Project description:BackgroundDespite the billions of doses at disposal, less than three-quarters of EU citizens received a COVID-19 vaccine by the end of 2021. The situation is particularly worrying in transition societies, which experience much stronger opposition to vaccination compared to their Western counterparts. To understand whether and to what extent this has to do with the socialist legacy, in this paper we explore wider economic, political, and cultural determinants of the COVID-19 vaccine uptake in the EU.MethodsData from Flash Eurobarometer 494 conducted in May 2021 were used to model the attitudes of EU citizens toward COVID-19 vaccination. Based on their views and intentions, each of 26,106 survey participants was allocated into one of the following categories: (1) already vaccinated/plan to get vaccinated; (2) indecisive; (3) refuse vaccination. Multilevel multinomial logit was employed to understand what underlies the reasoning of each group.ResultsThe survey revealed that 13.4% of Europeans planned to delay vaccination against COVID-19, while 11.2% did not intend to get vaccinated. Although numerous demographic and socio-economic factors jointly shape their viewpoints, it is trust (in the authorities, science, peers, and online social networks above all) that strongly dominates citizens' reasoning. Given that most transition societies are witnessing the pandemic of distrust at various levels, this seemingly unrelated feature appears to be vital in explaining why newer member states record lower vaccination rates. Education was also found to play a pivotal role, which is reflected in an individual's ability to critically assess information from various sources.ConclusionThe study results clearly illustrate how long-lasting structural problems (specific for, but not confined to, transition countries) can manifest themselves in unforeseen circumstances if left unaddressed. It is hence of vital importance to learn the lesson and prevent similar issues in the future. Above all, this would require wide-ranging reforms aiming to repair the imperceptible psychological contract between citizens and the state authorities.

Project description:The COVID-19 pandemic has restricted both business and social life over the last two years. Stop-and-go policies enacted as containment measures have further impacted the global economy, and tourism in particular. Tourism demand shows only weak signs of a sustainable recovery. The medium-term outlook remains highly uncertain, and yet few studies have addressed the development of the tourism and leisure industries in the years ahead. In this context, we forecast demand in selected EU countries in terms of total expenditure on outbound travel (tourism imports) using a panel pooled Fully Modified Ordinary Least Squares (FMOLS) approach. Baseline and downside scenarios are elaborated to project demand for foreign travel until 2025.

Project description:BackgroundSomatic and germline genetic alterations are significant drivers of cancer. Increasing integration of new technologies which profile these alterations requires timely, equitable and high-quality genetic counselling to facilitate accurate diagnoses and informed decision-making by patients and their families in preventive and clinical settings. This article aims to provide an overview of genetic counselling legislation and practice across European Union (EU) Member States to serve as a foundation for future European recommendations and action.MethodsNational legislative databases of all 27 Member States were searched using terms relevant to genetic counselling, translated as appropriate. Interviews with relevant experts from each Member State were conducted to validate legislative search results and provide detailed insights into genetic counselling practice in each country.ResultsGenetic counselling is included in national legislative documents of 22 of 27 Member States, with substantial variation in legal mechanisms and prescribed details (i.e. the 'who, what, when and where' of counselling). Practice is similarly varied. Workforce capacity (25 of 27 Member States) and genetic literacy (all Member States) were common reported barriers. Recognition and/or better integration of genetic counsellors and updated legislation and were most commonly noted as the 'most important change' which would improve practice.ConclusionsThis review highlights substantial variability in genetic counselling across EU Member States, as well as common barriers notwithstanding this variation. Future recommendations and action should focus on addressing literacy and capacity challenges through legislative, regulatory and/or strategic approaches at EU, national, regional and/or local levels.

Project description:The dataset encompasses discretionary fiscal actions in the group of 11 EU New Member States (NMS), which so far have been under-researched, spanning from 2004 to 2019. It extends the narrative dataset of fiscal actions in Advanced Economies created by [1]. Information on actions and their estimated fiscal effects was collected from annually published Convergence or Stability Programmes. Individual actions were classified according to the relevant category of government expenditure and revenue (in line with the classification proposed by [1]) and identified as either exogenous or endogenous (based on the distinction introduced by [3]). The raw data were then aggregated into fiscal plans, by country and announcement year. Finally, two spreadsheets were created. The baseline spreadsheet contains only fiscal consolidation episodes, following the method of [1], while the alternative dataset includes both consolidation and expansion fiscal plans, which extends the methodological approach of [1]. Moreover, in the alternative dataset, the time span of fiscal effects is extended from 5 to 8 years (the longest available) and dividends are added. Dividends represent a category of public revenue not included in [1], but they are non-negligible in the case of the NMS due to the post-socialist legacy.

Project description:The European Green Deal (EGD) aims to transform the European Union (EU) into a climate neutral continent by 2050, requiring significant changes within carbon-intensive sectors. In this article, we examine EU Member States’ climate strategies in the aviation sector, where greenhouse gas emissions have doubled since 1990. We analyse EU National Energy and Climate Plans (NECPs) in order to examine national commitments on aviation. How frequently do EU Member States refer to aviation in their NECPs, and how can these references be understood thematically? First, by conducting a content analysis on all 54 draft and final NECPs, we identify how frequently 11 aviation-related terms were used. While all states increased the number of aviation references between their draft and final NECPs, Central and Eastern states showed the smallest increase. We show that Southern and Western Member States reference aviation most frequently in their final NECPs. Second, in our thematic analysis, we identify three key themes—‘contextual information’, ‘public policy’, and ‘fuels and propulsion’—that we divide into 17 sub-themes. Approximately half of the themes focused on contextual information, such as current aviation emissions, with the other half focusing on carbon reduction strategies, especially the EU Emissions Trading System, biofuels, and taxation. Western EU states provided the largest number of concrete policy statements on reducing aviation emissions and the promotion of biofuels. There were only two references to reducing the number of flights, across almost 7500 pages of climate documents. We conclude that the NECPs represent a promising means of conducting cross-country climate policy analysis, in order to compare efforts across economic sectors within Europe. With our analysis, we create a pre-pandemic sectoral baseline for aviation which can be used for further study. Project description:Everyone, across borders, race and gender, is affected by the global COVID-19 pandemic-but not equally. In this paper, we examine a burgeoning new literature discussing the employment effects of COVID-19. We explore the extent to which COVID-19 will exacerbate gendered employment disparities, income generation gaps, and, ultimately, poverty gaps, using a simple microsimulation methodology. We test our approach in Colombia, which has implemented an unparalleled number of mitigation measures and has reopened its economy earlier than regional neighbors. We find that COVID-19 increases the poverty headcount to a daunting degree (between 3.0 and 9.1 pp increases). Mitigation measures vary considerably in their individual impact (up to 0.9 pp poverty reduction). A fiscally neutral Universal Basic Income program would cause larger poverty reductions. Importantly, both men and women report similar poverty impacts from the pandemic and mitigation policies, reflecting the magnitude of the downturn, the design of interventions and our own poverty measure.

Project description:BackgroundIn the context of an European Centre for Disease Prevention and Control (ECDC) research project, our objective was to describe current recommendations regarding HIV testing and counselling targeting migrants and ethnic minorities in the European Union/European Economic Area/European Free Trade Association (EU/EEA/EFTA) Member States.MethodsAn on-line survey was conducted among 31 EU/EEA/EFTA Member States. The survey inquired on the existence of specific HIV testing and counselling recommendations or policies for migrants and/or ethnic minorities and the year of their publication. Additionally, we performed a review of national recommendations, guidelines or any other policy documents retrieved from an Internet search through the different countries' competent bodies.ResultsTwenty-nine (94%) country representatives responded the survey, and 28 documents from 27 countries were identified. National guidelines on HIV testing are heterogeneous and tailored, according to the epidemiological situation. Twenty-two countries identify migrants and four countries identify ethnic minorities as particularly vulnerable to HIV. Sixteen countries explicitly recommend offering an HIV test to migrants/ethnic minorities. Guidelines especially target people originating from HIV endemic countries, and benefits of HIV early detection are highlighted. HIV testing is not mandatory in any country, but some countries overtly facilitate this practice.ConclusionBenefits of HIV testing in migrants and ethnic minorities, at both individual and community levels are recognized by many countries. In spite of this, not all countries identify the need to test these groups.

Project description:ObjectivesForecasting epidemics like COVID-19 is of crucial importance, it will not only help the governments but also, the medical practitioners to know the future trajectory of the spread, which might help them with the best possible treatments, precautionary measures and protections. In this study, the popular autoregressive integrated moving average (ARIMA) will be used to forecast the cumulative number of confirmed, recovered cases, and the number of deaths in Pakistan from COVID-19 spanning June 25, 2020 to July 04, 2020 (10 days ahead forecast).MethodsTo meet the desire objectives, data for this study have been taken from the Ministry of National Health Service of Pakistan's website from February 27, 2020 to June 24, 2020. Two different ARIMA models will be used to obtain the next 10 days ahead point and 95% interval forecast of the cumulative confirmed cases, recovered cases, and deaths. Statistical software, RStudio, with "forecast", "ggplot2", "tseries", and "seasonal" packages have been used for data analysis.ResultsThe forecasted cumulative confirmed cases, recovered, and the number of deaths up to July 04, 2020 are 231239 with a 95% prediction interval of (219648, 242832), 111616 with a prediction interval of (101063, 122168), and 5043 with a 95% prediction interval of (4791, 5295) respectively. Statistical measures i.e. root mean square error (RMSE) and mean absolute error (MAE) are used for model accuracy. It is evident from the analysis results that the ARIMA and seasonal ARIMA model is better than the other time series models in terms of forecasting accuracy and hence recommended to be used for forecasting epidemics like COVID-19.ConclusionIt is concluded from this study that the forecasting accuracy of ARIMA models in terms of RMSE, and MAE are better than the other time series models, and therefore could be considered a good forecasting tool in forecasting the spread, recoveries, and deaths from the current outbreak of COVID-19. Besides, this study can also help the decision-makers in developing short-term strategies with regards to the current number of disease occurrences until an appropriate medication is developed.

Project description:This second article of a series of three publications summarises the radiologist situation regarding staffing as well as education and training as analysed by The European Union Radiation, Education, Staffing & Training (EU-REST) study. Despite certain limitations posed by the dependence on survey responses, the results demonstrate that, for both workforce and education/training, considerable heterogeneity exists between Member States, which will impact healthcare delivery and the level of knowledge, skills, and competencies available. The number of radiologists per million inhabitants varies from 51 to 270. 16 out of 27 Member States have Radiologist numbers below the EU average of 127, and 45% of Radiologists in Europe are over 51 years old (in 2022). Clear guidance and metrics about workforce availability for the professions involved in the use of ionising radiation are needed to secure and improve the quality of healthcare delivery in Europe. Although the main scope of the EU-REST study was education, training and workforce availability, an attempt was made to characterise the numbers of pieces of medical imaging and radiotherapy equipment. CRITICAL RELEVANCE STATEMENT: Clear guidance and metrics on radiologist staffing and education/training are needed to address workforce shortages and harmonise education and training standards across the EU-27. KEY POINTS: The article describes the radiologist situation regarding staffing and radiation protection education in the EU Member States. Radiologist staffing and training vary considerably across the EU-27. The fact that more than half of the EU Member States have radiologist numbers below the EU average, and the large proportion of radiologists over 51 years of age, show that clear guidance and metrics are needed to ensure future quality of radiological care.

Project description:BackgroundRespiratory syncytial virus (RSV) is a major contributor to lower respiratory tract infections worldwide and several vaccine candidates are currently in development. Following vaccine introduction, reliable RSV surveillance should enable monitoring of vaccination impact. Data on the RSV disease burden in the European Union and European Economic Area (EU/EEA) are sparse.AimThe aim of this study was to gather knowledge on current practices of national RSV surveillance in the EU/EEA.MethodsNational Coordinators and National Focal Points for Influenza (epidemiologists and virologists) from the EU/EEA countries (n = 31) were invited to participate in an online survey in August and September 2017. The questionnaire covered questions on epidemiological and laboratory aspects of RSV surveillance.ResultsAll EU/EEA countries except Liechtenstein replied to the survey. Eighteen countries reported to have a sentinel surveillance system, 26 countries a non-sentinel surveillance system and three countries to have neither. RSV data collection was mostly done within the context of influenza surveillance. A wide range of diagnostic and characterisation assays was used for the detection of RSV.DiscussionThe majority of EU/EEA countries have some surveillance for RSV in place. The prevailing integration of RSV surveillance into the existing influenza sentinel surveillance system may lead to under-reporting of RSV. The documented variations in existing RSV surveillance systems and their outputs indicate that there is scope for developing guidelines on establishing comparable methods and outcomes for RSV surveillance across the EU/EEA, to ensure the availability of a consistent evidence base for assessing future vaccination programmes.
