Project description:In the past decade, marine protected areas (MPAs) have become an increasingly used tool for science-based conservation and adaptive management of marine biodiversity and related natural resources. In this review paper, we report on rather complete time-course series (55 years uninterrupted) focusing on comparison of the strong difference, in number and area, in establishing marine (56 MNRs) and terrestrial (4284 TNRs) nature reserves in Sweden versus marine (7001 MPAs) and terrestrial (132742 TPAs) protected areas globally. Sweden appears to follow the overall global time trends. The large backlog of MPAs in relation to TPAs is due to several possible reasons, such as (i) unclear marine jurisdiction, (ii) marine conservation policies and programs developed later than terrestrial, (iii) higher costs for marine conservation management, (iv) conflicts in marine conservation, especially the fishery, and (v) the general public's historically weak awareness of the status of the marine environment.

Project description:This paper evaluates the feasibility of establishing a multiple-use marine protected area. The methodology was applied to evaluate three proposed sites in Chile with diverse conservation needs, social stress and poverty levels, and different economic activities (small-scale fishing, heavy industry, and mining activities). We use two broad categories for the evaluation: socio-economic and political-institutional. The methodology uses a combination of secondary data with personal interviews, workshops, and focus groups with stakeholders (e.g., fishermen, unions, politicians, social organizations) from different political, social, and economic backgrounds to characterize current and potential natural and social resources and to evaluate in an ordinal scale the feasibility of establishing the protected area. The methodology allows us to correctly identify the challenges faced in each site and can be used to develop appropriate strategies for balancing economic, social, and environmental objectives. This methodology can be replicated to evaluate the feasibility of other marine or terrestrial protected areas.

Project description:Large marine protected areas (>30,000 km2) have a high profile in marine conservation, yet their contribution to conservation is contested. Assessing the overlap of large marine protected areas with 14,172 species, we found large marine protected areas cover 4.4% of the ocean and at least some portion of the range of 83.3% of the species assessed. Of all species within large marine protected areas, 26.9% had at least 10% of their range represented, and this was projected to increase to 40.1% in 2100. Cumulative impacts were significantly higher within large marine protected areas than outside, refuting the critique that they only occur in pristine areas. We recommend future large marine protected areas be sited based on systematic conservation planning practices where possible and include areas beyond national jurisdiction, and provide five key recommendations to improve the long-term representation of all species to meet critical global policy goals (e.g., Convention on Biological Diversity's Aichi Targets).

Project description:BackgroundThere is global pressure to protect more of the world's oceans, primarily to protect biodiversity, and to fulfill the "30 by 30" goal set by the International Union for the Conservation of Nature (IUCN) that has recently been ratified under the Kunming-Montreal Global Biodiversity Framework at the fifteenth Conference of Parties (COP-15). Fully protected marine protected areas (MPAs) provide the highest level of protection for biodiversity from destructive or extractive practices and may limit access to the area itself. Fully protected MPAs (also commonly referred to as 'no-take MPAs') ban all fishing activities, thereby removing the realisation of direct economic and social benefits from resource extraction within these areas. However, fully protected MPAs can still act as source of productivity to surrounding areas, while also providing an important scientific reference role for off-reserve management thereby providing indirect economic and social outcomes, as well as biodiversity benefits. Sustainable marine resource management strives to achieve 'triple-bottom line' benefits, where economic, social, and biodiversity benefits are maximised in managed areas of the ocean. Implementing 'partially protected' areas (PPAs) in areas of high biodiversity value (i.e., inshore, productive areas of the ocean) that allow for some extractive activities, may allow us to supplement fully MPAs to meet IUCN conservation goals, while maximising social and economic benefits. However, our current understanding lacks explicit quantitative assessments of whether and how PPAs can benefit (or otherwise) biodiversity, while also providing economic and social benefits. This study provides a method to systematically review the scientific and legislative literature to understand how PPAs may contribute to conserving biodiversity while also providing social and economic benefits to Australia.Methods and expected outputsThe implementation of partially protected areas (PPAs) requires careful consideration of many potentially competing factors, and an understanding of the types of partial protection already in place in a region. We have developed a systematic literature review protocol focussing on the primary research question: "What is the current state of partially protected area (PPA) implementation across Australian marine areas?". The aim of the review is to provide marine resource managers with a comprehensive overview of PPAs in Australia, including associated goals and stated management strategies to achieve these goals, and a methodological approach that may be utilised globally. The review protocol was designed by the research team for a Fisheries Resource and Development Corporation (FRDC) strategic research grant and will seek input from a project steering committee for the project on aggregation of the initial results. The steering committee is made up of stakeholders from a wide range of backgrounds and interests, covering marine conservation, fisheries management, Indigenous values, and academic research in Australia. Multiple academic databases, alongside Australian Federal, State, and Territory legislation and related policies will be reviewed using Boolean keyword search strings for both academic databases and relevant grey literature. Results from eligible documents will be compiled and insights from the review collated to provide information on the status of PPA implementation in Australia.

Project description:Protection from direct human impacts can safeguard marine life, yet ocean warming crosses marine protected area boundaries. Here, we test whether protection offers resilience to marine heatwaves from local to network scales. We examine 71,269 timeseries of population abundances for 2269 reef fish species surveyed in 357 protected versus 747 open sites worldwide. We quantify the stability of reef fish abundance from populations to metacommunities, considering responses of species and functional diversity including thermal affinity of different trophic groups. Overall, protection mitigates adverse effects of marine heatwaves on fish abundance, community stability, asynchronous fluctuations and functional richness. We find that local stability is positively related to distance from centers of high human density only in protected areas. We provide evidence that networks of protected areas have persistent reef fish communities in warming oceans by maintaining large populations and promoting stability at different levels of biological organization.

Project description:Climate warming is driving changes in species distributions and community composition. Many species have a so-called climatic debt, that is, shifts in range lag behind shifts in temperature isoclines. Inside protected areas (PAs), community changes in response to climate warming can be facilitated by greater colonization rates by warm-dwelling species, but also mitigated by lowering extirpation rates of cold-dwelling species. An evaluation of the relative importance of colonization-extirpation processes is important to inform conservation strategies that aim for both climate debt reduction and species conservation. We assessed the colonization-extirpation dynamics involved in community changes in response to climate inside and outside PAs. To do so, we used 25 years of occurrence data of nonbreeding waterbirds in the western Palearctic (97 species, 7071 sites, 39 countries, 1993-2017). We used a community temperature index (CTI) framework based on species thermal affinities to investigate species turnover induced by temperature increase. We determined whether thermal community adjustment was associated with colonization by warm-dwelling species or extirpation of cold-dwelling species by modeling change in standard deviation of the CTI (CTISD ). Using linear mixed-effects models, we investigated whether communities in PAs had lower climatic debt and different patterns of community change than communities outside PAs. For CTI and CTISD combined, communities inside PAs had more species, higher colonization, lower extirpation, and lower climatic debt (16%) than communities outside PAs. Thus, our results suggest that PAs facilitate 2 independent processes that shape community dynamics and maintain biodiversity. The community adjustment was, however, not sufficiently fast to keep pace with the large temperature increases in the central and northeastern western Palearctic. Our results underline the potential of combining CTI and CTISD metrics to improve understanding of the colonization-extirpation patterns driven by climate warming.

Project description:Carbon-rich habitats can provide powerful climate mitigation if meaningful protection is put in place. We attempted to quantify this around the Tristan da Cunha archipelago Marine Protected Area. Its shallows (<1000 m depth) are varied and productive. The 5.4 km2 of kelp stores ~60 tonnes of carbon (tC) and may export ~240 tC into surrounding depths. In deep-waters we analysed seabed data collected from three research cruises, including seabed mapping, camera imagery, seabed oceanography and benthic samples from mini-Agassiz trawl. Rich biological assemblages on seamounts significantly differed to the islands and carbon storage had complex drivers. We estimate ~2.3 million tC are stored in benthic biodiversity of waters <1000 m, which includes >0.22 million tC that can be sequestered (the proportion of the carbon captured that is expected to become buried in sediment or locked away in skeletal tissue for at least 100 years). Much of this carbon is captured by cold-water coral reefs as a mixture of inorganic (largely calcium carbonate) and organic compounds. As part of its 2020 Marine Protection Strategy, these deep-water reef systems are now protected by a full bottom-trawling ban throughout Tristan da Cunha and representative no take areas on its seamounts. This small United Kingdom Overseas Territory's reef systems represent approximately 0.8 Mt CO2 equivalent sequestered carbon; valued at >£24 Million GBP (at the UN shadow price of carbon). Annual productivity of this protected standing stock generates an estimated £3 million worth of sequestered carbon a year, making it an unrecognized and potentially major component of the economy of small island nations like Tristan da Cunha. Conservation of near intact habitats are expected to provide strong climate and biodiversity returns, which are exemplified by this MPA.

Project description:Marine and coastal tourism deliver economic benefits to coastal communities that far surpass those generated by fisheries, yet its potential contribution to global marine conservation remains underexamined. Marine Protected Areas (MPAs) help restore biodiversity and enhance nearby fisheries, but their direct tourism benefits are not well understood. Here, we estimate the global demand for recreational scuba dive tourism, map the distribution and protection status of all marine dive sites globally, and develop a bioeconomic model to estimate the revenue gains from upgrading unprotected dive sites to fully protected MPAs. We estimate that 33.1 million scuba dives occur annually in marine environments worldwide, with 70% taking place within MPAs. However, only 15% of these MPA-affiliated dive sites are highly or fully protected. We show that designating all unprotected recreational dive sites, representing less than 1% of the global ocean, as highly or fully protected MPAs would improve fish biomass and biodiversity while generating an additional US$2 billion per year in direct tourism revenue (not including economic multipliers). Importantly, 62% of marine diving currently occurs in developing countries, underscoring the potential for dive tourism to support both marine conservation and local livelihoods in regions where such benefits are most needed.

Project description:Globally, 15.5 million km(2) of land are currently identified as protected areas, which provide society with many ecosystem services including climate-change mitigation. Combining a global database of protected areas, a reconstruction of global land-use history, and a global biogeochemistry model, we estimate that protected areas currently sequester 0.5 Pg C annually, which is about one fifth of the carbon sequestered by all land ecosystems annually. Using an integrated earth systems model to generate climate and land-use scenarios for the twenty-first century, we project that rapid climate change, similar to high-end projections in IPCC's Fifth Assessment Report, would cause the annual carbon sequestration rate in protected areas to drop to about 0.3 Pg C by 2100. For the scenario with both rapid climate change and extensive land-use change driven by population and economic pressures, 5.6 million km(2) of protected areas would be converted to other uses, and carbon sequestration in the remaining protected areas would drop to near zero by 2100.

Project description:Declines in marine harvests, wildlife, and habitats have prompted calls at both the 2002 World Summit on Sustainable Development and the 2003 World Parks Congress for the establishment of a global system of marine protected areas (MPAs). MPAs that restrict fishing and other human activities conserve habitats and populations and, by exporting biomass, may sustain or increase yields of nearby fisheries. Here we provide an estimate of the costs of a global MPA network, based on a survey of the running costs of 83 MPAs worldwide. Annual running costs per unit area spanned six orders of magnitude, and were higher in MPAs that were smaller, closer to coasts, and in high-cost, developed countries. Models extrapolating these findings suggest that a global MPA network meeting the World Parks Congress target of conserving 20-30% of the world's seas might cost between 5 billion and 19 billion US dollars annually to run and would probably create around one million jobs. Although substantial, gross network costs are less than current government expenditures on harmful subsidies to industrial fisheries. They also ignore potential private gains from improved fisheries and tourism and are dwarfed by likely social gains from increasing the sustainability of fisheries and securing vital ecosystem services.
