Equality over intentionality: The normative social preferences of neutral third-parties.

ABSTRACT: This paper studies whether intentionality is more prevalent than fairness in social preferences. We do this by introducing a new three-player game in which the choices of neutral third-party arbiters are isolated from any monetary or strategic concerns. This allows us to study the normative preferences of subjects, and to compare the relative weight they give to intentions and inequality. The results show that arbiters are mainly concerned with inequality, while other's (selfish) intentions seem to play a minor role in their preferences. This result is robust to a series of experimental designs, suggesting that the role of intentions in social preferences might be smaller than implied by the previous literature.

Playing a cooperative game promotes preschoolers' sharing with third-parties, but not social inclusion.

Project description:This study examined the effect of gaming context on young children's prosocial behaviors. Dyads of 4- to 5-year-old children (N = 96) played the same game cooperatively, competitively, or solitarily. After playing the game for a total of ten minutes, sharing with and social inclusion of uninvolved third-parties as well as free play with previous co-players was observed. Children shared less with third-parties after playing the game competitively than after playing it cooperatively. Playing a solitary game resulted in intermediate levels of sharing. The structure of the game did not differentially impact measures of social inclusion or free play.

Political parties and climate policy: A new approach to measuring parties' climate policy preferences.

Project description:This study presents an innovative approach to hand-coding parties' policy preferences in the relatively new, cross-sectoral field of climate change mitigation policy. It applies this approach to party manifestos in six countries, comparing the preferences of parties in Denmark, France, Germany, Ireland, Italy and the United Kingdom over the past two decades. It probes the data for evidence of validity through content validation and convergent/discriminant validation and engages with the debate on position-taking in environmental policy by developing a positional measure that incorporates 'pro' and 'anti' climate policy preferences. The analysis provides evidence for the validity of the new measures, shows that they are distinct from comparable measures of environmental policy preferences and argues that they are more comprehensive than existing climate policy measures. The new measures strengthen the basis for answering questions that are central to climate politics and to party politics. The approach developed here has important implications for the study of new, complex or cross-cutting policy issues and issues that include both valence and positional aspects.

Defectors, not norm violators, are punished by third-parties.

Project description:Punishment of defectors and cooperators is prevalent when their behaviour deviates from the social norm. Why atypical behaviour is more likely to be punished than typical behaviour remains unclear. One possible proximate explanation is that individuals simply dislike norm violators. However, an alternative possibility exists: individuals may be more likely to punish atypical behaviour, because the cost of punishment generally increases with the number of individuals that are punished. We used a public goods game with third-party punishment to test whether punishment of defectors was reduced when defecting was typical, as predicted if punishment is responsive to norm violation. The cost of punishment was fixed, regardless of the number of players punished, meaning that it was not more costly to punish typical, relative to atypical, behaviour. Under these conditions, atypical behaviour was not punished more often than typical behaviour. In fact, most punishment was targeted at defectors, irrespective of whether defecting was typical or atypical. We suggest that the reduced punishment of defectors when they are common might often be explained in terms of the costs to the punisher, rather than responses to norm violators.

Hiding in the Shadows: Philip Morris and the Use of Third Parties to Oppose Ingredient Disclosure Regulations.

Project description:BackgroundIn 1996 Massachusetts proposed regulations that would require tobacco companies to disclose information about the ingredients in their products on a by-brand basis. This paper examines the strategies employed by Philip Morris to stop these regulations from being implemented.Methods and findingWe used previously secret tobacco industry documents and published literature to examine the activities of the tobacco companies after the regulations were proposed. Philip Morris hired a public relations firm to establish a coalition that was instructed to oppose the regulations by linking them to other industrial sectors (the slippery slope) and stating they would damage the state's economy. Philip Morris also retained a polling firm to test the popularity of specific arguments against ingredient disclosure and developed a strategic plan for opposing similar regulations in Vermont.ConclusionTobacco companies have historically used third parties to form coalitions to oppose ingredient disclosure regulations. These coalitions have had success preventing regulations from being implemented after they are initially proposed by creating the appearance of local opposition. With countries around the world currently implementing ingredient disclosure regulations in the WHO Framework Convention on Tobacco, governments and regulatory agencies should be aware of the political strategies that the tobacco companies have used to create the impression of popular opposition to these measures.

A novel approach to data integrity auditing in PCS: Minimising any Trust on Third Parties (DIA-MTTP).

Project description:Data Integrity Auditing (DIA) is a security service for verifying the integrity of outsourced data in Public Cloud Storage (PCS) by users or by Third-Party Auditors (TPAs) on behalf of the users. This paper proposes a novel DIA framework, called DIA-MTTP. The major novelty of the framework lies in that, while providing the DIA service in a PCS environment, it supports the use of third parties, but does not require full trust in the third parties. In achieving this property, a number of ideas also have been embedded in the design. These ideas include the use of multiple third parties and a hierarchical approach to their communication structure making the service more suited to resource-constrained user devices, the provision of two integrity assurance levels to balance the trade-off between security protection levels and the costs incurred, the application of a data deduplication measure to both new data and existing data updates to minimise the number of tags (re-)generated. In supporting the dynamic data and deduplication measure, a distributed data structure, called Multiple Mapping Tables (M2T), is proposed. Security analysis indicates that our framework is secure with the use of untrusted third parties. Performance evaluation indicates that our framework imposes less computational, communication and storage overheads than related works.

Formation of raiding parties for intergroup violence is mediated by social network structure.

Project description:Intergroup violence is common among humans worldwide. To assess how within-group social dynamics contribute to risky, between-group conflict, we conducted a 3-y longitudinal study of the formation of raiding parties among the Nyangatom, a group of East African nomadic pastoralists currently engaged in small-scale warfare. We also mapped the social network structure of potential male raiders. Here, we show that the initiation of raids depends on the presence of specific leaders who tend to participate in many raids, to have more friends, and to occupy more central positions in the network. However, despite the different structural position of raid leaders, raid participants are recruited from the whole population, not just from the direct friends of leaders. An individual's decision to participate in a raid is strongly associated with the individual's social network position in relation to other participants. Moreover, nonleaders have a larger total impact on raid participation than leaders, despite leaders' greater connectivity. Thus, we find that leaders matter more for raid initiation than participant mobilization. Social networks may play a role in supporting risky collective action, amplify the emergence of raiding parties, and hence facilitate intergroup violence in small-scale societies.

The role of third parties in norm enforcement in customary courts among the Enga of Papua New Guinea.

Project description:Cultural norms are key to cooperation in human societies. How they are regulated, maintained, and adapted to the change remains a matter of debate. Humans have dispositions for both retributive and restorative justice; recent focus has been on third-party punishment, punitive sanctions by those not directly harmed, as key for norm enforcement. However, punishment does not engage the essential proficiencies and emotions critical to cooperation in small-scale societies with high dependence on collective action, sharing, and exchange. Third-party participation in norm enforcement is examined with data from a 10-y study among the Enga of Papua New Guinea. The Enga have a plural justice system with formal courts practicing retributive justice and customary courts applying restorative measures. Most cases are brought to customary courts. Drawing on observations from 333 village customary court cases concerning assault, marriage, land, and property violations, third-party engagement outside of and during customary court hearings is analyzed. Results show that all sides are heard, restoration is prioritized, and third-party punishment is rare; rather, third parties help with compensation to reintegrate wrongdoers and resolve conflicts. Repeated offenders and free riders receive ever less community support. Third parties contribute substantially both during and outside of customary court sessions to help kin, pursue economic agendas, or gain reputation. They also act generously to build a strong community. Emphasis is on amends to the victim for fairness, not punishment of the offender. Broad third-party participation is maintained throughout times of rapid change to adapt while supporting essential structures of society.

The geometry of distributional preferences and a non-parametric identification approach: The Equality Equivalence Test.

Project description:This paper proposes a geometric delineation of distributional preference types and a non-parametric approach for their identification in a two-person context. It starts with a small set of assumptions on preferences and shows that this set (i) naturally results in a taxonomy of distributional archetypes that nests all empirically relevant types considered in previous work; and (ii) gives rise to a clean experimental identification procedure - the Equality Equivalence Test - that discriminates between archetypes according to core features of preferences rather than properties of specific modeling variants. As a by-product the test yields a two-dimensional index of preference intensity.

Social interactions drive efficient foraging and income equality in groups of fish.

Project description:The social interactions underlying group foraging and their benefits have been mostly studied using mechanistic models replicating qualitative features of group behavior, and focused on a single resource or a few clustered ones. Here, we tracked groups of freely foraging adult zebrafish with spatially dispersed food items and found that fish perform stereotypical maneuvers when consuming food, which attract neighboring fish. We then present a mathematical model, based on inferred functional interactions between fish, which accurately describes individual and group foraging of real fish. We show that these interactions allow fish to combine individual and social information to achieve near-optimal foraging efficiency and promote income equality within groups. We further show that the interactions that would maximize efficiency in these social foraging models depend on group size, but not on food distribution, and hypothesize that fish may adaptively pick the subgroup of neighbors they 'listen to' to determine their own behavior.

Do parliaments underrepresent women's policy preferences? Exploring gender equality in policy congruence in 21 European democracies.

Project description:Although there are considerably more men than women in most parliaments around the world, we know little about whether male-dominated legislatures neglect women's policy preferences. Our article addresses this gap by analysing the congruence of policy preferences between women, men and their elected representatives. We endeavour to answer two questions. Are women's policy preferences underrepresented in modern democracies? If so, which factors explain the size of the gender gaps in policy preference congruence? Comparing 21 European countries, we show that women's preferences actually tend to be more accurately represented in parliaments than those of men. Moreover, our analyses reveal that this unanticipated finding is not driven by the share of female office-holders, but rather by levels of women's turnout, which leads us to conclude that who votes is more important than who represents for policy preference congruence.
