the estimates by Rit and λ i are always deflated in the settings related to estimating reliability. As a short-cut to deflation-corrected estimators of reliability, this article suggests a procedure where Rit and λ i in the estimators of reliability are replaced by alternative estimators of correlation that are less deflated. These estimators are called deflation-corrected estimators of reliability (DCER). Several families of DCERs are proposed and their behavior is studied by using polychoric correlation coefficient, Goodman-Kruskal gamma, and Somers delta as examples of MEC-corrected coefficients of correlation.

Project description:Energy-intensive industries are difficult to decarbonize. They present a major challenge to the emerging countries that are currently in the midst of rapid industrialization and urbanization. This is also applicable to Japan, a developed economy, which retains a large presence in heavy industries compared to other developed economies. In this paper, the results obtained from four energy-economic and integrated assessment models were utilized to explore climate mitigation scenarios of Japan's industries by 2050. The results reveal that: (i) Japan's share of emissions from industries may increase by 2050, highlighting the difficulties in achieving industrial decarbonization under the prevailing industrial policies; (ii) the emission reduction in steelmaking will play a key role, which can be achieved by the implementation of carbon capture and expansion of hydrogen technologies after 2040; (iii) even under mitigation scenarios, electrification and the use of biomass use in Japan's industries will continue to be limited in 2050, suggesting a low possibility of large-scale fuel switching or end-use decarbonization. After stocktaking of the current industry-sector modeling in integrated assessment models, we found that such limited uptake of cleaner fuels in the results may be related to the limited interests of both participating models and industry stakeholders in Japan, specifically the interests on the technologies that are still at the early stage of development but with high reduction potential. It is crucial to upgrade research and development activities to enable future industry-sector mitigation as well as to improve modeling capabilities of energy end-use technologies in integrated assessment models.Supplementary informationThe online version contains supplementary material available at 10.1007/s11625-021-00905-2.

Project description:The reliability of a test score is discussed from the viewpoint of underestimation of and, specifically, deflation in estimates or reliability. Many widely used estimators are known to underestimate reliability. Empirical cases have shown that estimates by widely used estimators such as alpha, theta, omega, and rho may be deflated by up to 0.60 units of reliability or even more, with certain types of datasets. The reason for this radical deflation lies in the item-score correlation (Rit) embedded in the estimators: because the estimates by Rit are deflated when the number of categories in scales are far from each other, as is always the case with item and score, the estimates of reliability are deflated as well. A short-cut method to reach estimates closer to the true magnitude, new types of estimators, and deflation-corrected estimators of reliability (DCERs), are studied in the article. The empirical section is a study on the characteristics of combinations of DCERs formed by different bases for estimators (alpha, theta, omega, and rho), different alternative estimators of correlation as the linking factor between item and the score variable, and different conditions. Based on the simulation, an initial typology of the families of DCERs is presented: some estimators are better with binary items and some with polytomous items; some are better with small sample sizes and some with larger ones.

Project description:Despite Japan's temperate climate, a dengue outbreak occurred in Tokyo for the first time in over 70 years in 2014. We dissected this dengue outbreak based on phylogenetic analysis, travel interconnectivity, and environmental drivers for dengue epidemics. Comparing the available dengue virus 1 (DENV1) E gene sequence from this outbreak with 3,282 unique DENV1 sequences in National Center for Biotechnology Information suggested that the DENV might have been imported from China, Indonesia, Singapore, or Vietnam. With travelers arriving into Japan, Guangzhou (China) may have been the source of DENV introduction, given that Guangzhou also reported a large-scale dengue outbreak in 2014. Coinciding with the 2014 outbreak, Tokyo's climate conditions permitted the amplification of Aedes vectors and the annual peak of vectorial capacity. Given suitable vectors and climate conditions in addition to increasing interconnectivity with endemic areas of Asia, Tokyo's 2014 outbreak did not come as a surprise and may foretell more to come.

Project description:BackgroundJapan strives to strengthen its development cooperation by mobilizing various resources to assist partner countries advance on Universal Health Coverage by 2030. However, the involvement and roles of various actors for health are not clear. This study is the first to map Japan's publicly funded projects by both Official Development Assistance (ODA) and other non-ODA public funds, and to describe the intervention areas. Further, the policy implications for country-specific cooperation strategies are discussed. The development cooperation for health in Vietnam is used as a case in this study.MethodsA cross-sectional analysis of the Japanese publicly funded health projects that were being implemented in Vietnam during December 2016 was conducted. A framework of analysis based on the World Health Organization six health systems building blocks was adopted. The projects' qualitative information was also assessed.ResultsOverall, 68 projects implemented through Japanese public funding were analyzed. These 68 projects under 15 types of schemes were managed by seven different scheme-operating organizations and funded by five ministries. Of these 44 (64.7%) were ODA and 24 (35.3%) were non-ODA projects. Among the recategorized six building blocks of the health system, the largest proportion of projects was health service delivery (44%), followed by health workforces (25%), and health information systems (15%). Almost half the projects were implemented together with the central hospitals as Vietnamese counterparts, which suggests that this is one area in which the specificities of Japanese cooperation are demonstrated. No synergetic effects of potential collaboration or harmonization among Japanese funded projects were captured.ConclusionsSeveral Japanese-funded projects addressed a wide range of health issues across all six building blocks of the health system in Vietnam. However, there is room for improvement in developing coordination and harmonization among the diversified Japanese projects. Establishing a country-specific mechanism for strategic coordination across Japanese ministries' schemes can yield efficient and effective development cooperation for health. While Vietnam's dependence on external funding is low, the importance of coordination across domestic actors of the donor countries can serve as an important lesson, especially in beneficiary countries with high external funding dependency.

Project description:In May, 2016 the Diet passed a law on the "Promotion of efforts to eliminate unfair discriminatory speech and behaviour against people originating from outside Japan", widely referred to as ヘイトスピーチ (Heito Supiichi Hō /Hate Speech Law). For some residents of Japan it had been a long time coming. Without any laws specifically prohibiting racially discriminatory speech or writing, aggrieved parties had hitherto been forced to resort to indirect lines of protection. In 1999, for example, a Brazilian national ejected from a jewelry shop displaying a poster saying "No foreigners allowed" obtained a favourable ruling citing Japan's ratification of the International Convention on the Elimination of All Forms of Racial Discrimination; and in 2013 an injunction for defamation and obstruction of business was granted on behalf of a school for children of North Korean descent repeatedly subjected to provocative demonstrations. But others questioned the need to reinforce limits on freedom of expression even in the face of aggressive taunts, with some claiming that incidents of racial discrimination in Japan lacked the historical, entrenched and violent dimensions that had prompted hate speech laws in Europe and elsewhere. When the text of the proposed law became public there was also debate about its utility as such an abstract measure seemed inapplicable to many potential victims and lacked punitive sanctions. Against this criticism it could be argued that the law went about as far as the government could expect to go if it were to get it passed; that it appears to be curtailing a particularly aggressive form of hate speech; and that it has ushered in a number of more specific initiatives, especially at local level. This study will begin with the 2016 text itself, drawing on the semiotic framework of Systemic Functional Grammar to explore how it prioritises general principles over specific regulations. This textual analysis will be followed by a contextual account of why the Law was constructed as it was, how it has influenced awareness of hate speech, and where it fits in with an existing genre of non-coercive legislation in Japan.Supplementary informationThe online version contains supplementary material available at 10.1007/s11196-022-09883-9.

Project description:ObjectiveTo examine nonprofit hospitals' financial and spending allocations when the private sector payment rate is higher than the Medicare's payment rate.Data sourcesHospital financial data for 2014-2018 from Center for Medicare and Medicaid Services Hospital Cost Reports, hospital characteristics from the American Hospital Association (AHA) Annual Survey.Study designHospital and year level fixed effects regressions modeling each hospital's (1) operating net income per discharge equivalent (DE); (2) administrative cost per DE; (3) patient care cost per DE; (4) registered nurse per bed; charity care cost per DE; and (5) provision of unprofitable services as a function of the private sector to Medicare payment ratio (PMR).Data collection/extraction methodsHospital/year-level data from hospital cost reports merged with AHA data. Samples included general short-term hospitals with nonprofit ownership, excluding critical access hospitals.Principal findingsThe final sample included a total of 8862 hospital-year observations, with a mean PMR of 1.62. Nonprofit hospitals having a 0.1 higher PMR were associated with $257 (95% CI: $181-$334) increase in operating net income per DE; $66 (95% CI: $32-$99) increase in administrative cost per DE; $170 (95% CI: $120-$220) increase in patient care cost per DE; and $18 (95% CI: $10-$25) increase in charity care cost per DE. We found hospitals hired 0.86 (95% CI: -0.08 to 1.81) more registered nurses per 100 beds, but no evidence on providing more beds for unprofitable services, such as obstetric care, burn care, alcohol/drug abuse treatment, or psychiatric care.ConclusionsHigher private sector prices led primarily to greater surplus and administrative cost for nonprofit hospitals and smaller increases in spending on services that will directly benefit patients.

Project description:BackgroundDevelopment assistance for health (DAH) is one of the most important means for Japan to promote diplomacy with developing countries and contribute to the international community. This study, for the first time, estimated the gross disbursement of Japan's DAH from 2012 to 2016 and clarified its flows, including source, aid type, channel, target region, and target health focus area.MethodsData on Japan Tracker, the first data platform of Japan's DAH, were used. The DAH definition was based on the Organisation for Economic Co-operation and Development's (OECD) sector classification. Regarding core funding to non-health-specific multilateral agencies, we estimated DAH and its flows based on the OECD methodology for calculating imputed multilateral official development assistance (ODA).ResultsJapan's DAH was estimated at 1472.94 (2012), 823.15 (2013), 832.06 (2014), 701.98 (2015), and 894.57 million USD (2016) in constant prices of 2016. Multilateral agencies received the largest DAH share of 44.96-57.01% in these periods, followed by bilateral grants (34.59-53.08%) and bilateral loans (1.96-15.04%). Ministry of Foreign Affairs (MOFA) was the largest contributors to the DAH (76.26-82.68%), followed by Ministry of Finance (MOF) (10.86-16.25%). Japan's DAH was most heavily distributed in the African region with 41.64-53.48% share. The channel through which the most DAH went was Global Fund to Fight AIDS, Tuberculosis, and Malaria (20.04-34.89%). Between 2012 and 2016, approximately 70% was allocated to primary health care and the rest to health system strengthening.ConclusionsWith many major high-level health related meetings ahead, coming years will play a powerful opportunity to reevaluate DAH and shape the future of DAH for Japan. We hope that the results of this study will enhance the social debate for and contribute to the implementation of Japan's DAH with a more efficient and effective strategy.

Project description:To determine whether retail prices for prescription drugs are higher in poorer areas.The MyFloridarx.com website, which provides retail prescription prices at Florida pharmacies, and median ZIP code income from the 2000 Census.We compared mean pharmacy prices for each of the four study drugs across ZIP code income groups. Pharmacies were classified as either chain pharmacies or independent pharmacies.Prices were downloaded in November 2006.Across the four study drugs, mean prices were highest in the poorest ZIP codes: 9 percent above the statewide average. Independent pharmacies in the poorest ZIP codes charged the highest mean prices.Retail prescription prices appear to be higher in poorer ZIP codes of Florida.
