Internationalization of higher education in the crucible: Linking national identity and policy in the age of globalization.

ABSTRACT: Nationalism's rise represents a potential harbinger of doom for the internationalization of higher education (IoHE). Space exists for research to amplify our understanding of the interplay between internationalization and nationalism from a public policy theory perspective. The study identified and classified policies and policy ideas pertinent to IoHE, and furthermore, explored how political rivalries in Taiwan have influenced IoHE's development under globalization. Analysis of documentary data from an online national database reveals how IoHE policy changes reflect the machinations of political actors to advance domestic political agendas and provoke controversy. The advocacy coalition framework informs our explanation of how the aforementioned changes reflect Taiwan's inward-looking political climate, unique geopolitical circumstances, and longstanding controversy over national identity. The paper discusses the implications of context for IoHE development across three consecutive government regimes to provide insights for further comparisons with other localities and contexts.

Project description:PurposeThe COVID-19 pandemic has demonstrated the importance for medical professionals to engage in work transcending national borders and to deeply understand perspectives of health in other countries. Internationalization of medical education can play a key role to that end, by preparing culturally competent and globally conscious medical healthcare professionals.The aim of this scoping review is to identify current practices and formats in internationalization in medical education, which to date has received sparse academic attention. The need for this review is heightened amid COVID-19 where a clearer understanding of current internationalization efforts can inform more effective practice. We also explore if the motivations driving internationalization activities in medicine align with current practice and formats based on a framework of thematic categories found in the field of international higher education. In addition, we identify gaps in existing research.MethodsUsing a scoping review, an international and interdisciplinary research team employed a comprehensive search strategy to identify publications on existing efforts in IoME, published from January 1, 2000, to December 31, 2020, in Scopus, PubMed/Medline, Google Scholar, and Web of Science. Inclusion/exclusion criteria were applied to identify relevant data from publication titles, abstracts, and main texts, which were subsequently summarized. Coding schemes were developed based on models for comprehensive internationalization in higher education.Results350 articles met the inclusion criteria. Most articles originated from the high-income countries of the Global North and accounted for a literature base favoring perspectives and understandings that were typically representative of this region. Whereas motivations for internationalizing medical curricula in high-income countries were generally rooted in a model of social transformation/justice/health equity, drivers relating to competition and workforce preparation were common in the low- and middle-income countries.Importantly, the motivations driving internationalization activities generally did not align well with reported internationalization formats, which included student mobility, international curricula at home, and global partnerships. There was a disconnect between what medical curricula/professionals hope to accomplish and the reality of practice on the ground.Discussion and conclusionThere is a need for a common definition of internationalization of medical education and a more balanced and unbiased literature base, capturing the full spectrum of internationalization activities existing in both the Global North and South. International partnership frameworks need to equally benefit institutions of both the Global North and Global South. Currently, institutions in the low- and middle-income countries generally cater to the needs and interests of their high-income counterparts. There are concerns about student mobility from high-income countries to low- and middle-income countries. Project description:BackgroundAmong the processes to be experienced by any organization during its establishment is the formation of an organizational identity. This process can be understood as the activity and event through which an organization becomes unique in the mind of its members. An organizational identity leads to an identification and both are directly associated with the success of an institution. This study is about a public higher education institution in health in its early years, with distinctive characteristics in the country where it is situated. In spite of having been successful in the graduation of its students it has fragile institutional bases, lack of autonomy and internal problems common to other institutions of this type. Thus, this study was conducted to understand how this institution defined itself among its own members, the elements of its identity and what justified its relative success despite its weaknesses.MethodsA mixed-method approach was used to evaluate how a representative portion of this organization identifies with it. For the qualitative study two focus groups were conducted with transcripts submitted to content analysis proposed by Bardin, culminating in results from which a Likert scale-based questionnaire was elaborated and applied to 297 subjects.ResultsThere were six central elements of the organizational identity made evident by the focus groups: political / ideological conflict; active teaching and learning methodologies; location / separation of campuses; time of existence; teaching career; political-administrative transformations. The quantitative analysis revealed in more detail the general impressions raised in the focus groups. Most results were able to demonstrate distinct identifications of the same identity with its exposed weaknesses.ConclusionsLack of autonomy, administrative and structural shortcomings and ideological or political conflicts presented themselves as problems capable of destabilizing the identity of a public higher education institution. On the other hand, one way to combat such problems is through the development of the institution itself, particularly by becoming more active and useful to the community and seeking in a common interest to the higher administration agencies.

Project description:BackgroundThis article looks at the long-term, structural determinants of environmental and public health performance in the world system.MethodsIn multiple standard ordinary least squares (OLS) regression models, we tested the effects of 26 standard predictor variables, including the 'four freedoms' of goods, capital, labour and services, on the following indicators of sustainable development and public health: avoiding net trade of ecological footprint global hectare (gha) per person; avoiding high carbon emissions per million US dollars GDP; avoiding high CO2 per capita (gha/cap); avoiding high ecological footprint per capita; avoiding becoming victim of natural disasters; a good performance on the Environmental Performance Index (EPI); a good performance on the Happy Life Years (HLYs) scale; and a good performance on the Happy Planet Index (HPI).ResultsOur research showed that the apprehensions of quantitative research, critical of neo-liberal globalization, are fully vindicated by the significant negative environmental and public health effects of the foreign savings rate. High foreign savings are indeed a driver of global footprint, and are a blockade against a satisfactory HPI performance. The new international division of labour is one of the prime drivers of high CO2 per capita emissions. Multinational Corporation (MNC) penetration, the master variable of most quantitative dependency theories, blocks EPI and several other socially important processes. Worker remittances have a significant positive effect on the HPI, and HLYs.ConclusionWe re-analysed the solid macro-political and macro-sociological evidence on a global scale, published in the world's leading peer-reviewed social science, ecological and public health journals, which seem to indicate that there are contradictions between unfettered globalization and unconstrained world economic openness and sustainable development and public health development. We suggest that there seems to be a strong interaction between 'transnational capitalist penetration' and 'environmental and public health degradation'. Global policy-making finally should dare to take the globalization-critical organizations of 'civil society' seriously. This conclusion not only holds for the countries of the developed "West", but also, increasingly, for the growing democracy and civil society movements around the globe, in countries as diverse as Brazil, Russia, China, or ever larger parts of the Muslim world.

Project description:BackgroundAt a time of global interconnectedness, the internationalization of medical education has become important. Anatomy as an academic discipline, with its close connections to the basic sciences and to medical education, can easily be connected with global health and internationalization of medical education. Here the authors present an international program based on a partnership between twelve anatomy departments in ten countries, on four continents. Details of a proposed plan for the future direction of the program are also discussed.ObjectiveThe aim is to improve global healthcare by preparing future global healthcare leaders via early international networking, international collaboration and exchange, intercultural experience, and connecting two seemingly distant academic disciplines - anatomy and global health - via internationalization of medical education.MethodsBased in the anatomy course, the program involved early international collaboration between preclinical medical and dental students. The program provided a stepwise progression for learning about healthcare and intercultural topics beyond pure anatomy education - starting with virtual small groups of international students, who subsequently presented their work to a larger international audience during group videoconferences. The above progressed to in-person visits for research internships in the basic sciences within industrialized countries.FindingsStudents appreciated the international and intercultural interaction, learned about areas outside the scope of anatomy (e.g., differences in healthcare education and delivery systems, Public and Global Health challenges, health ethics, and cultural enrichment), and valued the exchange travel for basic sciences research internships and cultural experience.ConclusionsThis unique collaboration of international anatomy departments can represent a new role for the medical anatomy course beyond pure anatomy teaching - involving areas of global health and internationalization of medical education - and could mark a new era of international collaboration among anatomists.
