An action framework for the participatory assessment of nature-based solutions in cities.

ABSTRACT: Impact assessment is a key step in mainstreaming urban nature-based solutions (NBS). Yet, it remains unclear if and how assessment frameworks influence urban planning, design and management. We contend that the potential of current NBS assessment frameworks is not fully exploited due to: (1) limited contextualisation of monitoring and assessment to place-specific contexts and (2) the depoliticisation of co-production. To address this, we present a practical five-step action framework to guide inclusive participation across different stages of monitoring and assessment of urban NBS, including indicator selection. Unlike previous approaches, applying selection criteria at the level of individual indicators, we also use criteria at the aggregate level of the indicator set. We conclude that participatory assessment contributes to mainstreaming urban NBS for sustainable and just cities, provided data is contextualised to local decision-making contexts and the process is designed to amplify marginalised voices.

Project description:BackgroundThere is a global trend towards providing training for health professions students outside of tertiary academic complexes. In many countries, this shift places pressure on available sites and the resources at their disposal, specifically within the public health sector. Introducing an educational remit into a complex health system is challenging, requiring commitment from a range of stakeholders, including national authorities. To facilitate the effective implementation of distributed training, we developed a guiding framework through an extensive, national consultative process with a view to informing both practice and policy.MethodsWe adopted a participatory action research approach over a four year period across three phases, which included seven local, provincial and national consultative workshops, reflective work sessions by the research team, and expert reviews. Approximately 240 people participated in these activities. Engagement with the national department of health and health professions council further informed the development of the Framework.ResultsEach successive 'feedback loop' contributed to the development of the Framework which comprised a set of guiding principles, as well as the components essential to the effective implementation of distributed training. Analysis further pointed to the centrality of relationships, while emphasising the importance of involving all sectors relevant to the training of health professionals. A tool to facilitate the implementation of the Framework was also developed, incorporating a set of 'Simple Rules for Effective distributed health professions training'. A national consensus statement was adopted.ConclusionsIn this project, we drew on the thinking and practices of key stakeholders to enable a synthesis between their embodied and inscribed knowledge, and the prevailing literature, this with a view to further enaction as the knowledge generators become knowledge users. The Framework and its subsequent implementation has not only assisted us to apply the evidence to our educational practice, but also to begin to influence policy at a national level.

Project description:IntroductionThe Green Corridors Plan (Eixos Verds Plan), proposed by the Barcelona City Council, aims to enhance urban well-being, environmental sustainability, and resilience by transforming one in every three streets into green corridors. Although initially designed for city-wide implementation, only the first phase, focused on the centric Eixample district, has been completed, and the overall plan implementation has been postponed. Our aim is to evaluate the health co-benefits of implementing the Green Corridors plan citywide, focusing on the direct effects of increased exposure to greenness and the impact of temperature reduction on mortality.MethodsWe conducted a comprehensive Health Impact Assessment (HIA) considering direct effects of expanding green spaces (GS) and the impact on temperature reduction. Preventable mortality at the census tract level for adult residents was estimated, and to address uncertainties, we performed Monte Carlo iterations. We computed the percentage increase in GS (land use) and tree cover and converted them into Normalized Difference Vegetation Index (NDVI) to conduct the HIA, employing a Generalized Additive Model (GAM). We used the Weather Research and Forecasting model (WRF) coupled with the urban parameterizations "Building Effect Parameterization" (BEP) and "Building Energy Model" (BEM) for temperature modelling. Hourly temperatures from 25/06/2015 to 25/07/2015 were simulated, both with and without Green Corridors Plan implementation.ResultsCity-wide implementation of the Green Corridors plan would increase average GS by 3.64 % (IQR: 2.17 % - 4.40 %) and NDVI by 0.286 (IQR: 0.256-0.304) per census tract. This could potentially prevent 178 premature deaths annually (95 % CI: 116-247), equating to 13 deaths per 100,000 inhabitants (95 % CI: 9-19). The average daily temperature reduction per census tract was estimated at 0.05 °C, with a maximum reduction of 0.42 °C. Temperature reduction could potentially prevent 5 deaths during the simulated month. Additionally, we estimated a mean decrease in the thermal stress of 0.11 °C, reaching up to 1.48 °C at its peak.ConclusionThe Green Corridors plan can make significant contributions to a healthier urban environment. To address climate and especially heat impacts, complementary strategies to achieve more substantial temperature reduction are needed. Overall, our findings underscore the potential of nature-based solutions (NbS), exemplified by the Green Corridors Plan, in creating more sustainable and health-promoting urban environments.
