Project description:Carbon taxes are widely regarded as a potentially effective and economically efficient policy instrument for decarbonizing the global energy supply and thus limiting global warming. The main obstacle is political feasibility because of opposition from citizens and industry. Earmarking revenues from carbon taxation for spending that benefits citizens (i.e., revenue recycling) might help policy makers escape this political impasse. On the basis of choice experiments with representative samples of citizens in Germany and the United States, we examine whether revenue recycling could mitigate two key obstacles to achieving sufficient public support for carbon taxes: (i) declines in support as taxation levels increase and (ii) concerns over the international economic level playing field. For both countries, we find that revenue recycling could help achieve majority support for carbon tax levels of up to $50 to $70 per metric ton of carbon, but only if industrialized countries join forces and adopt similar carbon taxes.

Project description:Social media platforms are suspected to derive hefty profits from youth users who may be vulnerable to negative mental health outcomes, including depression, anxiety, and eating disorders. Platforms, however, are not required to make these data publicly available, which may limit the abilities of researchers and policymakers to adequately investigate and regulate platform practices. This study aimed to estimate the number of U.S.-based child (0-12 years old) and adolescent (13-17 years old) users and the annual advertising revenue generated from youth across six major platforms. Data were drawn from public survey and market research sources conducted in 2021 and 2022. A simulation analysis was conducted to derive estimates of the number of users and the annual advertising revenue per age group and overall (ages 0-17 years) for 2022. The findings reveal that, across six major social media platforms, the 2022 annual advertising revenue from youth users ages 0-17 years is nearly $11 billion. Approximately 30-40% of the advertising revenue generated from three social media platforms is attributable to young people. Our findings highlight the need for greater transparency from social media platforms as well as regulation of potentially harmful advertising practices that may exploit vulnerable child and adolescent social media users.

Project description:Public acceptability of carbon taxation depends on its revenue use. Which single or mixed revenue use is most appropriate, and which perceptions of policy effectiveness and fairness explain this, remains unclear. It is, moreover, uncertain how people's prior knowledge about carbon taxation affects policy acceptability. Here we conduct a survey experiment to test how distinct revenue uses, prior knowledge, and information provision about the functioning of carbon taxation affect policy perceptions and acceptability. We show that spending revenues on climate projects maximises acceptability as well as perceived fairness and effectiveness. A mix of different revenue uses is also popular, notably compensating low-income households and funding climate projects. In addition, we find that providing information about carbon taxation increases acceptability for unspecified revenue use and for people with more prior tax knowledge. Furthermore, policy acceptability is more strongly related to perceived fairness than to perceived effectiveness.

Project description:ObjectiveTo estimate the effect of growth in health care costs that outpaces gross domestic product (GDP) growth ("excess" growth in health care costs) on employment, gross output, and value added to GDP of U.S. industries.Study settingWe analyzed data from 38 U.S. industries for the period 1987-2005. All data are publicly available from various government agencies.Study designWe estimated bivariate and multivariate regressions. To develop the regression models, we assumed that rapid growth in health care costs has a larger effect on economic performance for industries where large percentages of workers receive employer-sponsored health insurance (ESI). We used the estimated regression coefficients to simulate economic outcomes under alternative scenarios of health care cost inflation.ResultsFaster growth in health care costs had greater adverse effects on economic outcomes for industries with larger percentages of workers who had ESI. We found that a 10 percent increase in excess growth in health care costs would have resulted in 120,803 fewer jobs, US$28,022 million in lost gross output, and US$14,082 million in lost value added in 2005. These declines represent 0.17 to 0.18 percent of employment, gross output, and value added in 2005.ConclusionExcess growth in health care costs is adversely affecting the economic performance of U.S. industries.

Project description:Informal payments are a frequently overlooked source of local public finance in developing countries. We use microdata from ten countries to establish stylized facts on the magnitude, form, and distributional implications of this "informal taxation." Informal taxation is widespread, particularly in rural areas, with substantial in-kind labor payments. The wealthy pay more, but pay less in percentage terms, and informal taxes are more regressive than formal taxes. Failing to include informal taxation underestimates household tax burdens and revenue decentralization in developing countries. We discuss various explanations for and implications of these observed stylized facts.

Project description:The U.S. emitted approximately 1.58 petagrams (Pg) of fossil fuel carbon in 2001, approximately one-quarter of global CO(2) production. With climate change increasingly likely, strategies to reduce carbon emissions and stabilize climate are needed, including greater energy efficiency, renewable energy sources, geoengineering, decarbonization, and geological and biological sequestration. Two of the most commonly proposed biological strategies are restoring organic carbon in agricultural soils and using plantations to sequester carbon in soils and wood. Here, we compare scenarios of land-based sequestration to emissions reductions arising from increased fuel efficiency in transportation, targeting ways to reduce net U.S. emissions by 10% ( approximately 0.16 Pg of carbon per year). Based on mean sequestration rates, converting all U.S. croplands to no-till agriculture or retiring them completely could sequester approximately 0.059 Pg of carbon per year for several decades. Summary data across a range of plantations reveal an average rate of carbon storage an order of magnitude larger than in agricultural soils; in consequence, one-third of U.S. croplands or 44 million hectares would be needed for plantations to reach the target of approximately 0.16 Pg of carbon per year. For fossil fuel reductions, cars and light trucks generated approximately 0.31 Pg of carbon in U.S. emissions in 2001. To reduce net emissions by 0.16 Pg of carbon per year, a doubling of fuel efficiency for cars and light trucks is needed, a change feasible with current technology. Issues of permanence, leakage, and economic potentials are discussed briefly, as is the recognition that such scenarios are only a first step in addressing total U.S. emissions.

Project description:Metal production industries are associated with positive economic benefits, however their activities are significantly resource and energy intensive, contributing to emission of pollutants and greenhouse gases to the environment. The balance between the economic inputs and environmental footprint of the metal production industries determines their contribution to sustainability. This work provides environmental impact assessment of the production of aluminium, copper, gold, iron and steel, lead, nickel and zinc, and considers their contribution to the economy. The emissions of selected representative industries in Australia were sourced from public national emission inventories and used as input parameters in the openLCA software. ReCiPe midpoint and endpoint hierarchist impact assessment methods were used to investigate the environmental impacts of the selected industries. The results indicate that lead, followed by aluminium and nickel production had the largest environmental impacts. The work further revealed the specific emissions for better control for each industry taking into consideration their relative environmental and economic impacts. For instance, adoption of renewable energy sources would significantly decrease the greenhouse gas emissions and the associated environmental impacts of the copper, zinc, gold, and iron and steel production industries. Improvement of sustainability of the production of lead would require further control of trace metal emissions, while for aluminium and nickel production, improved control of emissions of particles and the acidic gases SO2 and NOx.

Project description:The impact of climate change on forest ecosystems remains uncertain, with wide variation in potential climate impacts across different radiative forcing scenarios and global circulation models, as well as potential variation in forest productivity impacts across species and regions. This study uses an empirical forest composition model to estimate the impact of climate factors (temperature and precipitation) and other environmental parameters on forest productivity for 94 forest species across the conterminous United States. The composition model is linked to a dynamic optimization model of the U.S. forestry sector to quantify economic impacts of a high warming scenario (Representative Concentration Pathway 8.5) under six alternative climate projections and two socioeconomic scenarios. Results suggest that forest market impacts and consumer impacts could range from relatively large losses (-$2.6 billion) to moderate gain ($0.2 billion) per year across climate scenarios. Temperature-induced higher mortality and lower productivity for some forest types and scenarios, coupled with increasing economic demands for forest products, result in forest inventory losses by end of century relative to the current climate baseline (3%-23%). Lower inventories and reduced carbon sequestration capacity result in additional economic losses of up to approximately $4.1 billion per year. However, our results also highlight important adaptation mechanisms, such forest type changes and shifts in regional mill capacity that could reduce the impact of high impact climate scenarios.

Project description:Plate tectonics plays an essential role in the redistribution of life-essential volatile elements between Earth's interior and surface, whereby our planet has been well tuned to maintain enduring habitability over much of its history. Here we present an overview of deep carbon recycling in the regime of modern plate tectonics, with a special focus on convergent plate margins for assessing global carbon mass balance. The up-to-date flux compilation implies an approximate balance between deep carbon outflux and subduction carbon influx within uncertainty but remarkably limited return of carbon to convecting mantle. If correct, carbon would gradually accumulate in the lithosphere over time by (i) massive subsurface carbon storage occurring primarily in continental lithosphere from convergent margins to continental interior and (ii) persistent surface carbon sinks to seafloors sustained by high-flux deep CO2 emissions to the atmosphere. Further assessment of global carbon mass balance requires updates on fluxes of subduction-driven carbon recycling paths and reduction in uncertainty of deep carbon outflux. From a global plate tectonics point of view, we particularly emphasize that continental reworking is an important mechanism for remobilizing geologically sequestered carbon in continental crust and sub-continental lithospheric mantle. In light of recent advances, future research is suggested to focus on a better understanding of the reservoirs, fluxes, mechanisms, and climatic effects of deep carbon recycling following an integrated methodology of observation, experiment, and numerical modeling, with the aim of decoding the self-regulating Earth system and its habitability from the deep carbon recycling perspective.

Project description:This article explores how far the use of CO2 as raw material could enable the German chemical and polymer industries to contribute to a circular economy. Material Flow Analysis was conducted for all carbon flows for material use in Germany, comprising chemical production, polymer production, domestic use and waste management. For scenario modelling, Carbon Capture and Utilization technologies were included, and key parameters determining carbon flows were altered to show potential corridors for the future development. The results show that current carbon flows are dominated by fossil sources and are highly linear, with a secondary input rate of only 6%. Additionally, 12% (2 Mt/a) of the primary carbon input is lost due to dissipation. Currently available Carbon Capture and Utilization technologies would allow reaching a secondary input rate of 65% for the chemical industry. However, to achieve this rate between 80% (processes of direct synthesis) and 103% (methanol-based processes) of the total net supply for renewable electricity in Germany would be required in 2030 and between 41% and 50% in 2050. In contrast, the unavoidable substance related CO2-point sources in Germany could probably fulfill the carbon requirement for material use of the chemical industry in 2050. The authors conclude that the utilization of CO2 as a carbon source is necessary to close the carbon cycle where material or chemical recycling is technically not feasible or reasonable. The very high demand for renewable electricity indicates that the required production facilities for CO2-based chemicals will probably not be completely based in Germany.
