Scholars as government-appointed research evaluators: Do they create congruence between their professional quality standards and political demands?

ABSTRACT: All across the globe politically initiated research evaluations are based on "informed peer review" procedures. Scholars are appointed as evaluators and can apply self-defined quality standards in order to overcome shortcomings of standardized measures. Even though there are no binding criteria in these procedures and the quality standards of the scholars' disciplines vary, studies suggest that scholars, in their role as government-appointed research evaluators, assess research uniformly.By drawing on a small-N investigation, this study compares the quality standards scholars apply as government-appointed research evaluators with quality standards they follow as researchers. The study points to a paradox: Criteria scholars refer to while describing the excellence of their own research and criteria they use as evaluators differ and contradict each other. The results are discussed from different angles.

Project description:BACKGROUND:A growing number of postdoctoral scholars are following diverse career paths that require broad skill sets to ensure success. Yet, most postdoctoral professional learning and development initiatives are intended for academic careers and seldom include professional skills needed to succeed in non-academic settings. Given that fewer than 20% of postdoctoral scholars will obtain tenure-track academic positions, there is a great need for postdoctoral scholars to prepare for a range of future careers. Creating professional learning and development strategies to address these concerns requires an understanding of current approaches, yet there is a distinct lack of literature exploring and synthesizing sources of evidence on the professional learning and development of postdoctoral scholars. The purpose of this scoping review is to examine, synthesize, and map the sources of evidence on professional learning and development pertaining to postdoctoral scholars. METHODS:We will perform a scoping review to identify sources of evidence around professional learning and development of postdoctoral scholars. Our search strategy, limited to English language, will include searching relevant disciplinary and interdisciplinary databases with no limitation on date of publication. We will conduct forward and backward citation chasing of included articles. Gray literature will be searched in electronic databases and websites of national postdoctoral associations. Search strategies will be developed using controlled vocabulary and keyword terms related to postdoctoral scholars and professional development. Two reviewers will independently screen titles and abstracts for inclusion, and two reviewers will independently screen full text to determine final inclusion. These data will be summarized quantitatively (using a simple numerical count) and qualitatively using thematic analysis methods. Through this process, we will summarize the current state of evidence around professional development and learning of postdoctoral scholars and identify current gaps in the literature, as well as the research areas requiring systematic reviews and/or primary research. DISCUSSION:Despite the growing numbers of postdoctoral scholars, there has been no synthesis of the sources of evidence of postdoctoral scholars' professional learning and development. In reviewing a wide range of evidence and integrating it into a manageable and meaningful whole, this scoping review will be a critical first step in understanding the professional learning and development of postdoctoral scholars. Our results will help inform future research and the development of a framework for postdoctoral scholar's professional learning and development.

Project description:This paper aims to identify the organisational culture profiles of Polish municipalities and examine the influence of the professional, social and political experience and place-based leadership style of mayors on municipalities' organisational culture profiles. The Organisational Culture Assessment Instrument was selected due to its suitability in assessing the organisation's underlying culture. In the study, 917 mayors of municipalities in Poland, completing an on-line questionnaire. It was found that most of the Polish municipalities' organisational culture is characterised by a clan type which is reflected in how employees are managed, how the organisation is held together, and how the organisation's strategy is defined. The leadership style and the organisation's success are hierarchy-focused, while the dominant characteristic is market type. The ANOVA and UNIANOVA analysis results suggest that the type of organisational culture depends on the type of municipality. The clan culture is dominant in rural municipalities. In urban municipalities, market culture and adhocracy are stronger than in rural municipalities, while clan culture is weaker. There is also an association between the dominant type of organisational culture and the mayors' work experience in local administration and their membership in an NGO. The length of the mayor's seniority in local government administration differentiates the importance of hierarchy culture, while his experience in the NGO sector strengthens the clan characteristics of the organisational culture of the office he heads. These findings provide important implications for the initiation and implementation of cultural change in local government administration and cooperation projects and local experiments. A cultural change is difficult to implement, and a change of mayor is not enough to initiate it. It requires planning and management. Cultural change may contribute to the increase of municipalities' activity in cooperation's projects and experiments. There is a need for more research on this topic to determine to what extent the organisational culture supports local cooperation projects.

Project description:BackgroundRugby league is a collision sport, where players are expected to be physically competent in a range of areas, including aerobic fitness, strength, speed and power. Several studies have attempted to characterise the physical demands of rugby league match-play, but these studies often have relatively small sample sizes based on one or two clubs, which makes generalisation of the findings difficult. Therefore, the aim of this review was to synthesise studies that investigated the physical demands of professional rugby league match-play.MethodsSPORTDiscus, CINAHL, MEDLINE (EBSCO) and Embase (EBSCO) databases were systematically searched from inception until October 2018. Articles were included if they (1) recruited professional rugby league athletes aged ≥ 18 years and (2) provided at least one match-play relevant variable (including playing time, total and relative distance, repeat high-intensity efforts (RHIE), efforts per RHIE, accelerations and decelerations, total and relative collisions). Meta-analyses were used to provide pooled estimates ± 95% confidence intervals.ResultsA total of 30 studies were included. Pooled estimates indicated that, compared to adjustables and backs, forwards have less playing time (- 17.2 ± 5.6 and - 25.6 ± 5.8 min, respectively), cover less 'slow-speed' (- 2230 ± 735 and - 1348 ± 655 m, respectively) and 'high-speed' distance (- 139 ± 108 and - 229 ± 101 m, respectively), but complete more relative RHIEs (+ 0.05 ± 0.05 and + 0.08 ± 0.04 per minute, respectively), and total (+ 12.0 ± 8.1 and + 12.8 ± 7.2 collisions, respectively) and relative collisions (+ 0.32 ± 0.22 and + 0.41 ± 0.22 collisions per minute, respectively). Notably, when the distance was expressed relative to playing time, forwards were not different from adjustables and backs in slow-speed (P ≥ 0.295) and high-speed (P ≥ 0.889) relative distance. The adjustables and backs subgroups were similar in most variables, except playing time (shorter for adjustables, - 8.5 ± 6.2 min), slow-speed distance (greater for adjustables, + 882 ± 763 m) and total relative distance (greater for adjustables, + 11.3 ± 5.2 m·min-1). There were no significant differences between positional groups for efforts per RHIE, accelerations and decelerations (P ≥ 0.745).ConclusionsThese results indicate the unique physical demands of each playing position and should be considered by strength and conditioning and tactical coaches when planning for professional rugby league performance.
