Retrospective voting and party support at elections: credit and blame for government and opposition.

ABSTRACT: Retrospective voting is arguably one of the most important mechanisms of representative democracy, and whether or not the public holds the government accountable for its policy performance has been extensively studied. In this paper, we test whether retrospective voting extends to parties in the opposition, that is whether and how parties' past performance evaluations affect their vote, regardless of whether they were in government or in opposition. Taking advantage of a rich set of questions embedded in a representative German national elections panel, we update our knowledge on the retrospective voting mechanism by modeling retrospective voting at the party level. The findings indicate that the incumbent status is not the only criterion for retrospective voting, ultimately suggesting that both government and opposition parties can expect credit and blame for their conduct and this should provide some impetus for responsive performance of all parties.

Covid-19, credit risk management modeling, and government support.

Project description:We investigate rating and default risk dynamics over the covid-19 crisis from a credit risk modeling perspective. We find that growth dynamics remain a stable and sufficient predictor of credit risk incidence over the pandemic period, despite its large, short-lived swings due to government intervention and lockdown. Unobserved component models as used in the recent credit risk literature appear mainly helpful for explaining the high-default wave in the early 2000s, but less so for default prediction above and beyond growth dynamics during the 2008 financial crisis or the early 2020 covid default peak. Government support variables do not reduce the impact of either growth proxies or unobserved components. Correlations between government support and credit risk are different, however, during the financial and the covid crisis. Using the empirical models in this paper as credit risk management tools, we show that growth factors also suffice to predict credit risk quantiles out-of-sample during covid times.

American local government elections database.

Project description:The study of urban and local politics in the United States has long been hindered by a lack of centralized sources of election data. We introduce a new database of about 78,000 candidates in 57,000 electoral contests that encompasses races for seven distinct local political offices in most medium and large cities and counties in the U.S. over the last three decades. This is the most comprehensive publicly-available source of information on local elections across the country. We provide partisan and demographic information about candidates in these races as well as electoral outcomes. This new database will facilitate a myriad of new research on representation and elections in local governments.

Voting under threat: Evidence from the 2020 French local elections.

Project description:We study how COVID-related risk affected participation across the French territory in the March 2020 local elections. We document that participation went down disproportionately in towns exposed to higher COVID-19 risk. Towns that lean towards the far-right saw a stronger drop in turnout, in particular in the vicinity of known clusters of infection. We argue that these patterns are partly a result of risk perceptions, and not only of political considerations. We use data on the drop in cinema admissions in early March 2020 and show that these went down more around infection clusters, especially in areas with substantial vote for the far-right. Taken together, our findings suggest that the fear of COVID-19 may have been on average more prevalent among far-right voters, contributing to a drop in their electoral participation.

Voting contagion: Modeling and analysis of a century of U.S. presidential elections.

Project description:Social influence plays an important role in human behavior and decisions. Sources of influence can be divided as external, which are independent of social context, or as originating from peers, such as family and friends. An important question is how to disentangle the social contagion by peers from external influences. While a variety of experimental and observational studies provided insight into this problem, identifying the extent of contagion based on large-scale observational data with an unknown network structure remains largely unexplored. By bridging the gap between the large-scale complex systems perspective of collective human dynamics and the detailed approach of social sciences, we present a parsimonious model of social influence, and apply it to a central topic in political science-elections and voting behavior. We provide an analytical expression of the county vote-share distribution, which is in excellent agreement with almost a century of observed U.S. presidential election data. Analyzing the social influence topography over this period reveals an abrupt phase transition from low to high levels of social contagion, and robust differences among regions. These results suggest that social contagion effects are becoming more instrumental in shaping large-scale collective political behavior, with implications on democratic electoral processes and policies.

Headlines win elections: Mere exposure to fictitious news media alters voting behavior.

Project description:Repeatedly encountering a stimulus biases the observer's affective response and evaluation of the stimuli. Here we provide evidence for a causal link between mere exposure to fictitious news reports and subsequent voting behavior. In four pre-registered online experiments, participants browsed through newspaper webpages and were tacitly exposed to names of fictitious politicians. Exposure predicted voting behavior in a subsequent mock election, with a consistent preference for frequent over infrequent names, except when news items were decidedly negative. Follow-up analyses indicated that mere media presence fuels implicit personality theories regarding a candidate's vigor in political contexts. News outlets should therefore be mindful to cover political candidates as evenly as possible.

Intra-Campaign Changes in Voting Preferences: The Impact of Media and Party Communication.

Project description:An increasing number of citizens change and adapt their party preferences during the electoral campaign. We analyze which short-term factors explain intra-campaign changes in voting preferences, focusing on the visibility and tone of news media reporting and party canvassing. Our analyses rely on an integrative data approach, linking data from media content analysis to public opinion data. This enables us to investigate the relative impact of news media reporting as well as party communication. Inherently, we overcome previously identified methodological problems in the study of communication effects on voting behavior. Our findings reveal that campaigns matter: Especially interpersonal party canvassing increases voters' likelihood to change their voting preferences in favor of the respective party, whereas media effects are limited to quality news outlets and depend on individual voters' party ambivalence.

Does credit rating agency reputation matter in China's local government bond market?

Project description:All issuers in China's local government bond market, which is nascent but growing rapidly, have the same AAA ratings. However, we provide evidence that the credit rating agency's reputation can certify differences in ratings' reliability and further impact bond pricing. On the basis of a sample of 7941 local government bonds issued from 2015 to 2021, results show that risk premium is significantly low for bonds rated by prestigious credit rating agencies, which means that issuers can save borrowing costs. Moreover, local governments regarded as less transparent in fiscal information disclosure enjoy more cost savings for their bonds by hiring more reputable agencies. Regression results are affirmed with the Heckman two-stage model, difference-in-differences regression, and machine learning method to solve the potential endogeneity issue. This paper's findings contribute to the debate on the credit rating agency's reputation hypothesis and present three implications. First, investors can rely on the credit rating agency's reputation to complement credit risk analysis. Second, local government policymakers should implement appropriate policies to reduce debt costs and improve public finance sustainability. Lastly, regulators should considerably focus on the supervision of credit rating agencies, given their substantial impact on bond pricing and the market's information asymmetry.

The role of candidate evaluations in the 2014 European Parliament elections: Towards the personalization of voting behaviour?

Project description:We study the personalization of voting behaviour in European Parliament elections. We argue that information from the media is crucial for providing linkages between candidates and voters. Moreover, we contend that candidates can serve as information short-cuts given the complexity of European Union politics. We use a four-wave Dutch panel survey and a media study that enable us to link evaluations of lead candidates, party preferences, and vote choice to exposure to news about these candidates. We show, firstly, that exposure to candidate news is a strong explanatory factor for candidate recognition. Secondly, we find that candidate evaluations positively affect party choice, albeit mainly for those voters who tend to be politically aware. Our research has implications for debates about the European Union's accountability deficit.

The Medical Library Association (MLA) voter: a survey of attitudes, perceptions, and voting practices in MLA national elections.

Project description:ObjectiveVoting in professional associations is critical for selecting leaders who will implement a desirable vision for an association. Members of the Medical Library Association (MLA) were surveyed to assess their attitudes and perceptions of the voting process to elect the MLA national offices of president and members of the Board of Directors and Nominating Committee. Survey data were also used to test the hypothesis that committed MLA members are more likely to always vote.MethodsSurveyMonkey was used to deliver a 46-question survey to 2,671 email addresses of MLA members who were eligible to vote. Survey data were analyzed using quantitative and qualitative approaches.ResultsA total of 676 responses were received, resulting in a 25% response rate. Respondents indicated that the most desired qualities in candidates included experience in professional positions, contributions to MLA, and a vision for the association, whereas candidates' personal characteristics were rarely considered. Respondents expressed doubts about the use of a single slate, had positive views of campaigning but were doubtful about its impact, and were generally accepting of the current voting process. Committed MLA members were significantly more likely to always vote in MLA national elections.ConclusionsThe survey results provide insight into understanding the concerns and motivations of MLA voters and add to the limited literature on professional association voting.

Later School Start Times: What Informs Parent Support or Opposition?

Project description:Study objectivesTo investigate parental knowledge about adolescent sleep needs, and other beliefs that may inform their support for or objection to later school start times.MethodsIn 2014, we conducted a cross-sectional, Internet-based survey of a nationally representative sample of parents as part of the C.S. Mott Children's Hospital National Poll on Children's Health. Parents with teens aged 13-17 years reported their children's sleep patterns and school schedules, and whether the parents supported later school start times (8:30 am or later). Responses associated with parental support of later school start times were examined with logistic regression analysis.ResultsOverall, 88% of parents reported school start times before 8:30 am, and served as the analysis sample (n = 554). In this group, 51% expressed support for later school start times. Support was associated with current school start times before 7:30 am (odds ratio [OR] = 3.1 [95% confidence interval (CI) 1.2, 8.4]); parental opinion that their teen's current school start time was "too early" (OR = 3.8 [1.8, 7.8]); and agreement with American Academy of Pediatrics recommendations about school start times (OR = 4.7 [2.2, 10.1]). Support also was associated with anticipation of improved school performance (OR = 3.0 [1.5, 5.9]) or increased sleep duration (OR = 4.0 [1.8, 8.9]) with later school start times. Conversely, parents who anticipated too little time for after-school activities (OR = 0.5 [0.3, 0.9]) and need for different transportation plans (OR = 0.5 [0.2, 0.9]) were often less supportive.ConclusionsParental education about healthy sleep needs and anticipated health benefits may increase their support for later school start times. Educational efforts should also publicize the positive experiences of communities that have made this transition, with regard to limited adverse effect on after-school activity schedules and transportation.
