We explore the first period of sustained decline in child mortality in the U.S. and provide estimates of the independent and combined effects of clean water and effective sewerage systems on under-five mortality. Our case is Massachusetts, 1880 to 1920, when authorities developed a sewerage and water district in the Boston area. Project description:Adult coho salmon Oncorhynchus kisutch return each autumn to freshwater spawning habitats throughout western North America. The migration coincides with increasing seasonal rainfall, which in turn increases storm water run-off, particularly in urban watersheds with extensive impervious land cover. Previous field assessments in urban stream networks have shown that adult coho are dying prematurely at high rates (>50%). Despite significant management concerns for the long-term conservation of threatened wild coho populations, a causal role for toxic run-off in the mortality syndrome has not been demonstrated.We exposed otherwise healthy coho spawners to: (i) artificial storm water containing mixtures of metals and petroleum hydrocarbons, at or above concentrations previously measured in urban run-off; (ii) undiluted storm water collected from a high traffic volume urban arterial road (i.e. highway run-off); and (iii) highway run-off that was first pre-treated via bioinfiltration through experimental soil columns to remove pollutants.We find that mixtures of metals and petroleum hydrocarbons - conventional toxic constituents in urban storm water - are not sufficient to cause the spawner mortality syndrome. By contrast, untreated highway run-off collected during nine distinct storm events was universally lethal to adult coho relative to unexposed controls. Lastly, the mortality syndrome was prevented when highway run-off was pretreated by soil infiltration, a conventional green storm water infrastructure technology.Our results are the first direct evidence that: (i) toxic run-off is killing adult coho in urban watersheds, and (ii) inexpensive mitigation measures can improve water quality and promote salmon survival. Synthesis and applications. Coho salmon, an iconic species with exceptional economic and cultural significance, are an ecological sentinel for the harmful effects of untreated urban run-off. Wild coho populations cannot withstand the high rates of mortality that are now regularly occurring in urban spawning habitats. Green storm water infrastructure or similar pollution prevention methods should be incorporated to the maximal extent practicable, at the watershed scale, for all future development and redevelopment projects, particularly those involving transportation infrastructure.

Project description:Despite decades of policy that strives to reduce nutrient and sediment export from agricultural fields, surface water quality in intensively managed agricultural landscapes remains highly degraded. Recent analyses show that current conservation efforts are not sufficient to reverse widespread water degradation in Midwestern agricultural systems. Intensifying row crop agriculture and increasing climate pressure require a more integrated approach to water quality management that addresses diverse sources of nutrients and sediment and off-field mitigation actions. We used multiobjective optimization analysis and integrated three biophysical models to evaluate the cost-effectiveness of alternative portfolios of watershed management practices at achieving nitrate and suspended sediment reduction goals in an agricultural basin of the Upper Midwestern United States. Integrating watershed-scale models enabled the inclusion of near-channel management alongside more typical field management and thus directly the comparison of cost-effectiveness across portfolios. The optimization analysis revealed that fluvial wetlands (i.e., wide, slow-flowing, vegetated water bodies within the riverine corridor) are the single-most cost-effective management action to reduce both nitrate and sediment loads and will be essential for meeting moderate to aggressive water quality targets. Although highly cost-effective, wetland construction was costly compared to other practices, and it was not selected in portfolios at low investment levels. Wetland performance was sensitive to placement, emphasizing the importance of watershed scale planning to realize potential benefits of wetland restorations. We conclude that extensive interagency cooperation and coordination at a watershed scale is required to achieve substantial, economically viable improvements in water quality under intensive row crop agricultural production.

Project description:Comparison of the severity, frequency and self-reporting of pollution incidents by water and sewerage companies is made difficult by differences in environmental and operational conditions. In England, the deterioration in pollution incident performance makes it important to investigate common trends that could be addressed to improve pollution management. This study presents the first external analysis of available national pollution incident data, obtained through Environmental Information Regulations 2004 requests to the English Environment Agency. The study aimed to assess and compare the pollution incident performance of water and sewerage companies in England. Results indicated that there were significant variations in numbers of pollution incidents reported and the severity of the impact on the water environment for different asset types (operational property). There were significant positive relationships between the self-reporting percentages and total numbers of reported pollution incidents per 10,000 km sewer length for pumping stations and sewage treatment works. These results indicate that in at least these asset types, an estimated 5% of pollution incidents could go unreported. Pollution events that go unreported can lead to more severe impacts to the water environment, so rapid and consistent reporting of incidents is crucial for limiting damage. The results have significance for the water industry internationally, because the issues presented here are not restricted to England. In the short-term, research should focus on investigating best practice and standardising reporting of pollution incidents, so that an accurate baseline of the number of pollution incidents occurring can be determined.

Project description:("Sources of soil dissolved organic carbon in a mixed agricultural and forested watershed in Rwanda", [6]) This data article presents water extractable organic carbon (WEOC), percolation water dissolved organic carbon (pDOC), and mean antecedent precipitation indices (API) and mean antecedent temperature (MAT) data. The article also presents edaphic properties such soil texture elements, total organic carbon (TOC), total nitrogen (TN), cation exchange capacity (CEC), iron (Fe), and aluminum (Al). Additionally, the article presents topography attributes such including topographic position index (TPI) and curvature. All these data were used to analyze both WEOC and pDOC dynamics in the Rukarara River Watershed (RRW), Rwanda. WEOC and soil properties data were analyzed from sampled 52 soil composites samples collected during from October to December 2016 using 53 × 50 mm rings. Data of pDOC were analyzed from percolation water samples collected using a zero tension lysimeters on various dates during the period from Jun 2015 to Jun 2017. API and MAT data for various antecedent days were calculated on basis of rainfall and air temperature data recorded at three stations within the RRW using respectively tipping bucket rain gauges and sensors installed at three sites located representing the main land use land cover classes within the RRW.

Project description:Evaluating the performance and analyzing the cost drivers of water utilities is of great interest for water regulators and water sector managers. This study uses a quadratic cost function to investigate the existence of economies of scale and scope in the Chilean water and sewerage industry over the period 2010-2017. We also estimate and decompose productivity growth into technical change and scale efficiency change. Technical change is further broken into pure, non-neutral and scale-augmenting technical change. The results indicate that cost savings can be achieved by increases in the scale of production and the separation of water and sewerage services. Productivity progressed favorably throughout the whole period at an annual rate of 8.4%, which was attributed to the scale effect, the adoption of new technologies and a good allocation of resources. Some policy implications are finally discussed based on our findings.

Project description:Wildfires have destroyed multiple residential communities in California in recent years. After fires in 2017 and 2018, high concentrations of benzene and other volatile organic compounds (VOCs) were found in public drinking water systems in fire-affected areas. The sources of the contamination and appropriate remediation have been urgent matters for investigation. This study characterizes target and non-target VOCs and semi volatile organic compounds (SVOCs) in water from a highly contaminated service line after the 2018 Camp Fire (Paradise, CA). Ninety-five organic compounds were identified or tentatively identified in the service line. Laboratory combustion experiments with drinking water pipes made of polyvinyl chloride (PVC), cross-linked polyethylene (PEX) and high-density polyethylene (HDPE) and a review of the literature were used to evaluate potential sources of the detected chemicals. Among the service line contaminants were thirty-two compounds associated with PVC pyrolysis and twenty-eight organic compounds also associated with the pyrolysis of polyethylene. The service line sample also contained fifty-five compounds associated with uncontrolled burning of biomass and waste materials. The findings support hypotheses that wildfires can contaminate drinking water systems both by thermal damage to plastic pipes and intrusion of smoke. Residual chlorine disinfectant in the water system modifies the contaminant distribution observed.

Project description:A recent paradigm shift from purely biophysical towards social-ecological assessment of watersheds has been proposed to understand, monitor, and manipulate the myriad interactions between human well-being and the ecosystem services that watersheds provide. However, large-scale, quantitative studies in this endeavour remain limited. We utilised two newly developed 'big-data' sets-the Index of Watershed Integrity (IWI) and the Human Well-Being Index (HWBI)-to explore the social-ecological condition of watersheds throughout the conterminous U.S., and identified environmental and socio-economic influences on watershed integrity and human well-being. Mean county IWI was highly associated with ecoregion, industry-dependence, and state, in a spatially-explicit regression model (R2 = 0.77, P < 0.001), whereas HWBI was not (R2 = 0.31, P < 0.001). HWBI is likely influenced by factors not explored here, such as governance structure and formal and informal organisations and institutions. 'Win-win' situations in which both IWI and HWBI were above the 75th percentile were observed in much of Utah, Colorado, and New Hampshire, and lessons from governance that has resulted in desirable outcomes might be learnt from here. Eastern Kentucky and West Virginia, along with large parts of the desert southwest, had intact watersheds but low HWBI, representing areas worthy of further investigation of how ecosystem services might be utilised to improve well-being. The Temperate Prairies and Central USA Plains had widespread areas of low IWI but high HWBI, likely a result of historic exploitation of watershed resources to improve well-being, particularly in farming-dependent counties. The lower Mississippi Valley had low IWI and HWBI, which is likely related to historical (temporal) and upstream (spatial) impacts on both watershed integrity and well-being. The results emphasise the importance of considering spatial and temporal trade-offs when utilising the ecosystem services provided by watersheds to improve human well-being.

Project description:Water resources planning requires decision-making about infrastructure development under uncertainty in future regional climate conditions. However, uncertainty in climate change projections will evolve over the 100-year lifetime of a dam as new climate observations become available. Flexible strategies in which infrastructure is proactively designed to be changed in the future have the potential to meet water supply needs without expensive over-building. Evaluating tradeoffs between flexible and traditional static planning approaches requires extension of current paradigms for planning under climate change uncertainty which do not assess opportunities to reduce uncertainty in the future. We develop a new planning framework that assesses the potential to learn about regional climate change over time and therefore evaluates the appropriateness of flexible approaches today. We demonstrate it on a reservoir planning problem in Mombasa, Kenya. This approach identifies opportunities to reliably use incremental approaches, enabling adaptation investments to reach more vulnerable communities with fewer resources.

Project description:Monitoring development indicators has become a central interest of international agencies and countries for tracking progress towards the Millennium Development Goals. In this review, which also provides an introduction to a collection of articles, we describe the methodology used by the United Nations Inter-agency Group for Child Mortality Estimation to track country-specific changes in the key indicator for Millennium Development Goal 4 (MDG 4), the decline of the under-five mortality rate (the probability of dying between birth and age five, also denoted in the literature as U5MR and (5)q(0)). We review how relevant data from civil registration, sample registration, population censuses, and household surveys are compiled and assessed for United Nations member states, and how time series regression models are fitted to all points of acceptable quality to establish the trends in U5MR from which infant and neonatal mortality rates are generally derived. The application of this methodology indicates that, between 1990 and 2010, the global U5MR fell from 88 to 57 deaths per 1,000 live births, and the annual number of under-five deaths fell from 12.0 to 7.6 million. Although the annual rate of reduction in the U5MR accelerated from 1.9% for the period 1990-2000 to 2.5% for the period 2000-2010, it remains well below the 4.4% annual rate of reduction required to achieve the MDG 4 goal of a two-thirds reduction in U5MR from its 1990 value by 2015. Thus, despite progress in reducing child mortality worldwide, and an encouraging increase in the pace of decline over the last two decades, MDG 4 will not be met without greatly increasing efforts to reduce child deaths.
