Project description:Under European Union legislation (Article 32, Regulation (EC) No 396/2005), the EFSA provides an annual report which examines pesticide residue levels in foods on the European market. This report is based on data from the official national control activities carried out by EU Member States, Iceland and Norway and includes a subset of data from the EU-coordinated control programme, which uses a randomised sampling strategy. For 2020, 94.9% of the overall 88,141 samples analysed fell below the maximum residue level (MRL), 5.1% exceeded this level, of which 3.6% were non-compliant, i.e. samples exceeding the MRL after taking the measurement uncertainty into account. For the subset of 12,077 samples analysed as part of the EU-coordinated multiannual control programme, 1.7% exceeded the MRL and 0.9% were non-compliant. To assess acute and chronic risk to consumer health, dietary exposure to pesticide residues was estimated and compared with health-based guidance values. Dietary exposure to pesticides for which health-based guidance values were available is unlikely to pose a risk to EU consumer health. In the rare cases where dietary exposure for a specific pesticide/product combination was calculated to exceed the health-based guidance value, and for those pesticides for which no health-based guidance value could be established, the competent authorities took appropriate and proportionate corrective measures to address potential risks to consumers. Recommendations are proposed to increase the effectiveness of European control systems, thereby continuing to ensure a high level of consumer protection throughout the EU.

For the subset of 11,679 samples analysed as part of the EU-coordinated control programme, 1.4% exceeded the MRL and 0.9% were non-compliant. Table grapes and sweet peppers/bell peppers were among the food products that most frequently exceeded the MRLs. To assess acute and chronic risk to consumer health, dietary exposure to pesticide residues was estimated and compared with health-based guidance values. The findings suggest that the assessed levels for the food commodities analysed are unlikely to pose concern for consumer health. However, a number of recommendations are proposed to increase the efficiency of European control systems (e.g. optimising traceability), thereby continuing to ensure a high level of consumer protection.

Project description:The results of the control activities related to pesticide residues in food carried out in 2013 in the EU Member States, Norway and Iceland (hereafter referred to as reporting countries) are summarised in this report. In total, 80 967 samples of a wide variety of unprocessed raw agricultural commodities and processed food products were analysed for residues of 685 distinct pesticides. A substantial number of samples (8 270) were taken for products from third countries, which are subject to increased import controls under Regulation (EC) No 669/2009. In the framework of the EU-coordinated monitoring programme, which aims to provide statistically representative results for the EU, 11 582 samples of 12 different food commodities were analysed for 209 distinct pesticides. Overall, 97.4 % of the tested food samples fell within the legal limits and 54.6 % of the samples contained no quantifiable residues at all. In general, a higher prevalence of residues exceeding the Maximum Residue Levels (MRL) was observed for products imported from third countries (5.7 % for imported products versus 1.4 % for products produced in reporting countries). The results of the dietary exposure estimations support the conclusion that, in the light of current knowledge, the presence of residues found in the food products covered by the EU-coordinated monitoring programmes was unlikely to have a long-term effect on the health of consumers. The probability of being exposed to pesticide residues in the food products covered by the EU-coordinated programme exceeding the toxicological threshold for short-term exposure that may lead to negative health outcomes was low.

Project description:The latest in this series of annual reports describes in detail the official control activities carried out for pesticide residues by EU Member States, Iceland and Norway in 2017. Under Article 31 of Regulation (EC) No 396/2005, Member States are requested to share the results of their official control activities and other relevant information with the European Commission, EFSA and other Member States. Based on the results provided by the reporting countries, a detailed analysis was performed on the pesticide occurrence data in the relevant food products consumed and the dietary risk related to the exposure of European consumers to pesticide residues was estimated. Overall, 95.9% of the 88,247 samples analysed fell within the legal limits (84,627, samples). In 54.1% of the tested samples, no quantifiable residues were reported (residue levels below the limit of quantification (LOQ)), while 41.8% of the samples analysed contained quantified residues at or below the maximum residue levels (MRLs). The dietary risk assessment indicated that, for the samples analysed, the probability of European citizens being exposed to pesticide residue levels that could lead to negative health outcomes is low. Based on the analysis of the 2017 results, EFSA derived several recommendations to increase the efficiency of the European control systems to ensure a continuing high level of consumer protection.

In 2021, 96.1% of the overall 87,863 samples analysed fell below the maximum residue level (MRL), 3.9% exceeded this level, of which 2.5% were non-compliant, i.e. samples exceeding the MRL after accounting for the measurement uncertainty. For the EU-coordinated multiannual control programme subset, 13,845 samples were analysed of which 2.1% exceeded the MRL and 1.3% were non-compliant. To assess acute and chronic risk to consumer health, dietary exposure to pesticide residues was estimated and compared with available health-based guidance values (HBGVs). A new pilot methodology based on probabilistic assessment was introduced to provide the probability of subjects being expose to an exceedance of the HBGV. Recommendations to risk manager are given to increase the effectiveness of European control systems and to ensure a high level of consumer protection throughout the EU.

The findings on pesticide residues are described for the following categories: products of plant origin, products of animal origin, imported food, organic products and baby food. The acute and chronic dietary risk assessment indicated that the probability of European citizens being exposed to pesticide residue levels that could lead to negative health outcomes was low. Based on the analysis of the 2016 pesticide monitoring results, EFSA derived a number of recommendations to increase the efficiency of the European control systems to ensure a high level of consumer protection.

Project description:BackgroundNeonicotinoids are a class of systemic insecticides widely used on food crops globally. These pesticides may be found in "off-target" food items and persist in the environment. Despite the potential for extensive human exposure, there are limited studies regarding the prevalence of neonicotinoid residues in foods sold and consumed in the United States.MethodsResidue data for seven neonicotinoid pesticides collected between 1999 and 2015 by the US Department of Agriculture's Pesticide Data Program (PDP) were collated and summarized by year across various food commodities, including fruit, vegetable, meat, dairy, grain, honey, and baby food, as well as water to qualitatively describe and examine trends in contamination frequency and residue concentrations.ResultsThe highest detection frequencies (DFs) for neonicotinoids by year on all commodities were generally below 20%. Average DFs over the entire study period, 1999-2015, for domestic and imported commodities were similar at 4.5%. For all the samples (both domestic and imported) imidacloprid was the neonicotinoid with the highest overall detection frequency at 12.0%. However, higher DFs were observed for specific food commodity-neonicotinoid combinations such as: cherries (45.9%), apples (29.5%), pears (24.1%) and strawberries (21.3%) for acetamiprid; and cauliflower (57.5%), celery (20.9%), cherries (26.3%), cilantro (30.6%), grapes (28.9%), collard greens (24.9%), kale (31.4%), lettuce (45.6%), potatoes (31.2%) and spinach (38.7%) for imidacloprid. Neonicotinoids were also detected in organic commodities, (DF < 6%). Individual commodities with at least 5% of samples testing positive for two or more neonicotinoids included apples, celery, and cherries. Generally, neonicotinoid residues on food commodities did not exceed US Environmental Protection Agency tolerance levels. Increases in detection trends for both finished and untreated water samples for imidacloprid were observed from 2004 to 2011.ConclusionsAnalysis of PDP data indicates that low levels of neonicotinoids are present in commonly-consumed fruits and vegetables sold in the US. Trends in detection frequencies suggest an increase in use of acetamiprid, clothianidin and thiamethoxam as replacements for imidacloprid. Given these findings, more extensive surveillance of the food and water supply is warranted, as well as biomonitoring studies and assessment of cumulative daily intake in high risk groups, including pregnant women and infants.

Project description:Due to concerns over negative impacts on insect pollinators, the European Union has implemented a moratorium on the use of three neonicotinoid pesticide seed dressings for mass-flowering crops. We assessed the effectiveness of this policy in reducing the exposure risk to honeybees by collecting 130 samples of honey from bee keepers across the UK before (2014: N = 21) and after the moratorium was in effect (2015: N = 109). Neonicotinoids were present in about half of the honey samples taken before the moratorium, and they were present in over a fifth of honey samples following the moratorium. Clothianidin was the most frequently detected neonicotinoid. Neonicotinoid concentrations declined from May to September in the year following the ban. However, the majority of post-moratorium neonicotinoid residues were from honey harvested early in the year, coinciding with oilseed rape flowering. Neonicotinoid concentrations were correlated with the area of oilseed rape surrounding the hive location. These results suggest mass flowering crops may contain neonicotinoid residues where they have been grown on soils contaminated by previously seed treated crops. This may include winter seed treatments applied to cereals that are currently exempt from EU restrictions. Although concentrations of neonicotinoids were low (<2.0 ng g-1), and posed no risk to human health, they may represent a continued risk to honeybees through long-term chronic exposure.

Project description:This report of the European Food Safety Authority and the European Centre for Disease Prevention and Control presents the results of zoonoses monitoring and surveillance activities carried out in 2021 in 27 MSs, the United Kingdom (Northern Ireland) and nine non-MSs. Key statistics on zoonoses and zoonotic agents in humans, food, animals and feed are provided and interpreted historically. In 2021, the first and second most reported zoonoses in humans were campylobacteriosis and salmonellosis, respectively. Cases of campylobacteriosis and salmonellosis increased in comparison with 2020, but decreased compared with previous years. In 2021, data collection and analysis at the EU level were still impacted by the COVID-19 pandemic and the control measures adopted in the MSs, including partial or total lockdowns. Sixteen MSs and the United Kingdom (Northern Ireland) achieved all the established targets in poultry populations for reduction in Salmonella prevalence for the relevant serovars. Salmonella samples from carcases of various animal species and samples for Campylobacter quantification from broiler carcases were more frequently positive when performed by the competent authorities than when own-checks were conducted. Yersiniosis was the third most reported zoonosis in humans, followed by Shiga toxin-producing Escherichia coli (STEC) and Listeria monocytogenes infections. L. monocytogenes and West Nile virus infections were the most severe zoonotic diseases, with the most hospitalisations and highest case fatality rates. Overall, MSs reported more foodborne outbreaks and cases in 2021 than in 2020. S. Enteritidis remained the most frequently reported causative agent for foodborne outbreaks. Salmonella in 'eggs and egg products' and in 'mixed foods' were the agent/food pairs of most concern. Outbreaks linked to 'vegetables and juices and products thereof' rose considerably compared with previous years. This report also provides updates on brucellosis, Coxiella burnetii (Q fever), echinococcosis, rabies, toxoplasmosis, trichinellosis, tuberculosis due to Mycobacterium bovis or M. caprae, and tularaemia.
