The role of national carbon pricing in phasing out China's coal power.

ABSTRACT: As the country with the world's largest coal power capacity, China is launching a national carbon market. How the carbon pricing may contribute to phasing out China's coal power is a great concern. We collect full-sample data set of China's 4540 operating coal plant units and develop a stochastic Monte-Carlo financial model to assess the financial sustainability of the plant operation. Although China's coal plants have long residual technical lifetime, their operations are close to the break-even state. Even with low carbon price of 50 CNY/tCO₂ growing at 4%/y and the permits being fully auctioned, the average residual lifetime of all the plants will be reduced by 5.43 years, and the cumulative CO₂ emission from 2020 to 2050 will be reduced by 22.73 billion ton. The spatial disparity in the carbon pricing effect is significant, and the western regions are more vulnerable to the carbon pricing risk than the eastern regions.

Reducing transition costs towards carbon neutrality of China's coal power plants.

Project description:The same cumulative carbon emission reduction target can correspond to multiple emission reduction pathways. This study explores how different coal power transition pathways with the same cumulative emissions reductions impact the transition costs, by assessing the dynamic transition processes for coal plants adopting multiple mitigation technologies concurrently or sequentially, such as flexibility operation, biomass and coal co-firing, carbon capture and storage, and compulsory retirement. We develop a plant-level dynamic optimization model and apply it to China's 4200+ coal plants. We find that under deep decarbonization, the majority of Chinese coal plants retrofit with multiple technologies to reduce emissions and retire naturally at lower costs while contributing to grid stability. Optimizing the pathway can potentially save over 700 billion U.S. Dollars for achieving the same target or increase cumulative emissions reduction from 30% to 50% at no additional cost. This analysis can help inform a cost-effective coal phase-out under China's carbon neutrality.

Potential of China's national policies on reducing carbon emissions from coal-fired power plants in the period of the 14th Five-Year Plan.

Project description:Coal-fired power is one of the largest contributors to China's carbon emissions. To promote its national low-carbon transition ambitions, the Chinese government has issued a series of policies to reduce emissions from coal-fired power plants (CFPP) during its 14th Five-Year Plan (2021-2025). This study mainly focuses on the mitigation potential of related national policies, using global optimization methods with double constraints on different policy implementation extents and power supply security under different scheduled views of national new energy developments. Thereby, 81 scenarios are set, and policy simulations till 2025 are conducted, achieving emission reductions ranging from 0.39 Gt to 1.04 Gt across scenarios. Specifically, if all policies are implemented as planned, they can bring significant changes, 0.64 Gt CO2 cumulative reduction and 25 Mt/GWh emitting efficiency improvement. But the simulated emission-changing trend shows that they may not be sufficient for the nation's target of peaking emissions before 2030, while results in higher-extent scenarios indicate that stronger implementation is required for this target. More relevant recommendations are also provided for subsequent sustainability policies on CFPPs in China.

Repositioning coal power to accelerate net-zero transition of China's power system.

Project description:Countries are urged to advance the energy transition in a just, orderly, and equitable manner, yet the appropriate pathway remains unclear. Using a provincial-level, hourly-dispatched power system model of China that incorporates intertemporal decisions on early retirement and carbon capture retrofitting, our study reveals that for coal-rich but gas-poor economies, repositioning coal power from a baseload resource to a flexibility provider can accelerate net-zero transition of the power system in three aspects. First, when achieving the same emissions reduction target, it mitigates stranded assets by decreasing the average lifespan loss of coal power by 7.9-9.6 years and enhancing the long-term competitiveness of retrofitted coal power. Second, it enables the integration of an additional 194-245 gigawatts of variable renewables by 2030 under the same carbon emissions reduction trajectory. Third, it reduces China's power system transition costs by approximately 176 billion U.S. Dollars, particularly in the face of costly gas power and energy storage technologies. These robust findings underscore the need for appropriate policies to incentivize the flexible dispatch, orderly retirement, and carbon capture retrofitting of coal power, thereby accelerating the decarbonization of China's power system.

Optimal deployment for carbon capture enables more than half of China's coal-fired power plant to achieve low-carbon transformation.

Project description:Carbon capture, utilization and storage (CCUS) technology is critical to global net-zero emission goal, whereas actual deployment is well below expectations. This study constructs a comprehensive framework, integrating nonlinear dynamic optimization, real option and technology learning curve, to explore optimal CCUS deployment for China's coal-fired power plant toward carbon neutrality. The commercialization application will occur in 2030-2035, with the optimal potential ranging between 248.54 GW and 564.90 GW. East China has the greatest potential, reaching 196.85 GW, followed by North China with the potential of 116.29 GW. The cost of second-generation capture technology will decrease from 219 CNY/ton CO2 to 165 CNY/ton CO2 during 2030-2031.The annual corporate expenditure (R&D investment and capture cost) and government expenditure (subsidy) will peak at 23.92 billion CNY in 2035 and 63.71 billion CNY in 2044, respectively. The financial burden can be lessened by carbon trading market and third-party intervention in the later period.

Optimizing the rolling out plan of China's carbon market.

Project description:Although China has developed the world's largest carbon emissions trading scheme (ETS), there is no official documentation explaining how the current sectoral coverage plan was determined and what sectoral rollout plan is preferred. Here, we contribute to the policy development of the world's largest carbon market by suggesting a priority list of industries be covered in the ETS. We estimated marginal abatement cost curves using a database of more than two million firms covering over 500 four-digit industries that account for more than 97% of total industrial emissions, and simulating various carbon market scenarios including thermal power, 13 designated, and an additional 50 industries that have high emissions or are covered in other ETSs. Our analysis suggests that the cement industry should be the next sector to be included in China's ETS. In our revised list, the average abatement cost can be reduced by 39.5-78.3% compared with the business-as-usual scenario.

Assessing the impacts of coal-to-electricity transition in China's regional power system and "2 + 26" cities.

Project description:Compared to air pollution, the Coal to Electricity (CtE) policy's impacts on the power system are less discussed. As China transitions to carbon neutrality, unstable wind, and photovoltaic (PV) units exacerbate power dispatching challenges amid increased heating loads. We simulate the electric heating and cooking loads in the "2 + 26" cities and integrate them into a provincial power dispatch model to assess CtE's influence. CtE shows a slight CO2 reduction compared to heating with coal, potentially cutting emissions by up to two-thirds in high renewable energy scenarios. However, electricity prices fluctuate more in such scenarios, possibly increasing heating bills. CtE loads could increase the loss of load possibility in some provinces, especially with temperature drops and renewable capacity expansions. Overall, CtE places significant stress on the power system due to its additional loads and load fluctuations, requiring extra measures to ensure system adequacy amidst high wind and solar installations.

Sunsetting coal power in China.

Project description:Reducing CO2 emissions from coal-fired electricity generation in China is critical to limit global warming. Long-term projections of China's electricity supply tend to assume that coal generation will be a mainstay of China's electricity system through 2050, due to limitations in the scalability of hydropower, nuclear, and natural gas generation and the commercial availability of carbon capture and storage. This paper examines the resource, economic, and institutional implications of reducing and replacing coal generation in China with mostly renewable energy and energy storage by 2040. We find that the scale of solar, wind, and storage resources needed to do so is on the order of 100-150 GW/year of solar and wind capacity and 15 GW/year of energy storage from 2020 to 2025, growing to 250 GW/year and 90 GW/year, respectively, from 2025 to 2040. We then also evaluate the sensitivities if coal plants are retired by 2050.

A net-zero emissions strategy for China's power sector using carbon-capture utilization and storage.

Project description:Decarbonized power systems are critical to mitigate climate change, yet methods to achieve a reliable and resilient near-zero power system are still under exploration. This study develops an hourly power system simulation model considering high-resolution geological constraints for carbon-capture-utilization-and-storage to explore the optimal solution for a reliable and resilient near-zero power system. This is applied to 31 provinces in China by simulating 10,450 scenarios combining different electricity storage durations and interprovincial transmission capacities, with various shares of abated fossil power with carbon-capture-utilization-and-storage. Here, we show that allowing up to 20% abated fossil fuel power generation in the power system could reduce the national total power shortage rate by up to 9.0 percentages in 2050 compared with a zero fossil fuel system. A lowest-cost scenario with 16% abated fossil fuel power generation in the system even causes 2.5% lower investment costs in the network (or $16.8 billion), and also increases system resilience by reducing power shortage during extreme climatic events.

Location-specific co-benefits of carbon emissions reduction from coal-fired power plants in China.

Project description:Climate policies that achieve air quality co-benefits can better align developing countries' national interests with global climate mitigation. Since the effects of air pollutants are highly dependent on source locations, spatially nuanced policies are crucial to maximizing the achievement of co-benefits. Using the coal power industry as a case study, this study presents an interdisciplinary approach to assessing facility level co-benefits at every specific source location in China. We find that co-benefits range from US$51-$278 per ton CO2 reduction nationwide and are highly heterogeneous spatially, with "hotspot" regions that should be the priority of emissions reduction policies, and that provinces should use different techno-economic strategies to reduce emissions. The location-specific co-benefit value plus a carbon price serves as a unified environmental indicator that enables policy makers to more accurately understand the social costs of electricity generation from coal burning and provides a scientific framework for geographically nuanced policymaking.

Carbon pricing and planetary boundaries.

Project description:Human activities are threatening to push the Earth system beyond its planetary boundaries, risking catastrophic and irreversible global environmental change. Action is urgently needed, yet well-intentioned policies designed to reduce pressure on a single boundary can lead, through economic linkages, to aggravation of other pressures. In particular, the potential policy spillovers from an increase in the global carbon price onto other critical Earth system processes has received little attention to date. To this end, we explore the global environmental effects of pricing carbon, beyond its effect on carbon emissions. We find that the case for carbon pricing globally becomes even stronger in a multi-boundary world, since it can ameliorate many other planetary pressures. It does however exacerbate certain planetary pressures, largely by stimulating additional biofuel production. When carbon pricing is allied with a biofuel policy, however, it can alleviate all planetary pressures.
