Voting under threat: Evidence from the 2020 French local elections.

ABSTRACT: We study how COVID-related risk affected participation across the French territory in the March 2020 local elections. We document that participation went down disproportionately in towns exposed to higher COVID-19 risk. Towns that lean towards the far-right saw a stronger drop in turnout, in particular in the vicinity of known clusters of infection. We argue that these patterns are partly a result of risk perceptions, and not only of political considerations. We use data on the drop in cinema admissions in early March 2020 and show that these went down more around infection clusters, especially in areas with substantial vote for the far-right. Taken together, our findings suggest that the fear of COVID-19 may have been on average more prevalent among far-right voters, contributing to a drop in their electoral participation.

How COVID-19 affects voting for incumbents: Evidence from local elections in France.

Project description:How do voters react to an ongoing natural threat? Do voters sanction or reward incumbents even when incumbents cannot be held accountable because an unforeseeable natural disaster is unfolding? We address this question by investigating voters' reactions to the early spread of COVID-19 in the 2020 French municipal elections. Using a novel, fine-grained measure of the circulation of the virus based on excess-mortality data, we find that support for incumbents increased in areas that were particularly hard hit by the virus. Incumbents from both left and right gained votes in areas more strongly affected by COVID-19. We provide suggestive evidence for two mechanisms that can explain our findings: an emotional channel related to feelings of fear and anxiety, and a prospective-voting channel, related to the ability of incumbents to act more swiftly against the diffusion of the virus than challengers.

How does COVID-19 affect electoral participation? evidence from the French municipal elections.

Project description:This article investigates the effects of the COVID-19 outbreak on electoral participation. We study the French municipal elections that took place at the very beginning of the ongoing pandemic and held in over 9,000 municipalities on March 15, 2020. In addition to the simple note that turnout rates decreased to a historically low level, we establish a robust relationship between the depressed turnout rate and the disease. Using various estimation strategies and employing a large number of potential confounding factors, we find that the participation rate decreases with city proximity to COVID-19 clusters. Furthermore, the proximity has conditioned impacts according to the proportion of elderly -who are the most threatened- within the city. Cities with higher population density, where the risk of infection is higher, and cities where only one list ran at the election, which dramatically reduces competitiveness, experienced differentiated effects of distance.

American local government elections database.

Project description:The study of urban and local politics in the United States has long been hindered by a lack of centralized sources of election data. We introduce a new database of about 78,000 candidates in 57,000 electoral contests that encompasses races for seven distinct local political offices in most medium and large cities and counties in the U.S. over the last three decades. This is the most comprehensive publicly-available source of information on local elections across the country. We provide partisan and demographic information about candidates in these races as well as electoral outcomes. This new database will facilitate a myriad of new research on representation and elections in local governments.

Headlines win elections: Mere exposure to fictitious news media alters voting behavior.

Project description:Repeatedly encountering a stimulus biases the observer's affective response and evaluation of the stimuli. Here we provide evidence for a causal link between mere exposure to fictitious news reports and subsequent voting behavior. In four pre-registered online experiments, participants browsed through newspaper webpages and were tacitly exposed to names of fictitious politicians. Exposure predicted voting behavior in a subsequent mock election, with a consistent preference for frequent over infrequent names, except when news items were decidedly negative. Follow-up analyses indicated that mere media presence fuels implicit personality theories regarding a candidate's vigor in political contexts. News outlets should therefore be mindful to cover political candidates as evenly as possible.

Voting contagion: Modeling and analysis of a century of U.S. presidential elections.

Project description:Social influence plays an important role in human behavior and decisions. Sources of influence can be divided as external, which are independent of social context, or as originating from peers, such as family and friends. An important question is how to disentangle the social contagion by peers from external influences. While a variety of experimental and observational studies provided insight into this problem, identifying the extent of contagion based on large-scale observational data with an unknown network structure remains largely unexplored. By bridging the gap between the large-scale complex systems perspective of collective human dynamics and the detailed approach of social sciences, we present a parsimonious model of social influence, and apply it to a central topic in political science-elections and voting behavior. We provide an analytical expression of the county vote-share distribution, which is in excellent agreement with almost a century of observed U.S. presidential election data. Analyzing the social influence topography over this period reveals an abrupt phase transition from low to high levels of social contagion, and robust differences among regions. These results suggest that social contagion effects are becoming more instrumental in shaping large-scale collective political behavior, with implications on democratic electoral processes and policies.

Ethnic Bias after Ethnic Conflict: Preferential Voting and the Serb Minority in Croatian Elections.

Project description:In spite of growing interest in democratization and electoral competition after ethnic conflict, we know little about the impact of ethnic violence on voter choice in post-conflict societies. This article uses an original dataset of local-level electoral results, communities' exposure to war violence, and candidates' ethnicity derived from names in contemporary Croatia to uncover the relationship between local post-conflict ethnic distribution, ethnic violence, and the electorate's ethnic bias. Our analysis points to the presence of ethnic bias that is determined by local interethnic balance and exposure to war violence - particularly for communities populated by the Serb minority.

Retrospective voting and party support at elections: credit and blame for government and opposition.

Project description:Retrospective voting is arguably one of the most important mechanisms of representative democracy, and whether or not the public holds the government accountable for its policy performance has been extensively studied. In this paper, we test whether retrospective voting extends to parties in the opposition, that is whether and how parties' past performance evaluations affect their vote, regardless of whether they were in government or in opposition. Taking advantage of a rich set of questions embedded in a representative German national elections panel, we update our knowledge on the retrospective voting mechanism by modeling retrospective voting at the party level. The findings indicate that the incumbent status is not the only criterion for retrospective voting, ultimately suggesting that both government and opposition parties can expect credit and blame for their conduct and this should provide some impetus for responsive performance of all parties.

The role of candidate evaluations in the 2014 European Parliament elections: Towards the personalization of voting behaviour?

Project description:We study the personalization of voting behaviour in European Parliament elections. We argue that information from the media is crucial for providing linkages between candidates and voters. Moreover, we contend that candidates can serve as information short-cuts given the complexity of European Union politics. We use a four-wave Dutch panel survey and a media study that enable us to link evaluations of lead candidates, party preferences, and vote choice to exposure to news about these candidates. We show, firstly, that exposure to candidate news is a strong explanatory factor for candidate recognition. Secondly, we find that candidate evaluations positively affect party choice, albeit mainly for those voters who tend to be politically aware. Our research has implications for debates about the European Union's accountability deficit.

How did absentee voting affect the 2020 U.S. election?

Project description:The 2020 U.S. election saw a record turnout, saw a huge increase in absentee voting, and brought unified national Democratic control—yet these facts alone do not imply that vote-by-mail increased turnout or benefited Democrats. Using new microdata on millions of individual voters and aggregated turnout data across all 50 states, this paper offers a causal analysis of the impact of absentee vote-by-mail during the COVID-19 (coronavirus disease 2019) pandemic. Focusing on natural experiments in Texas and Indiana, we find that 65-year-olds voted at nearly the same rate as 64-year-olds, despite the fact that only 65-year-olds could vote absentee without an excuse. Being just old enough to vote no-excuse absentee did not substantially increase Democratic turnout relative to Republican turnout. Voter interest appeared to be more important in driving turnout across vote modes, neutralizing the electoral impact of Democrats voting by mail at higher rates during the historic pandemic.
