Evolution characteristics and policy implications of new urbanization in provincial capital cities in Western China.

ABSTRACT: New urbanization is the fundamental approach to achieve the healthy, stable, and sustainable development of the Chinese economic society. It is also the basic outlet to eliminate the "dual economic structure" in urban and rural areas. Based on the connotation of new urbanization, we constructed an evaluation system using population development, economic development, quality of life, infrastructure, resources and environment, and urban and rural harmonious development. The entropy and weighted summation methods were used to measure the level of new urbanization for 11 provincial capital cities from 2005 to 2018, and policy implications were analyzed correspondingly. The results show that there are significant differences in the development levels of new urbanization in these cities, with infrastructure construction being the primary driver. These developments have placed the economy and environment under great pressure. The quality of urban life and the level of infrastructure construction need to be improved because of the expanding economic gap between urban and rural areas. These cities with poor internal coordination also have apparent differences amongst individual factors. Overall, the policies on these factors play a positive role in the process of new urbanization. In the future, provincial capital cities need to consider the weak links and provide more focus on employment and education.

Project description:Mastering the evolution of urban land cover is important for urban management and planning. In this paper, a method for analyzing land cover evolution within urban built-up areas based on nighttime light data and Landsat data is proposed. The method solves the problem of inaccurate descriptions of urban built-up area boundaries from the use of single-source diurnal or nocturnal remote sensing data and was able to achieve an effective analysis of land cover evolution within built-up areas. Four main procedures are involved: (1) The neighborhood extremum method and maximum likelihood method are used to extract nighttime light data and the urban built-up area boundaries from the Landsat data, respectively; (2) multisource urban boundaries are obtained using boundary pixel fusion of the nighttime light data and Landsat urban built-up area boundaries; (3) the maximum likelihood method is used to classify Landsat data within multisource urban boundaries into land cover classes, such as impervious surface, vegetation and water, and to calculate landscape indexes, such as overall landscape trends, degree of fragmentation and degree of aggregation; (4) the changes in the multisource urban boundaries and landscape indexes were obtained using the abovementioned methods, which were supported by multitemporal nighttime light data and Landsat data, to model the urban land cover evolution. Using the cities of Shenyang, Changchun and Harbin in northeastern China as experimental areas, the multitemporal landscape index showed that the integration and aggregation of land cover in the urban areas had an increasing trend, the natural environment of Shenyang and Harbin was improving, while Changchun laid more emphasis on the construction of artificial facilities. At the same time, the method proposed in this paper to extract built-up areas from multi-source city data showed that the user accuracy, production accuracy, overall accuracy and Kappa coefficient are at least 3%, 1%, 1% and 0.04 higher than the single-source data method.

Project description:This study investigates thoroughly whether acute exposure to outdoor PM2.5 concentration, P, modifies the rate of change in the daily number of COVID-19 infections (R) across 18 high infection provincial capitals in China, including Wuhan. A best-fit multiple linear regression model was constructed to model the relationship between P and R, from 1 January to 20 March 2020, after accounting for meteorology, net move-in mobility (NM), time trend (T), co-morbidity (CM), and the time-lag effects. Regression analysis shows that P (β = 0.4309, p < 0.001) is the most significant determinant of R. In addition, T (β = -0.3870, p < 0.001), absolute humidity (AH) (β = 0.2476, p = 0.002), P × AH (β = -0.2237, p < 0.001), and NM (β = 0.1383, p = 0.003) are more significant determinants of R, as compared to GDP per capita (β = 0.1115, p = 0.015) and CM (Asthma) (β = 0.1273, p = 0.005). A matching technique was adopted to demonstrate a possible causal relationship between P and R across 18 provincial capital cities. A 10 µg/m3 increase in P gives a 1.5% increase in R (p < 0.001). Interaction analysis also reveals that P × AH and R are negatively correlated (β = -0.2237, p < 0.001). Given that P exacerbates R, we recommend the installation of air purifiers and improved air ventilation to reduce the effect of P on R. Given the increasing observation that COVID-19 is airborne, measures that reduce P, plus mandatory masking that reduces the risks of COVID-19 associated with viral-particulate transmission, are strongly recommended. Our study is distinguished by the focus on the rate of change instead of the individual cases of COVID-19 when modelling the statistical relationship between R and P in China; causal instead of correlation analysis via the matching analysis, while taking into account the key confounders, and the individual plus the interaction effects of P and AH on R.
