Solar photovoltaic interventions have reduced rural poverty in China.

ABSTRACT: Since 2013, China has implemented a large-scale initiative to systematically deploy solar photovoltaic (PV) projects to alleviate poverty in rural areas. To provide new understanding of China's targeted poverty alleviation strategy, we use a panel dataset of 211 pilot counties that received targeted PV investments from 2013 to 2016, and find that the PV poverty alleviation pilot policy increases per-capita disposable income in a county by approximately 7%-8%. The effect of PV investment is positive and significant in the year of policy implementation and the effect is more than twice as high in the subsequent two to three years. The PV poverty alleviation effect is stronger in poorer regions, particularly in Eastern China. Our results are robust to alternative specifications and variable definitions. We propose several policy recommendations to sustain progress in China's efforts to deploy PV for poverty alleviation.

Rural infrastructure and poverty in China.

Project description:The study develops a theoretical framework of how irrigation and drainage infrastructure and rural transportation infrastructure influence poverty. Using panel data on 31 provinces in China from 2002 to 2017, this paper estimates basic and continuous difference-in-differences (DID) models to investigate the preliminary impact of irrigation and drainage infrastructure and rural transportation infrastructure on poverty and further explores the influence mechanisms of these rural infrastructures on poverty by using the mediating effect model. The results show that irrigation and drainage facilities infrastructure can directly reduce poverty. On the one hand, rural transportation infrastructure directly leads to rural hollowing out and aggravates rural poverty; on the other hand, it indirectly promotes poverty reduction by stimulating economic growth. Overall, the positive and negative effects of rural transportation infrastructure on poverty offset each other.

Reduction of solar photovoltaic resources due to air pollution in China.

Project description:Solar photovoltaic (PV) electricity generation is expanding rapidly in China, with total capacity projected to be 400 GW by 2030. However, severe aerosol pollution over China reduces solar radiation reaching the surface. We estimate the aerosol impact on solar PV electricity generation at the provincial and regional grid levels in China. Our approach is to examine the 12-year (2003-2014) average reduction in point-of-array irradiance (POAI) caused by aerosols in the atmosphere. We apply satellite-derived surface irradiance data from the NASA Clouds and the Earth's Radiant Energy System (CERES) with a PV performance model (PVLIB-Python) to calculate the impact of aerosols and clouds on POAI. Our findings reveal that aerosols over northern and eastern China, the most polluted regions, reduce annual average POAI by up to 1.5 kWh/m2 per day relative to pollution-free conditions, a decrease of up to 35%. Annual average reductions of POAI over both northern and eastern China are about 20-25%. We also evaluate the seasonal variability of the impact and find that aerosols in this region are as important as clouds in winter. Furthermore, we find that aerosols decrease electricity output of tracking PV systems more than those with fixed arrays: over eastern China, POAI is reduced by 21% for fixed systems at optimal angle and 34% for two-axis tracking systems. We conclude that PV system performance in northern and eastern China will benefit from improvements in air quality and will facilitate that improvement by providing emission-free electricity.

Poverty reduction in rural China: Does the digital finance matter?

Project description:As digital finance is widely spread and applied in China, this new format of financial technology could become a new way to reduce poverty in rural areas. By matching digital financial indexes of the prefectural-level cities with microdata on rural households from the China Household Finance Survey (CHFS) in 2017, we find that digital finance significantly suppresses absolute poverty and relative poverty among rural households in China, which is supported by a series of robustness tests, such as the instrumental variable approach, using alternative specifications, and excluding extreme observations. Additionally, we provide evidence that the poverty reduction effect of digital finance is likely to be explained by alleviating credit constraints and information constraints, broadening social networks, and promoting entrepreneurship. Our findings further complement the research field on financial poverty reduction and offer insights for the development of public financial policies of poverty reduction in other countries, especially in some developing countries.

Does farmer entrepreneurship alleviate rural poverty in China? Evidence from Guangxi Province.

Project description:In recent years, entrepreneurship has been gaining more prominence as a potential tool for solving poverty in developing countries. This paper mainly examines the relationship between farmer entrepreneurship and rural poverty alleviation in China by assessing the contribution of farm entrepreneurs towards overcoming poverty. Data were collected from 309 employees of farmer entrepreneurships in Guangxi Province through survey questionnaires. Structural equation modeling was used to conduct an analysis of the effects of three identified capabilities of farm entrepreneurs-economic, educational and knowledge, and socio-cultural capabilities-on attitude towards farmer entrepreneurship growth and the qualitative growth of farmer entrepreneurship and how these in turn affect rural poverty, using AMOS 21. The findings show that socio-cultural capability has the greatest influence on farmer entrepreneurship growth (β = 0.50, p<0.001). The qualitative growth of farmer entrepreneurship also more significantly impacts rural poverty (β = 0.69, p<0.001) than attitude towards farmer entrepreneurship growth. This study suggests that policy makers in China should involve more rural farmers in the targeted poverty alleviation strategies of the government by equipping rural farmers with entrepreneurial skills. This can serve as a sustainable, bottom-up approach to alleviating rural poverty in remote areas of the country. The study also extends the literature on the farmer entrepreneurship-rural poverty alleviation nexus in China, and this can serve as a lesson for other developing countries in the fight against rural poverty.

Household poverty in people with severe mental illness in rural China: 1994-2015.

Project description:BackgroundLittle is known about poverty trends in people with severe mental illness (SMI) over a long time span, especially under conditions of fast socioeconomic development.AimsThis study aims to unravel changes in household poverty levels among people with SMI in a fast-changing rural community in China.MethodTwo mental health surveys, using ICD-10, were conducted in the same six townships of Xinjin county, Chengdu, China. A total of 711 and 1042 people with SMI identified in 1994 and 2015, respectively, participated in the study. The Foster-Greer-Thorbecke poverty index was adopted to measure the changes in household poverty. These changes were decomposed into effects of growth and equity using a static decomposition method. Factors associated with household poverty in 1994 and 2015 were examined and compared by regression analyses.ResultsThe proportion of poor households, as measured by the headcount ratio, increased significantly from 29.8% in 1994 to 39.5% in 2015. Decomposition showed that poverty in households containing people with SMI had worsened because of a redistribution effect. Factors associated with household poverty had also changed during the study period. The patient's age, ability to work and family size were of paramount significance in 2015.ConclusionsThis study shows that the levels of poverty faced by households containing people with SMI has become more pressing with China's fast socioeconomic development. It calls for further integration of mental health recovery and targeted antipoverty interventions for people with SMI as a development priority.

Diverse cloud and aerosol impacts on solar photovoltaic potential in southern China and northern India.

Project description:Cloud and aerosol are two important modulators that influence the solar radiation reaching the earth's surface. It is intriguing to find diverse impacts of clouds and aerosols over Southern China (SC) and Northern India (NI) which result in remarkable differences in the plane-of-array irradiance (POAI) that signifies the maximum available solar photovoltaic potential by combining the latest satellite retrieval results and modeling tools. By separating the impacts of cloud and aerosol on the POAI, it is found that clouds are responsible for the most reduction of POAI in the SC, while aerosols and clouds are equally important for the NI region. The frequent occurrences of low and middle level clouds with high optical depth in the SC, as compared with the much lower occurrences of all levels of clouds with lower optical depth in the NI, is regarded as the major reason for the differences in the POAI. The differences in the main compositions of aerosols in the SC (sulfate) and the NI (dust) could be essential to answer the question of why higher aerosol optical depth in the SC whereas leads to weaker reduction in the POAI than that in the NI. The mitigation measures targeting on the controls of different types of aerosols should be considered for different regions.

Reducing Food Poverty and Vulnerability among the Rural Elderly with Chronic Diseases: The Role of the New Rural Pension Scheme in China.

Project description:Vulnerability to food poverty is the probability of an individual falling below the food poverty line in the near future, which provides a forward-looking welfare analysis. Applying a nationally representative survey dataset, this study investigates the role of the New Rural Pension Scheme (NRPS) in reducing food poverty and vulnerability among the rural elderly with chronic diseases. By designing province-specific food poverty lines to account for variations in the elderly’s needs, as well as the prices across provinces using a least-cost linear programming approach, the food poverty incidences among the elderly with chronic diseases are calculated. Applying a three-stage feasible generalized least squares (FGLS) procedure, the vulnerability to food poverty is estimated. Our results show that food poverty incidence and vulnerability of the elderly with chronic diseases in rural China is 41.9% and 35% respectively, which is 8% and 6% higher, respectively, than the elderly that are in good health. To address the potential endogeneity of pension payment, a fuzzy regression discontinuity (RD) regression is employed to investigate the effects of pension income on food poverty and vulnerability for different population groups. We found that pension income decreases the probability of being food poor and the vulnerability to food poverty among the elderly with chronic diseases by 12.9% and 16.8% respectively, while it has no significant effect on the elderly in good health.

White butterflies as solar photovoltaic concentrators.

Project description:Man's harvesting of photovoltaic energy requires the deployment of extensive arrays of solar panels. To improve both the gathering of thermal and photovoltaic energy from the sun we have examined the concept of biomimicry in white butterflies of the family Pieridae. We tested the hypothesis that the V-shaped posture of basking white butterflies mimics the V-trough concentrator which is designed to increase solar input to photovoltaic cells. These solar concentrators improve harvesting efficiency but are both heavy and bulky, severely limiting their deployment. Here, we show that the attachment of butterfly wings to a solar cell increases its output power by 42.3%, proving that the wings are indeed highly reflective. Importantly, and relative to current concentrators, the wings improve the power to weight ratio of the overall structure 17-fold, vastly expanding their potential application. Moreover, a single mono-layer of scale cells removed from the butterflies' wings maintained this high reflectivity showing that a single layer of scale cell-like structures can also form a useful coating. As predicted, the wings increased the temperature of the butterflies' thorax dramatically, showing that the V-shaped basking posture of white butterflies has indeed evolved to increase the temperature of their flight muscles prior to take-off.

Economic Convenience of Hybrid Thermoelectric-Photovoltaic Solar Harvesters.

Project description:Over the last few years, a growing interest has surfaced about the possibility of enhancing solar harvester efficiency by coupling photovoltaic (PV) cells with thermoelectric generators (TEGs). To be effective solutions, hybrid thermoelectric-photovoltaic (HTEPV) solar harvesters must not only increase the solar conversion efficiency but should also be economically competitive. The aim of this paper is to estimate the profitability of HTEPV solar harvesters with no reference to specific materials, relating it instead to their physical properties only and thus providing a tool to address research effort toward classes of HTEPV systems able to compete with current PV technologies. An economic convenience index is defined and used to assess the economic sustainability of hybridization. It is found that, although hybridization often leads to enhanced solar power conversion, power costs (USD/W) may not always justify HTEPV deployment at the current stage of technology. An analysis of the cost structure shows that profitability requires largely enhanced thermoelectric stages, concentrated solar cells, or PV materials with favorable temperature efficiency coefficients, such as perovskite solar cells.

Impacts of solar intermittency on future photovoltaic reliability.

Project description:As photovoltaic power is expanding rapidly worldwide, it is imperative to assess its promise under future climate scenarios. While a great deal of research has been devoted to trends in mean solar radiation, less attention has been paid to its intermittent character, a key challenge when compounded with uncertainties related to climate variability. Using both satellite data and climate model outputs, we characterize solar radiation intermittency to assess future photovoltaic reliability. We find that the relation between the future power supply and long-term mean solar radiation trends is spatially heterogeneous, showing power reliability is more sensitive to the fluctuations of mean solar radiation in hot arid regions. Our results highlight how reliability analysis must account simultaneously for the mean and intermittency of solar inputs when assessing the impacts of climate change on photovoltaics.
