Have traffic restrictions improved air quality? A shock from COVID-19.

ABSTRACT: With the outbreak of COVID-19 (Corona Virus Disease, 2019), China adopted traffic restrictions to reduce the spread of COVID-19. Using daily data before and after the outbreak of COVID-19, an exogenous shock, this paper analyzes the effects of private vehicle restriction policies on air pollution. We find that the private vehicle restriction policies reduce the degree of air pollution to a certain extent. However, their effect varies with other policies implemented in the same period and the economic development of the city itself. Through the analysis of different categories of restrictions, we find that restriction policy for local fuel vehicles and the restriction policy based on the last digit of license plate numbers have the best effect in reducing air pollution. Under the background of COVID-19 epidemic and the implementation of private vehicle restriction policies and other traffic control policies during this period, we have also obtained other enlightenment on air pollution control.

Project description:Globally, ambient air pollution claims ~9 million lives yearly, prompting researchers to investigate changes in air quality. Of special interest is the impact of COVID-19 lockdown. Many studies reported substantial improvements in air quality during lockdowns compared with pre-lockdown or as compared with baseline values. Since the lockdown period coincided with the onset of the rainy season in some tropical countries such as Nigeria, it is unclear if such improvements can be fully attributed to the lockdown. We investigate whether significant changes in air quality in Nigeria occurred primarily due to statewide COVID-19 lockdown. We applied a neural network approach to derive monthly average ground-level fine aerosol optical depth (AODf) across Nigeria from year 2001-2020, using the Multi-angle Implementation of Atmospheric Correction (MAIAC) AODs from Terra and Aqua Moderate Resolution Imaging Spectroradiometer (MODIS) satellites, AERONET aerosol optical properties, meteorological and spatial parameters. During the year 2020, we found a 21% or 26% decline in average AODf level across Nigeria during lockdown (April) as compared to pre-lockdown (March), or during the easing phase-1 (May) as compared to lockdown, respectively. Throughout the 20-year period, AODf levels were highest in January and lowest in May or June, but not April. Comparison of AODf levels between 2020 and 2019 shows a small decline (1%) in pollution level in April of 2020 compare to 2019. Using a linear time-lag model to compare changes in AODf levels for similar months from 2002 to 2020, we found no significant difference (Levene's test and ANCOVA; α = 0.05) in the pollution levels by year, which indicates that the lockdown did not significantly improve air quality in Nigeria. Impact analysis using multiple linear regression revealed that favorable meteorological conditions due to seasonal change in temperature, relative humidity, planetary boundary layer height, wind speed and rainfall improved air quality during the lockdown.

Project description:Although COVID-19 lockdown policies have improved air quality in numerous countries, there is a lack of empirical evidence on the extent to which recovery has resulted in air pollution rebound, and the differences and similarities among regions' recovery modes during the period of easing COVID-19 restrictions. Here, we used daily air quality data and the recovery index constructed by a city-pair inflow index for 119 cities in China to quantify the impact of recovery on air pollution from March 2 to October 30, 2020. Findings show that recovery has significantly increased air pollution. When the recovery level increased by 10 %, the concentration of PM2.5, SO2, and NO2 respectively deteriorated by 1.10, 0.33, 1.25 μg/m3, and the average growth rates of three air pollutants were about 3 %-6 %. Moreover, we used the counterfactual framework and time series clustering with wavelet transform to cluster the rebound trajectory of air pollution for 17 provinces into five recovery modes. Results show that COVID-19 has further intensified regional differentiations in economic development ability and green recovery trend. Three northwestern provinces dependent on their resource endowments belong to energy-intensive recovery mode, which have experienced a sharp rebound of air pollution for two months, thereby making green recovery more challenging to achieve. Three regions with a diversified industrial structure are in industrial-restructuring recovery mode, which has effectively returned to a normal level through adjusting industrial structure and technological innovation. Owing to local policies and the outbreak of COVID-19 in other countries, six provinces in policy-oriented and international trade-oriented recovery modes have not fully recovered to the level without COVID-19 until October 2020. The result highlights the importance of diversifying industrial structure, technological innovation, policy flexibility and industrial upgrading for different recovery modes to achieve long-term green recovery in the future.
