Policies to Support Businesses through the COVID-19 Shock: A Firm Level Perspective

ABSTRACT: Abstract Relying on a novel dataset covering more than 120,000 firms in 60 countries, this paper contributes to the debate about policies to support businesses through the COVID-19 pandemic. While governments around the world have implemented a wide range of policy support measures, evidence on the reach of these policies, the alignment of measures with firm needs, and their targeting and effectiveness remains scarce. This paper provides the most comprehensive assessment to date of these issues, focusing primarily on developing economies. It shows that policy reach has been limited, especially for more vulnerable firms and countries, and identifies mismatches between policies provided and policies most sought. It also provides some indicative evidence regarding mistargeting of policies and their effectiveness in addressing liquidity constraints and preventing layoffs. This assessment provides some early guidance to policymakers on tailoring their COVID-19 business support packages and points to new directions in data and research efforts needed to guide policy responses to the current pandemic and future crises.

Government policies and firm performance in the COVID-19 pandemic era: a sectoral analysis.

Project description:The effect of the COVID-19 pandemic has been severely detrimental to most firms. Preliminary estimates from Italy, which experienced the worst devastation from the virus during the early days of the pandemic, predicted that the country could lose at least $8.3 bn in the service and manufacturing sectors due to the coronavirus pandemic. Although there has been a series of ongoing government policies to mitigate the economic effect of the pandemic, we do not know to what extent these policies have been effective. Using two-period panel data (before and during the pandemic) on 419 Italian firms, this study examines the impact of government policies on firms using first difference estimation. The results show that firms that received a government grant in relation to the COVID-19 pandemic saw on average an 11% increase in sales revenue by the end of June 2020 compared to those yet to receive grants. A sectoral decomposition of the analysis indicates government policy to be effective in the services sector if performance is measured by sales revenue.Supplementary informationThe online version contains supplementary material available at 10.1007/s43546-021-00170-6.

Comparing coronavirus (COVID-19) and climate change perceptions: Implications for support for individual and collective-level policies.

Project description:COVID-19 (coronavirus) and climate change are both global issues that have wide-reaching and serious consequences for human health, the economy, and social outcomes for populations around the world, and both require a combination of systemic governmental policies and community support for action. This paper compares people's responses to the coronavirus pandemic and climate change in the United Kingdom (UK). A representative survey of the UK population (n = 1,518) conducted in November and December 2020 explored public perceptions of (a) personal and government responsibility, (b) efficacy and trust, and (c) support for policies to address the two issues. The results show that, while there are a number of similarities between coronavirus and climate change, major differences exist regarding individual action. In comparison to the coronavirus pandemic, people feel less personal responsibility, think that their own personal actions are less efficacious, and express lower levels of support for (in particular individual-level) policies to address climate change. These findings suggest that experiences from the coronavirus pandemic cannot directly be translated to climate change, and thus that climate change is likely to require different policy responses and framing.

A shot in the arm: Economic support packages and firm performance during COVID-19

Project description:We use firm-level data to provide some early evidence on the effectiveness of COVID-19 economic policy packages. Our empirical strategy relies on the varying degree of vulnerability to the pandemic across industries. We find a robust association of fiscal support with changes in firm performance indicators (as measured by sales-to-assets ratio, profit margin, interest coverage ratio as well as probability of default) in pandemic-prone sectors. We also observe marginal effects of monetary policy on the sales-to-assets ratio and of foreign exchange intervention on the interest coverage ratio in the hardest-hit firms. These results broadly survive a battery of exercises to address endogeneity. Additionally, we show that firms with a better financial position are more likely to take advantage of the support packages to withstand the pandemic shock. Overall, this preliminary evidence suggests that policy interventions have bought time for the hardest-hit industries, by supporting turnover and improving liquidity.

Communicating expert consensus increases personal support for COVID-19 mitigation policies.

Project description:The Gateway Belief Model (GBM) places perception of a scientific consensus as a key "gateway cognition" with cascading effects on personal beliefs, concern, and ultimately support for public policies. However, few studies seeking to evaluate and extend the model have followed the specification and design of the GBM as originally outlined. We present a more complete test of the theoretical model in a novel domain: the COVID-19 pandemic. In a large multi-country correlational study (N = 7,206) we report that, as hypothesized by the model, perceptions of scientific consensus regarding the threat of COVID-19 predict personal attitudes toward threat and worry over the virus, which are in turn positively associated with support for mitigation policies. We also find causal support for the model in a large pre-registered survey experiment (N = 1,856): experimentally induced increases in perceived consensus have an indirect effect on changes in policy support mediated via changes in personal agreement with the consensus. Implications for the role of expert consensus in science communication are discussed.

COVID-19, firm exposure, and firm value: A tale of two lockdowns.

Project description:We study how a public health crisis affects the corporate sector at different phases of outbreak. Using an event study approach, we find significant valuation effects in a sample of Chinese listed firms following two symbolic events in the outbreak of COVID-19: (1) the lockdown of Hubei province; and (2) the containment of the disease in China and its spread to overseas. Market responded negatively (positively) to the first (second) event. Regression analysis further reveals that, following the first event, firms with Hubei (foreign) exposures earned significantly lower (higher) returns. Foreign exposures, however, had significantly negative effects on returns following the second event. The valuation effects of Hubei and foreign exposures also vary across firm ownership and industries. Our results indicate that, in a globalized world, firms' international status, internal networks and input-output linkages all play important roles in determining their exposures to the pandemic.

Reopening businesses and risk of COVID-19 transmission.

Project description:The true risk of a COVID-19 resurgence as states reopen businesses is unknown. In this paper, we used anonymized cell-phone data to quantify the potential risk of COVID-19 transmission in business establishments by building a Business Risk Index that measures transmission risk over time. The index was built using two metrics, visits per square foot and the average duration of visits, to account for both density of visits and length of time visitors linger in the business. We analyzed trends in traffic patterns to 1,272,260 businesses across eight states from January 2020 to June 2020. We found that potentially risky traffic behaviors at businesses decreased by 30% by April. Since the end of April, the risk index has been increasing as states reopen. There are some notable differences in trends across states and industries. Finally, we showed that the time series of the average Business Risk Index is useful for forecasting future COVID-19 cases at the county-level (P < 0.001). We found that an increase in a county's average Business Risk Index is associated with an increase in positive COVID-19 cases in 1 week (IRR: 1.16, 95% CI: (1.1-1.26)). Our risk index provides a way for policymakers and hospital decision-makers to monitor the potential risk of COVID-19 transmission from businesses based on the frequency and density of visits to businesses. This can serve as an important metric as states monitor and evaluate their reopening strategies.

Public support for tax policies in COVID-19 times: evidence from Luxembourg.

Project description:We study attitudes towards the introduction of hypothetical new taxes to finance the cost of the COVID-19 pandemic. We rely on survey data collected in Luxembourg in 2020. The survey asks for the agreement of respondents over: a one-time net wealth tax, an inheritance tax, a temporary solidarity income tax, and a temporary increase in VAT. All questions include different and randomly assigned tax attributes (tax rates and exemption amounts). We find a clear divide with relatively high support for new wealth and inheritance taxes on the one hand and a low support for increases in VAT and income taxes on the other hand. While 58% of respondents agree or strongly agree with a one-time tax levied on net worth, only 24% are in favor of a small increase in VAT. Support for any tax is however negatively associated with the size of the tax as measured by the predicted revenues. Our results indicate that a one-time wealth tax could raise substantial revenues and still garner public support.Supplementary informationThe online version contains supplementary material available at 10.1007/s10797-022-09744-y.

COVID-19 and Women-Led Businesses around the World.

Project description:The impacts of crises are never gender-neutral, and the COVID-19 pandemic is no exception. Using a brand-new dataset covering 24 countries, we document that women-led businesses are subject to a higher likelihood of closure and a longer closure duration than men-led businesses during the pandemic. Women business leaders are also more pessimistic about the future than men business leaders. The disadvantages suffered by women-led businesses widen in high gender inequality economies and developing economies. Our results further indicate that finance and labor factors are likely to be the major contributors to these disadvantages. We suggest that COVID-19's policy response should not be gender-neutral.

Citizens lack access to healthcare facilities: How COVID-19 lockdown and social distancing policies boost roadside chemist businesses in South-Eastern Nigeria.

Project description:This study examines how COVID-19 lockdown and social distancing policies impacted on citizens' access to healthcare facilities and the level of patronage of chemist/pharmacies for self-treatment. A cross-sectional questionnaire survey method was used to collect data by asking individuals quantitative and qualitative questions in person which included 6 structured open-ended questions. Participants include operators of purposively selected three classes of small businesses/self-employed services in South-Eastern Nigeria. This involves 120 fashion/event related businesses, 80 food related businesses and 100 general merchandise-a total of 300 small businesses. Quantitative data were analysed by frequencies and descriptive statistics while qualitative data were analysed using thematic/content analysis. It concludes that although COVID-19 lockdown policies are generally perceived to have negative effects on small businesses, these policies have particularly had positive effects on the chemist/pharmacies businesses compared with other small businesses. About 85% increase in patronage of chemist businesses compared with 63.7% decline in patronage of other small businesses is essentially linked to increasing rate of self-medication as a result of government's poor implementation of COVID-19 public health policies amidst lockdown measures-which limited people's access to hospitals and healthcare centres. The study proposes reformed pandemic-lockdown policies to increase people's access to healthcare services and reduce overreliance on self-medication and excessive patronage of roadside chemist/pharmacies.

Impacts of COVID-19 social distancing policies on water demand: A population dynamics perspective.

Project description:Social distancing policies (SDPs) implemented in response to the COVID-19 pandemic have led to temporal and spatial shifts in water demand across cities. Water utilities need to understand these demand shifts to respond to potential operational and water-quality issues. Aided by a fixed-effects model of citywide water demand in Austin, Texas, we explore the impacts of various SDPs (e.g., time after the stay home-work safe order, reopening phases) using daily demand data gathered between 2013 and 2020. Our approach uses socio-technical determinants (e.g., climate, water conservation policy) with SDPs to model water demand, while accounting for spatial and temporal effects (e.g., geographic variations, weekday patterns). Results indicate shifts in behavior of residential and nonresidential demands that offset the change at the system scale, demonstrating a spatial redistribution of water demand after the stay home-work safe order. Our results show that some phases of Texas's reopening phases had statistically significant relationships to water demand. While this yielded only marginal net effects on overall demand, it underscores behavioral changes in demand at sub-system spatial scales. Our discussions shed light on SDPs' impacts on water demand. Equipped with our empirical findings, utilities can respond to potential vulnerabilities in their systems, such as water-quality problems that may be related to changes in water pressure in response to demand variations.
