Project description:A well-developed theoretical literature - dating back at least to Nordhaus (1969) - has analyzed optimal patent policy design. We re-present the core trade-off of the Nordhaus model and highlight an empirical question which emerges from the Nordhaus framework as a key input into optimal patent policy design: namely, what is the elasticity of R&D investment with respect to the patent term? We then review the - surprisingly small - body of empirical evidence that has been developed on this question over the nearly half century since the publication of Nordhaus's book.

Project description:To understand the genetic diversity and indica-japonica differentiation in Bangladesh rice varieties, a total of 151 accessions of rice varieties mostly Bangladesh traditional varieties including Aus, Boro, broadcast Aman, transplant Aman and Rayada varietal groups were genotyped using 47 rice nuclear SSRs. As a result, three distinct groups were detected by cluster analysis, corresponding to indica, Aus and japonica rice. Among deepwater rice varieties analyzed some having particular morphological features that mainly corresponded to the japonica varietal group. Some small seeded and aromatic varieties from Bangladesh also corresponded to the japonica varietal group. This research for the first time establishes that the japonica varietal group is a prominent component of traditional varieties in Bangladesh, particularly in deepwater areas.

Project description:The development, dissemination, and adoption of improved rice varieties are imperative for global food and nutritional security. Knowledge of the crop's distribution across agro-ecologies is important for impact assessment studies, varietal replacement strategies, and the development and implementation of agricultural policies. Bangladesh is the world's 4th largest rice producer. Though traditional varieties (TVs) are abundant and valued throughout Bangladesh, population growth and vulnerability to climate change, necessitate efficient deployment of high-yielding stress-tolerant modern varieties (MVs). To aid agricultural policy and strategy this study aimed to accurately assess the distribution of MVs and TVs across Bangladesh during the rainfed rice-growing season. Information derived from a survey of rice production areas were compared and combined with DNA fingerprinting information from the same locations. Biodiversity of Bangladesh rice remained high. While TVs and first generation MVs of Bangladeshi and Indian origin were still commonly grown, recently released stress-tolerant MVs were adopted in large proportions in several districts. Although farmers successfully distinguished TVs from MVs grown in their fields, a considerable lack of authenticity among MVs was observed, pinpointing shortcomings in the seed supply chain. This study identifies focal points for extension work and validates DNA fingerprinting as reliable method for impact assessment studies.

Project description:Conventional markets can underprovide ecosystem services. Deliberate creation of a market for ecosystem services [e.g., a payments for ecosystem services (PES) scheme] can close the gap. The new ecosystem service market alters behaviors and quantities of ecosystem service provided and reveals prices for the ecosystems service: a market-clearing equilibrium. Assessing the potential for PES programs, which often act as ecological infrastructure investment mechanisms, requires forecasting the market-clearing equilibrium. Forecasting the equilibrium is complicated, especially at relevant social and ecological scales. It requires greater disciplinary integration than valuing ecosystem services or computing the marginal cost of making a land-use change to produce a service. We conduct an ex ante benefit-cost assessment and forecast market-clearing prices and quantities for ecological infrastructure investment contracts in the Panama Canal Watershed. The Panama Canal Authority could offer contracts to private farmers to change land use to increase dry-season water flow and reduce sedimentation. A feasible voluntary contracting system yields a small program of about 1,840 ha of land conversion in a 279,000-ha watershed and generates a 4.9 benefit-cost ratio. Physical and social constraints limit market supply and scalability. Service delays, caused by lags between the time payments must be made and the time services stemming from ecosystem change are realized, hinder program feasibility. Targeting opportunities raise the benefit-cost ratio but reduce the hectares likely to be converted. We compare and contrast our results with prior state-of-the-art assessments on this system.

Project description:Golden Rice (GR), genetically modified (GM) rice enriched with provitamin A, holds promise to address micronutrient deficiencies in developing countries. However, its success hinges on market acceptance. This study investigates how the marketing aspects of GR influence consumers' purchase intentions in Bangladesh and the Philippines. The Expectation Confirmation Theory (ECT) is employed to analyze the role of expectations regarding the marketing mix components (i.e. product, price, place, promotion), risk perceptions, performance expectations, and expected satisfaction on consumers' purchase intentions. Data from online surveys in Bangladesh (n = 391) and the Philippines (n = 354), collected using convenience sampling, were analyzed using structural equation modeling. Findings reveal that positive expectations toward the marketing mix, performance, and satisfaction increase consumers' purchase intention of GR, whereas risk perceptions have a negative influence. Additionally, it was found that expectations toward all four marketing mix components significantly affect purchase intention in Bangladesh. However, only product and promotion have a notable influence in the Philippines. These results emphasize the importance of effectively addressing consumers' marketing expectations to help ensure a successful implementation. This study is novel as it delves into consumers' purchase intentions for a GM biofortified crop and their expectations for different aspects of its future marketing (i.e. product, price, place, promotion), performance, and satisfaction. If GR is commercialized, future research should validate these expectations based on actual consumer experiences. Additionally, longitudinal studies could track changes in consumer expectations over time, identifying consistently valued marketing elements and offering a valuable technique for product development before launch.

Project description:BackgroundClinical guidelines rely on sound evidence to underpin recommendations for patient care. Compromised research integrity can erode public trust and the credibility of the scientific enterprise, with potential harm to patients. Despite increased recognition of integrity concerns in scientific literature, there are no processes or guidance for incorporating integrity assessments into evidence-based guideline development or evidence synthesis more broadly.MethodsIn response to this crucial gap, we developed the Research Integrity in Guidelines and evIDence synthesis (RIGID) framework. Co-developed with international input from 80 multidisciplinary experts, and consumers, the RIGID framework and accompanying checklist provide an innovative and transparent six-step approach to assess the integrity of studies during the synthesis of evidence, including in the development of clinical guidelines. Central to the framework is an integrity committee, responsible for objective assessments and allocations, with constructive author engagement.FindingsThe six key steps of the RIGID framework are described, as follows: (1) Review: standard systematic review processes are followed, in line with approved evidence synthesis methodologies; (2) Exclude: studies which have been retracted are excluded, and those with expressions of concern are flagged for further evaluation; (3) Assess: remaining studies are assessed for integrity using an appropriate tool and allocated an initial integrity risk rating of low, moderate or high risk for integrity concerns; (4) Discuss: integrity assessment results are discussed among integrity committee members with votes to determine final integrity risk rating allocations for each study; (5) Establish contact: low risk studies are included without author contact, whereas authors of studies ranked as moderate or high risk are contacted for clarification; (6) Reassess: studies are reassessed for inclusion using the RIGID author response algorithm (reclassified as 'included' where authors have provided a satisfactory response, 'awaiting classification' where authors have engaged but time is needed to address concerns, or 'not included' where authors have not responded to contact attempts). An illustrative case study is presented, where these six steps of the RIGID framework were successfully implemented in an influential international guideline endorsed by 39 societies across six continents. Following implementation of the framework, 45 of the 101 originally identified studies (45%) were not included in the guideline.InterpretationBased on the latest literature and international expertise, the RIGID framework represents an important advancement in best practice standards for guideline development and evidence synthesis. Using this resource, guideline developers, policy-makers, clinicians and scientists are better positioned to navigate the currently precarious research landscape to ensure evidence synthesis and subsequent clinical recommendations prioritize patient care and preserve the sanctity of scientific endeavors.FundingThis study received no specific funding. Project description:Research-enabled growth in agricultural productivity is pivotal to sub-Saharan Africa's overall economic growth prospects. Yet, investments in research and development (R&D) targeted to many national food and agricultural economies throughout Africa are fragile and faltering. To gain insight into what could be driving this trend, this article updates, summarizes and reassesses the published evidence on the returns to African agricultural R&D. Based on a compilation of 113 studies published between 1975 and 2014 spanning 25 countries, the reported internal rates of return (IRRs) to food and agricultural research conducted in or of direct consequence for sub-Saharan Africa averaged 42.3%py. In addition to the 376 IRR estimates, the corresponding 129 benefit-cost ratios (BCRs) averaged 30.1. Most (96.5%) of the returns-to-research evaluations are of publicly performed R&D, and the majority (87.6%) of the studies were published in the period 1990-2009. The large dispersion in the reported IRRs and BCRs makes it difficult to discern meaningful patterns in the evidence. Moreover, the distribution of IRRs is heavily (positively) skewed, such that the median value (35.0%py) is well below the mean, like it is for research done elsewhere in the world (mean 62.4%py; median 38.0%py). Around 78.5% of the evaluations relate to the commodity-specific consequences of agricultural research, while 5.5% report on the returns to an "all agriculture" aggregate. The weight of commodity-specific evaluation evidence is not especially congruent with the composition of agricultural production throughout Africa, nor, to the best that can be determined, the commodity orientation of public African agricultural R&D.

Project description:IntroductionRice plays a critical role in human livelihoods and food security. However, its cultivation requires inputs that are not accessible to all farming communities and can have negative effects on ecosystems. simultaneously, ecological research demonstrates that biodiversity management within fields contributes to ecosystem functioning.MethodsThis study aims to evaluate the mixture effect of four functionally distinct rice varieties in terms of characteristics and agronomic performance and their spatial arrangement on the upland rice performance in the highlands of Madagascar. The study was conducted during the 2021-2022 rainfall season at two close sites in Madagascar. Both site differ from each other's in soil properties and soil fertility management. The experimental design at each site included three modalities: i) plot composition, i.e., pure stand or binary mixture; ii) the balance between the varieties within a mixture; iii) and for the balanced mixture (50% of each variety), the spatial arrangement, i.e., row or checkerboard patterns. Data were collected on yields (grain and biomass), and resistance to Striga asiatica infestation, Pyricularia oryzea and bacterial leaf blight (BLB) caused by Xanthomonas oryzae-pv from each plot.Results and discussionVarietal mixtures produced significantly higher grain and biomass yields, and significantly lower incidence of Pyricularia oryzea compared to pure stands. No significant differences were observed for BLB and striga infestation. These effects were influenced by site fertility, the less fertilized site showed stronger mixture effects with greater gains in grain yield (60%) and biomass yield (42%). The most unbalanced repartition (75% and 25% of each variety) showed the greatest mixture effect for grain yield at both sites, with a strong impact of the varietal identity within the plot. The mixture was most effective when EARLY_MUTANT_IAC_165 constituted 75% of the density associated with other varieties at 25% density. The assessment of the net effect ratio of disease, an index evaluating the mixture effect in disease reduction, indicated improved disease resistance in mixtures, regardless of site conditions. Our study in limited environments suggests that varietal mixtures can enhance rice productivity, especially in low-input situations. Further research is needed to understand the ecological mechanisms behind the positive mixture effect.

Project description:We examined intrahousehold decision making with respect to household investment in portfolios of future rice varietal trait improvements (VTIs) to increase farm households' livelihoods in Nueva Ecija, Philippines. Investment decisions were elicited using an experimental methodology based on investment games. In the investment game, couples from rice farming households were given the opportunity to invest in public rice breeding. They selected, first individually, and then jointly, a replacement rice variety to improve upon and were then asked to allocate a research endowment fund to a portfolio of VTIs. We developed a novel indicator of women's intrahousehold decision-making power (WIDMP) based on the relative Euclidean distances between the individual and joint VTI portfolios. We found that WIDMP is normally distributed; and that, on average, women had almost equal (48%) decision-making power as men (52%), revealing almost perfect gender equity in investment decision making in rice breeding. Women were slightly more empowered if they were engaged in off-farm employment and were less experienced in farming. More empowered women had a higher discount factor and based their investment decisions on anticipated future trends, rather than current or past experience. The findings not only highlight the importance of considering gender roles in technology design, adoption and extension programs, but also have broader implications in terms of women empowerment programs. Consistent with the Sustainable Development Goals (SDGs), our evidence suggests that education and training programs need to be paired with investments generating off-farm employment opportunities to effectively increase women's bargaining power in the household.
