Combination of institutional incentives for cooperative governance of risky commons.

ABSTRACT: Finding appropriate incentives to enforce collaborative efforts for governing the commons in risky situations is a long-lasting challenge. Previous works have demonstrated that both punishing free-riders and rewarding cooperators could be potential tools to reach this goal. Despite weak theoretical foundations, policy makers frequently impose a punishment-reward combination. Here, we consider the emergence of positive and negative incentives and analyze their simultaneous impact on sustaining risky commons. Importantly, we consider institutions with fixed and flexible incentives. We find that a local sanctioning scheme with pure reward is the optimal incentive strategy. It can drive the entire population toward a highly cooperative state in a broad range of parameters, independently of the type of institutions. We show that our finding is also valid for flexible incentives in the global sanctioning scheme, although the local arrangement works more effectively.

Vasopressin increases human risky cooperative behavior.

Project description:The history of humankind is an epic of cooperation, which is ubiquitous across societies and increasing in scale. Much human cooperation occurs where it is risky to cooperate for mutual benefit because successful cooperation depends on a sufficient level of cooperation by others. Here we show that arginine vasopressin (AVP), a neuropeptide that mediates complex mammalian social behaviors such as pair bonding, social recognition and aggression causally increases humans' willingness to engage in risky, mutually beneficial cooperation. In two double-blind experiments, male participants received either AVP or placebo intranasally and made decisions with financial consequences in the "Stag hunt" cooperation game. AVP increases humans' willingness to cooperate. That increase is not due to an increase in the general willingness to bear risks or to altruistically help others. Using functional brain imaging, we show that, when subjects make the risky Stag choice, AVP down-regulates the BOLD signal in the left dorsolateral prefrontal cortex (dlPFC), a risk-integration region, and increases the left dlPFC functional connectivity with the ventral pallidum, an AVP receptor-rich region previously associated with AVP-mediated social reward processing in mammals. These findings show a previously unidentified causal role for AVP in social approach behavior in humans, as established by animal research.

Legal and institutional foundations of adaptive environmental governance.

Project description:Legal and institutional structures fundamentally shape opportunities for adaptive governance of environmental resources at multiple ecological and societal scales. Properties of adaptive governance are widely studied. However, these studies have not resulted in consolidated frameworks for legal and institutional design, limiting our ability to promote adaptation and social-ecological resilience. We develop an overarching framework that describes the current and potential role of law in enabling adaptation. We apply this framework to different social-ecological settings, centers of activity, and scales, illustrating the multidimensional and polycentric nature of water governance. Adaptation typically emerges organically among multiple centers of agency and authority in society as a relatively self-organized or autonomous process marked by innovation, social learning, and political deliberation. This self-directed and emergent process is difficult to create in an exogenous, top-down fashion. However, traditional centers of authority may establish enabling conditions for adaptation using a suite of legal, economic, and democratic tools to legitimize and facilitate self-organization, coordination, and collaboration across scales. The principles outlined here provide preliminary legal and institutional foundations for adaptive environmental governance, which may inform institutional design and guide future scholarship.

A new electoral bottom-up model of institutional governance.

Project description:The sustainable governance of Global Risky Commons (GRC)-global commons in the presence of a sizable risk of overall failure-is ubiquitous and requires a global solution. A prominent example is the mitigation of the adverse effects of global warming. In this context, the Collective Risk Dilemma (CRD) provides a convenient baseline model which captures many important features associated with GRC type problems by formulating them as problems of cooperation. Here we make use of the CRD to develop, for the first time, a bottom-up institutional governance framework of GRC. We find that the endogenous creation of local institutions that require a minimum consensus amongst group members-who, in turn, decide the nature of the institution (reward/punishment) via an electoral process-leads to higher overall cooperation than previously proposed designs, especially at low risk, proving that carrots and sticks implemented through local voting processes are more powerful than other designs. The stochastic evolutionary game theoretical model framework developed here further allows us to directly compare our results with those stemming from previous models of institutional governance. The model and the methods employed here are relevant and general enough to be applied to a variety of contemporary interdisciplinary problems.

Legal agreements and the governance of research commons: lessons from materials sharing in mouse genomics.

Project description:Omics research infrastructure such as databases and bio-repositories requires effective governance to support pre-competitive research. Governance includes the use of legal agreements, such as Material Transfer Agreements (MTAs). We analyze the use of such agreements in the mouse research commons, including by two large-scale resource development projects: the International Knockout Mouse Consortium (IKMC) and International Mouse Phenotyping Consortium (IMPC). We combine an analysis of legal agreements and semi-structured interviews with 87 members of the mouse model research community to examine legal agreements in four contexts: (1) between researchers; (2) deposit into repositories; (3) distribution by repositories; and (4) exchanges between repositories, especially those that are consortium members of the IKMC and IMPC. We conclude that legal agreements for the deposit and distribution of research reagents should be kept as simple and standard as possible, especially when minimal enforcement capacity and resources exist. Simple and standardized legal agreements reduce transactional bottlenecks and facilitate the creation of a vibrant and sustainable research commons, supported by repositories and databases.

The role of institutional incentives and the exemplar in promoting cooperation.

Project description:People on average do not play their individually rational Nash equilibrium (NE) strategy in game experiments based on the public goods game (PGG) that model social dilemmas. Differences from NE behavior have also been observed in PGG experiments that include incentives to cooperate, especially when these are peer-incentives administered by the players themselves. In our repeated PGG experiment, an institution rewards and punishes individuals based on their contributions. The primary experimental result is that institutions which both reward and punish (IRP) promote cooperation significantly better than either institutions which only punish (IP) or which only reward (IR), and that IP has contribution levels significantly above IR. Although comparing their single-round NE strategies correctly predicts which incentives are best at promoting cooperation, individuals do not play these strategies overall. Our analysis shows that other intrinsic motivations that combine conforming behavior with reactions to being rewarded/punished provide a better explanation of observed outcomes. In our experiments, some individuals who display more cooperation than other individuals can be regarded as the exemplars (or leaders). The role of these exemplars in promoting cooperation provides important insights into understanding cooperation in PGG and the effectiveness of institutional incentives at promoting desirable societal behavior.

Risky Business: Institutional Logics and Risk Taking at Large U.S. Commercial Banks.

Project description:ObjectiveThis article aims to answer whether increased securitization and/or increased shareholder value pressures at commercial banks have led to higher levels of risk.MethodsUsing data on large U.S. commercial banks from several sources, I estimate linear partial-adjustment models to predict the effects of securitization, as well as CEO incentives to increase shareholder value, on leverage.ResultsThese models provide evidence that increases in the relative size of trading securities at a commercial bank are significantly associated with increases in leverage. Meanwhile, the relative size of total securities and CEO incentives to increase shareholder value do not appear to affect leverage.ConclusionThese findings suggest that limiting commercial bank speculation in securities markets may reduce the likelihood that commercial banks face large losses or become insolvent in financial downturns.

Adaptive governance and institutional strategies for climate-induced community relocations in Alaska.

Project description:This article presents governance and institutional strategies for climate-induced community relocations. In Alaska, repeated extreme weather events coupled with climate change-induced coastal erosion impact the habitability of entire communities. Community residents and government agencies concur that relocation is the only adaptation strategy that can protect lives and infrastructure. Community relocation stretches the financial and institutional capacity of existing governance institutions. Based on a comparative analysis of three Alaskan communities, Kivalina, Newtok, and Shishmaref, which have chosen to relocate, we examine the institutional constraints to relocation in the United States. We identify policy changes and components of a toolkit that can facilitate community-based adaptation when environmental events threaten people's lives and protection in place is not possible. Policy changes include amendment of the Stafford Act to include gradual geophysical processes, such as erosion, in the statutory definition of disaster and the creation of an adaptive governance framework to allow communities a continuum of responses from protection in place to community relocation. Key components of the toolkit are local leadership and integration of social and ecological well-being into adaptation planning.

Business as Usual: A Lack of Institutional Innovation in Global Health Governance Comment on "Global Health Governance Challenges 2016 - Are We Ready?"

Project description:There were once again high expectations that a major global health event - the Ebola virus outbreak of 2014-2015 - would trigger meaningfully World Health Organization (WHO) reform and strengthen global health governance (GHG). Rather than a "turning point," however, the global community has gone back to business as usual. This has occurred against a backdrop of worldwide political turmoil, characterised by a growing rejection of existing political leaders and state-centric institutions. Debates about GHG so far have given insufficient attention to the need for institutional innovation. This entails rethinking the traditional bureaucratic model of postwar intergovernmental organizations which is disconnected from the transboundary, fast-paced nature of today's globalizing world.

Impact of cybersecurity measures on improving institutional governance and digitalization for sustainable healthcare.

Project description:Digitalization in healthcare through advanced methods, tools, and the Internet are prominent social development factors. However, hackers and malpractices through cybercrimes made this digitalization worrisome for policymakers. In this study, the role of E-Government Development as a proxy for digitalization and corruption prevalence has been analyzed in Healthcare sustainability in developing and underdeveloped countries of Asia from 2015 to 2021. Moreover, a moderator role of Cybersecurity measures has also been estimated on EGDI, CRP, and HS through the two-step system GMM estimation. The results show that EGDI and CRP control measures significantly improved HS in Asia. Furthermore, by deploying strong and effective Cybersecurity measures, Asia's digitalization and institutional practices are considerably enhanced, which also has an incremental impact on HS and ethical values. This present study added a novel contribution to existing digitalization and public health services literature and empirical analysis by comprehensively applying advanced econometric estimation. The study concludes that cybersecurity measures significantly improved healthcare digitalization and controlled the institutional malfunctioning in Asia. This study gives insight into how cybersecurity measures enhance the service quality and promote institutional quality of the health sector in Asia, which will help draft sustainable policy decisions and ethical values in the coming years.

Institutional quality and resource-based economic sustainability: the mediation effects of resource governance.

Project description:The discovery of extractive resources is associated with multiple opportunities and unbridled optimism on achieving socio-economic development for many countries. However, the question how the host governments meet expectations of indigenous people by ensuring an ideal resource-based economic sustainability (RES) has been receiving less research attention. Using the global panel dataset of 80 resource-endowed economies from 2010 to 2017, we postulate and empirically examine the mediating effect of the resource governance (RESOGV) on the relationship between institutional quality (IQ) and RES. The ANOVA and post hoc ANOVA results revealed significant disparities in terms of IQ, RESOGV, and RES among countries with different levels of economic development, regions, and sector (mining or petroleum). Moreover, the fixed effects (FE) and ordinary least square (OLS) results confirmed that IQ marginally influenced RES. However, the influence was more pronounced when it was partially (but complementarily) mediated by the RESOGV. The paper, therefore, stresses the importance of host governments in improving the quality of their institutions. This will ultimately help enhancing their RESOGV capabilities for attaining economic, social and environmental sustainability.Supplementary informationThe online version contains supplementary material available at 10.1007/s43546-021-00195-x.
