A modelling-chain linking climate science and decision-makers for future urban flood management in West Africa.

ABSTRACT: Intensification of the hydrological cycle resulting from climate change in West Africa poses significant risks for the region's rapidly urbanising cities, but limited research on flood risk has been undertaken at the urban domain scale. Furthermore, conventional climate models are unable to realistically represent the type of intense storms which dominate the West African monsoon. This paper presents a decision-first framing of climate research in co-production of a climate-hydrology-flooding modelling chain, linking scientists working on state-of-the-art regional climate science with decision-makers involved in city planning for future urban flood management in the city of Ouagadougou, Burkina Faso. The realistic convection-permitting model over Africa (CP4A) is applied at the urban scale for the first time and data suggest significant intensification of high-impact weather events and demonstrate the importance of considering the spatio-temporal scales in CP4A. Hydrological modelling and hydraulic modelling indicate increases in peak flows and flood extents in Ouagadougou in response to climate change which will be further exacerbated by future urbanisation. Advances in decision-makers' capability for using climate information within Ouagadougou were observed, and key recommendations applicable to other regional urban areas are made. This study provides proof of concept that a decision-first modelling-chain provides a methodology for co-producing climate information that can, to some extent, bridge the usability gap between what scientists think is useful and what decision-makers need.

Project description:BackgroundSystems science methods such as dynamic simulation modelling are well suited to address questions about public health policy as they consider the complexity, context and dynamic nature of system-wide behaviours. Advances in technology have led to increased accessibility and interest in systems methods to address complex health policy issues. However, the involvement of policy decision makers in health-related simulation model development has been lacking. Where end-users have been included, there has been limited examination of their experience of the participatory modelling process and their views about the utility of the findings. This paper reports the experience of end-user decision makers, including senior public health policy makers and health service providers, who participated in three participatory simulation modelling for health policy case studies (alcohol related harm, childhood obesity prevention, diabetes in pregnancy), and their perceptions of the value and efficacy of this method in an applied health sector context.MethodsSemi-structured interviews were conducted with end-user participants from three participatory simulation modelling case studies in Australian real-world policy settings. Interviewees were employees of government agencies with jurisdiction over policy and program decisions and were purposively selected to include perspectives at different stages of model development.ResultsThe 'co-production' aspect of the participatory approach was highly valued. It was reported as an essential component of building understanding of the modelling process, and thus trust in the model and its outputs as a decision-support tool. The unique benefits of simulation modelling included its capacity to explore interactions of risk factors and combined interventions, and the impact of scaling up interventions. Participants also valued simulating new interventions prior to implementation in the real world, and the comprehensive mapping of evidence and its gaps to prioritise future research. The participatory aspect of simulation modelling was time and resource intensive and therefore most suited to high priority complex topics with contested options for intervening.ConclusionThese findings highlight the value of a participatory approach to dynamic simulation modelling to support its utility in applied health policy settings.

Project description:Cities are complex systems characterised by interdependencies among infrastructural, economic, social, ecological, and human elements. Urban surface water flooding poses a significant challenge due to climate change, population growth, and ageing infrastructure, often resulting in substantial economic losses and social disruption. Traditional hydrological modelling approaches for flood risk management, while providing invaluable support in the analysis of hydrological dynamics of floods, lack an understanding of the complex interplay between hydrological and non-hydrological (i.e., social, environmental, economic) aspects in an urban system, hindering effective flood risk management strategies. In this context, socio-hydrological modelling methods offer a complementary perspective to traditional hydrological models by integrating hydrological and social processes, thereby enhancing the understanding of the complex interactions driving flood resilience. The present work proposes a participatory socio-hydrological modelling approach based on System Dynamics (SD) to quantitatively analyse the interactions and feedback between flood risk and different aspects of the urban system. By combining scientific expertise with stakeholder knowledge, the modelling approach aims to provide decision-makers with a comprehensive understanding of flood dynamics and the effectiveness of resilience-building measures. Furthermore, the role of Blue-Green Infrastructure (BGI) in enhancing urban flood resilience, considering its interplay with grey infrastructure and interactions with various sub-systems, is explored. The results reveal i) the contribution of SD quantitative modelling in supporting the analysis of interactions between flood risk reduction measures and different sub-systems thus offering decision-makers actionable insights into the multifaceted nature of flood risk and resilience; ii) the added value provided by the combination of scientific and stakeholder knowledge in tailoring the model to the case study, quantifying socio-hydrological modelling dynamics limitedly explored in the scientific literature and supporting the selection of measures for increasing flood resilience; iii) the ability of BGI to provide not only hydrological benefits (mainly about the reduction of surface runoff) but also multiple social and environmental benefits (i.e., the co-benefits), especially when coupled with well-functioning grey infrastructure. Reference is made to one of the case studies of the CUSSH and CAMELLIA projects, namely Thamesmead (London, United Kingdom), a formerly inhospitable marshland currently undergoing a process of urban regeneration, with an increasing vulnerability to flooding.

Project description:BackgroundEconomic evaluations frequently are utilized to compare the value of different interventions in medicine and health in concrete terms. Implementation science also would benefit from the incorporation of economic evaluations, but such studies are rare in the literature. The National Cancer Institute has supported a special collection of articles focusing on economic evaluations in implementation science. Even when interventions are supported by substantial evidence, they are implemented infrequently in the field. Implementation costs are important determinants for whether organizational decision-makers choose to adopt an intervention and whether the implementation process is successful. Economic evaluations, such as cost-effectiveness analyses, can help organizational decision-makers choose between implementation approaches for evidence-based interventions by accounting for costs and succinctly presenting cost/benefit tradeoffs.Main textThis manuscript presents a discussion of important considerations for incorporating economic evaluations into implementation science. First, the distinction between intervention and implementation costs is presented, along with an explanation of why the comprehensive representation of implementation costs is elusive. Then, the manuscript describes how economic evaluations in implementation science may differ from those in medicine and health intervention studies, especially in terms of determining the perspectives and outcomes of interest. Finally, referencing a scale-up trial of an evidence-based behavioral health intervention, concrete case examples of how cost data can be collected and used in economic evaluations targeting implementation, rather than clinical outcomes, are described.ConclusionsBy gaining a greater understanding of the costs and economic impact associated with different implementation approaches, organizational decision-makers will have better transparency for future replication and scale-up. The use of economic evaluations can help to advance this understanding and provide researchers, purveyors or third-party intermediaries, and organizational decision-makers with essential information to facilitate implementation.
