Project description:In the literature on the attribution of responsibilities for greenhouse gas emissions, two accounting methods have been widely discussed: production-based accounting (PBA) and consumption-based accounting (CBA). It has been argued that an accounting framework for attributing responsibilities should credit actions contributing to reduce global emissions and should penalize actions increasing them. Neither PBA nor CBA satisfy this principle. Adapting classical Ricardian trade theory, we consider ex post measurement and propose a scheme for assigning credits and penalties. Their size is determined by how much CO2 emissions are saved globally due to trade. This leads to the emission responsibility allotment (ERA) for assigning responsibilities. We illustrate the differences between ERA and PBA and CBA by comparing their results for 41 countries and regions between 1995-2009. The Paris Agreement (COP21) proposed new market mechanisms; we argue that ERA is well suited to measure and evaluate their overall mitigation impact.

Project description:This study presents an innovative approach to hand-coding parties' policy preferences in the relatively new, cross-sectoral field of climate change mitigation policy. It applies this approach to party manifestos in six countries, comparing the preferences of parties in Denmark, France, Germany, Ireland, Italy and the United Kingdom over the past two decades. It probes the data for evidence of validity through content validation and convergent/discriminant validation and engages with the debate on position-taking in environmental policy by developing a positional measure that incorporates 'pro' and 'anti' climate policy preferences. The analysis provides evidence for the validity of the new measures, shows that they are distinct from comparable measures of environmental policy preferences and argues that they are more comprehensive than existing climate policy measures. The new measures strengthen the basis for answering questions that are central to climate politics and to party politics. The approach developed here has important implications for the study of new, complex or cross-cutting policy issues and issues that include both valence and positional aspects.

Project description:The research on core-periphery structure of global trade from a complex-network perspective has shown that the world system is hierarchically organized into blocks and that countries play different roles in the world economy. Yet, little attention has been paid to investigating whether the sectoral international trade networks conform to a core-periphery structure, hence what is the role of different levels of processing in creating and maintaining structural inequality. This issue is of particular importance given the contemporary focus upon global production networks and reshaping of the international division of labor. With this in mind, we propose a model (LARDEG) from network science to reexamine old theories in economics, such as core-periphery structures in sectoral international trade networks and test whether the global value chains have changed structural positions in terms of the level of processing. The economic background of our model permitting a more accurate sorting of countries into structural positions and the general stability of results have provided for a more solid measurements than has hereto been possible. Our algorithm naturally produces networks with hierarchically nested block structure obtained from an iterative decomposition of the network periphery such that each block represents a vertex set of a maximal size sub-graph existing at different levels. The results not only lend support to the previous hierarchical model of the world-system (core, semi-periphery, and periphery) but also find that, depending on particular industry, the number of analytically identifiable blocks could be more than three. We show that 'size effect' is the one that prevails for core block membership at the first hierarchical level, while the GNI per capita is a much poorer proxy for the world-system status. Moreover, the patterns of blocks we label as the second- or third-level 'core' are strongly dependent on distance and geographical proximity. Overall, the various configurations of asymmetrical trade patterns between our blocks and the remarkably stable position of core countries at the top of structure clearly indicate that the rise of global production networks has actually restored a huge and unequal international division of labor splitting the world into 'headquarter' and 'factory' economies.

Project description:Efforts to estimate the physical and economic impacts of future climate change face substantial challenges. To enrich the currently popular approaches to impact analysis-which involve evaluation of a damage function or multi-model comparisons based on a limited number of standardized scenarios-we propose integrating a geospatially resolved physical representation of impacts into a coupled human-Earth system modeling framework. Large internationally coordinated exercises cannot easily respond to new policy targets and the implementation of standard scenarios across models, institutions and research communities can yield inconsistent estimates. Here, we argue for a shift toward the use of a self-consistent integrated modeling framework to assess climate impacts, and discuss ways the integrated assessment modeling community can move in this direction. We then demonstrate the capabilities of such a modeling framework by conducting a multi-sectoral assessment of climate impacts under a range of consistent and integrated economic and climate scenarios that are responsive to new policies and business expectations.

Project description:At the centre of the multi-dimensional impact of the COVID-19 pandemic, the shortage of medical supplies in countries with weaker healthcare systems significantly reduced the effectiveness of national and international public health interventions. Using a database of test-kit trade flows and barriers, we estimate the price responsiveness of test-kit demand in a global sample of countries. These estimates allow us to investigate the degree to which import tariffs by leading producers could result in a disruption in global supply chains, price increases, and welfare loss. Simulation experiments indicate that the combination of rising demand for test kits and import dependence magnifies the impact of trade barriers on consumer welfare and this impact is more profound for developing countries.

Project description:Implementation of effective cross-sectoral nutrition policies remains a challenge worldwide. By reviewing reports from World Health Organization meetings and consultations - convened for policy-makers representing Member States of the Western Pacific Region - we provide an insight into how national policy-makers and external actors can support different dimensions of nutrition policy implementation. Key insights of policy-makers attending food and nutrition-centred meetings include that country-level implementation of nutrition policy relies on strong policy design, organizational planning and governance mechanisms that promote collective responsibility across multiple sectors. Policy-makers responsible for implementing nutrition policies face major challenges resulting from limited capacity, both within and external to government, particularly in relation to monitoring and enforcement activities. Successful implementation of nutrition policy measures will require greater political will to provide the requisite resources and institutional structures to ensure sustained policy effectiveness. Nongovernmental partners, including international agencies and researchers, have an opportunity to support policy implementation by providing technical support to Member States to frame action on nutrition in a more compelling way. They can also help policy-makers to build the organizational and structural capacity to coordinate cross-sectoral policy. Improved policy design, planning and governance and strategic capacity-building, supported by external partners, can strengthen the sustained implementation of cross-sectoral nutrition policy and improve nutrition outcomes.

Project description:Agriculture is important to New Zealand's economy. Like other primary producers, New Zealand strives to increase agricultural output while maintaining environmental integrity. Utilising modelling to explore the economic, environmental and land use impacts of policy is critical to understand the likely effects on the sector. Key deficiencies within existing land use and land cover change models are the lack of heterogeneity in farmers and their behaviour, the role that social networks play in information transfer, and the abstraction of the global and regional economic aspects within local-scale approaches. To resolve these issues we developed the Agent-based Rural Land Use New Zealand model. The model utilises a partial equilibrium economic model and an agent-based decision-making framework to explore how the cumulative effects of individual farmer's decisions affect farm conversion and the resulting land use at a catchment scale. The model is intended to assist in the development of policy to shape agricultural land use intensification in New Zealand. We illustrate the model, by modelling the impact of a greenhouse gas price on farm-level land use, net revenue, and environmental indicators such as nutrient losses and soil erosion for key enterprises in the Hurunui and Waiau catchments of North Canterbury in New Zealand. Key results from the model show that farm net revenue is estimated to increase over time regardless of the greenhouse gas price. Net greenhouse gas emissions are estimated to decline over time, even under a no GHG price baseline, due to an expansion of forestry on low productivity land. Higher GHG prices provide a greater net reduction of emissions. While social and geographic network effects have minimal impact on net revenue and environmental outputs for the catchment, they do have an effect on the spatial arrangement of land use and in particular the clustering of enterprises.

Project description:Abstract We study the role of perceived trade-offs between human lives and economic benefits in shaping policy views. In an online experiment with a representative sample from the US conducted during the early Covid-19 pandemic, we provide randomized information on the medium-run costs of restricting economic activity to mitigate infections. A one standard deviation lower perceived economic cost of lockdowns increases support by about twice as much as having a Covid at-risk condition, and by half as much as being a Democrat. Varying projected health benefits has a similar effect. Personal exposure to health risks reduces people’s responsiveness to cost-benefit considerations.

Project description:Analysis of climate policy scenarios has become an important tool for identifying mitigation strategies, as shown in the latest Intergovernmental Panel on Climate Change Working Group III report1. The key outcomes of these scenarios differ substantially not only because of model and climate target differences but also because of different assumptions on behavioural, technological and socio-economic developments2-4. A comprehensive attribution of the spread in climate policy scenarios helps policymakers, stakeholders and scientists to cope with large uncertainties in this field. Here we attribute this spread to the underlying drivers using Sobol decomposition5, yielding the importance of each driver for scenario outcomes. As expected, the climate target explains most of the spread in greenhouse gas emissions, total and sectoral fossil fuel use, total renewable energy and total carbon capture and storage in electricity generation. Unexpectedly, model differences drive variation of most other scenario outcomes, for example, in individual renewable and carbon capture and storage technologies, and energy in demand sectors, reflecting intrinsic uncertainties about long-term developments and the range of possible mitigation strategies. Only a few scenario outcomes, such as hydrogen use, are driven by other scenario assumptions, reflecting the need for more scenario differentiation. This attribution analysis distinguishes areas of consensus as well as strong model dependency, providing a crucial step in correctly interpreting scenario results for robust decision-making.

Project description:Climate mitigation constitutes an intergenerational moral dilemma; the decisions we make today will inevitably shape the prospects for generations to come. Yet, we still know little about the relationship between intergenerational altruism (IGA)-our concerns for the well-being of future generations-and support for costly climate mitigation policies. In this study, we present an approach to measuring IGA through an intergenerational dilemma, where participants allocate resources across generations. First, we describe how IGA depends on the temporal (social) distance between generations and demonstrate robust correlations between IGA and support for several climate policies. Then, we leverage randomized participation in the intergenerational dilemma to show that it causally increases climate policy support, an effect we attribute to higher worries about human-induced climate change among treated subjects. An exploratory heterogeneity analysis suggests that the impact of the intergenerational dilemma is primarily driven by female and nonbinary participants. In sum, this study presents both a novel measurement strategy and robust evidence of a malleable moral basis of climate policy preferences.
