Perceived Causes and Attitudes Regarding Overindebtedness and Their Effects on Public Agreement With Government Financial Aid.

ABSTRACT: In order to better understand how the problem of overindebtedness is perceived from a laypeople standpoint, Study 1 inquired both overindebted and non-overindebted consumers on the perceived causes of and attitudes toward the overindebted. Situational and dispositional factors were perceived to have similar impact as causes of overindebtedness, but non-overindebted consumers showed stronger agreement with those causes than overindebted consumers. Regarding attitudes, non-overindebted consumers tended to blame overindebted people for their situation rather than perceiving them as victims, whereas overindebted consumers showed the opposite pattern. Study 2 used a sample of (non-overindebted) consumers to assess the impact of perceived causes of overindebtedness, attitudes toward the overindebted, and political orientation on public support of government policies for aiding overindebted people. We discuss the contributions of the present findings to design public policies aimed at aiding overindebted households that are more aligned with the beliefs and attitudes of the general public.

Project description:ImportancePhilanthropy is an increasingly important source of support for health care institutions. There is little empirical evidence to inform ethical guidelines.ObjectiveTo assess public attitudes regarding specific practices used by health care institutions to encourage philanthropic donations from grateful patients.Design, setting, and participantsUsing the Ipsos KnowledgePanel, a probability-based sample representative of the US population, a survey solicited opinions from a primary cohort representing the general population and 3 supplemental cohorts (with high income, cancer, and with heart disease, respectively).ExposuresWeb-based questionnaire.Main outcomes and measuresDescriptive analyses (with percentages weighted to make the sample demographically representative of the US population) evaluated respondents' attitudes regarding the acceptability of strategies hospitals may use to identify, solicit, and thank donors; perceptions of the effect of physicians discussing donations with their patients; and opinions regarding gift use and stewardship.ResultsOf 831 individuals targeted for the general population sample, 513 (62%) completed surveys, of whom 246 (48.0%) were women and 345 (67.3%) non-Hispanic white. In the weighted sample, 47.0% (95% CI, 42.3%-51.7%) responded that physicians giving patient names to hospital fundraising staff after asking patients' permission was definitely or probably acceptable; 8.5% (95% CI, 5.7%-11.2%) endorsed referring without asking permission. Of the participants, 79.5% (95% CI, 75.6%-83.4%) reported it acceptable for physicians to talk to patients about donating if patients have brought it up; 14.2% (95% CI, 10.9%-17.6%) reported it acceptable when patients have not brought it up; 9.9% (95% CI, 7.1%-12.8%) accepted hospital development staff performing wealth screening using publicly available data to identify patients capable of large donations. Of the participants, 83.2% (95% CI, 79.5%-86.9%) agreed that physicians talking with their patients about donating may interfere with the patient-physician relationship. For a hypothetical patient who donated $1 million, 50.1% (95% CI, 45.4%-54.7%) indicated it would be acceptable for the hospital to show thanks by providing nicer hospital rooms, 26.0% (95% CI, 21.9%-30.1%) by providing expedited appointments, and 19.8% (95% CI, 16.1%-23.5%) by providing physicians' cell phone numbers.Conclusions and relevanceIn this survey study of participants drawn from the general US population, a substantial proportion did not endorse legally allowable approaches for identifying, engaging, and thanking patient-donors.

Project description:PurposeThis interdisciplinary study explores attitudes toward health-related misbehaviors from a criminological point of view by comparing attitudes toward COVID-19 misbehaviors to the attitudes toward reckless behaviors related to driving and Human Immunodeficiency Virus (HIV) patients' sexual behavior and identifying the predictors of attitudes toward COVID-19 misbehaviors.MethodsAn online factorial survey included 679 respondents aged 18-89 years. The participants read various scenarios related to the violation of COVID-19 restrictions, reckless sexual behavior among HIV patients, and reckless driving. The participants evaluated the seriousness of each behavior and the appropriate severity of the punishment in each scenario. Within the scenarios about COVID-19 misbehaviors, we manipulated such variables as the type of COVID-19 misbehavior and violators' gender, ethnicity, and religiosity. Additionally, participants answered questions about their demographic characteristics, vaccination, fear of COVID-19, and perceived contribution of COVID-19 misbehaviors to COVID-19-related morbidity.ResultsThe results indicated that participants perceived COVID-19 misbehaviors as less serious (Mean = 8.11, S.D. = 2.49) and deserving a less severe punishment (Mean = 7.57, S.D. = 2.59) than reckless driving (Mean = 9.36, S.D. = 1.25; Mean = 9.09, S.D. = 1.30; respectively). Additionally, the key factor predicting public opinion regarding COVID-19-related misbehaviors was the perceived contribution of these misbehaviors to virus-related morbidity. The perceived contribution to morbidity explained 52% of the variance in the seriousness of misbehavior and 53% of the severity of appropriate punishment.ConclusionsThe findings suggest that it is critical to advocate for and reinforce the public's understanding of the association between the increase in morbidity and the violation of restrictions preventing the transmission of viruses. Our findings also support the notion that the definitions of "crime" and "deviance" are not inherent or intrinsic but are created by the social context.
