Project description:China's 13th Five-Year Plan, launched in March 2016, provides a sound policy platform for the protection of marine ecosystems and the restoration of capture fisheries within China's exclusive economic zone. What distinguishes China among many other countries striving for marine fisheries reform is its size-accounting for almost one-fifth of global catch volume-and the unique cultural context of its economic and resource management. In this paper, we trace the history of Chinese government priorities, policies, and outcomes related to marine fisheries since the 1978 Economic Reform, and examine how the current leadership's agenda for "ecological civilization" could successfully transform marine resource management in the coming years. We show how China, like many other countries, has experienced a decline in the average trophic level of its capture fisheries during the past few decades, and how its policy design, implementation, and enforcement have influenced the status of its wild fish stocks. To reverse the trend in declining fish stocks, the government is introducing a series of new programs for sustainable fisheries and aquaculture, with greater traceability and accountability in marine resource management and area controls on coastal development. As impressive as these new plans are on paper, we conclude that serious institutional reforms will be needed to achieve a true paradigm shift in marine fisheries management in China. In particular, we recommend new institutions for science-based fisheries management, secure fishing access, policy consistency across provinces, educational programs for fisheries managers, and increasing public access to scientific data.

Project description:This article contains data on subsidies provided to the fisheries sector by maritime countries. The dataset is the culmination of extensive data collection efforts using peer-reviewed and grey literature, national budgets, online databases, websites and other relevant sources (e.g. OECD, World Bank and WTO), in order to estimate the scope and magnitude of global fisheries subsidies. For subsidies where we found evidence of expenditure by a country, we record the total amount alongside the source references and refer to these as 'reported' data. Where evidence is found that a country provides a subsidy but no amount reported, we estimate using various approaches and refer to these as 'modeled' data. Where evidence exists that no subsidy is provided by a country we refer to these null values as 'not found evidence of subsidy'. All amounts were converted to constant 2018 USD using 2017 exchange rates and annual Consumer Price Index averages. The final dataset of 'reported', 'modeled' and 'not found' subsidies for 2018 consists of 13 subsidy types across 152 maritime countries. The dataset, first developed in the early 2000s, now forms part of the global fisheries management infrastructure and is a central tool used by WTO negotiators. The data we provide may be used to support local, regional and global fisheries management decision-making and may have further uses when analysed in combination with other fisheries related data. Interpretation of these data can be found in the associated research article titled "Updated estimates and analysis of global fisheries subsidies" [1].

Project description:The utility of marine protected areas (MPAs) as a means of protecting exploited species and conserving biodiversity within MPA boundaries is supported by strong empirical evidence. However, the potential contribution of MPAs to fished populations beyond their boundaries is still highly controversial; empirical measures are scarce and modelling studies have produced a range of predictions, including both positive and negative effects. Using a combination of genetic parentage and relatedness analysis, we measured larval subsidies to local fisheries replenishment for Australasian snapper (Chrysophrys auratus: Sparidae) from a small (5.2 km2), well-established, temperate, coastal MPA in northern New Zealand. Adult snapper within the MPA contributed an estimated 10.6% (95% CI: 5.5-18.1%) of newly settled juveniles to surrounding areas (approx. 400 km2), with no decreasing trend in contributions up to 40 km away. Biophysical modelling of larval dispersal matched experimental data, showing larvae produced inside the MPA dispersed over a comparable distance. These results demonstrate that temperate MPAs have the potential to provide recruitment subsidies at magnitudes and spatial scales relevant to fisheries management. The validated biophysical model provides a cost-efficient opportunity to generalize these findings to other locations and climate conditions, and potentially informs the design of MPA networks for enhancing fisheries management.

Project description:Climate change is driving shifts in the abundance and distribution of marine fish and invertebrates and is having direct and indirect impacts on seafood catches and fishing communities, exacerbating the already negative effects of unsustainably high fishing pressure that exist for some stocks. Although the majority of fisheries in the world are managed at the national or local scale, most existing approaches to assessing climate impacts on fisheries have been developed on a global scale. It is often difficult to translate from the global to regional and local settings because of limited relevant data. To address the need for fisheries management entities to identify those fisheries with the greatest potential for climate change impacts, we present an approach for estimating expected climate change-driven impacts on the productivity and spatial range of fisheries at the regional scale in a data-poor context. We use a set of representative Mexican fisheries as test cases. To assess the implications of climate impacts, we compare biomass, harvest, and profit outcomes from a bioeconomic model under contrasting management policies and with and without climate change. Overall results show that climate change is estimated to negatively affect nearly every fishery in our study. However, the results indicate that overfishing is a greater threat than climate change for these fisheries, hence fixing current management challenges has a greater upside than the projected future costs of moderate levels of climate change. Additionally, this study provides meaningful first approximations of potential effects of both climate change and management reform in Mexican fisheries. Using the climate impact estimations and model outputs, we identify high priority stocks, fleets, and regions for policy reform in Mexico in the face of climate change. This approach can be applied in other data-poor circumstances to focus future research and policy reform efforts on stocks now subject to additional stress due to climate change. Considering their growing relevance as a critical source of protein and micronutrients to nourish our growing population, it is urgent for regions to develop sound fishery management policies in the short-term as they are the most important intervention to mitigate the adverse effects of climate change on marine fisheries.

Project description:Rebuilding depleted fish stocks is an international policy goal and a 2020 Aichi target under the Convention on Biological Diversity. However, stock productivity may shift with future climate change, with unknown consequences for sustainable harvesting, biomass targets and recovery timelines. Here we develop a stochastic modelling framework to characterize variability in the intrinsic productivity parameter (r) and carrying capacity (K) for 276 global fish stocks worldwide. We use models of dynamic stock productivity fitted via Bayesian inference to forecast rebuilding timelines for depleted stocks. In scenarios without fishing, recovery probabilities are reduced by 19%, on average, relative to models assuming static productivity. Fishing at 90% of the maximum sustainable rate depresses recovery probabilities by 42%, on average, relative to static models. This work reveals how a changing environmental context can delay the rebuilding of depleted fish stocks, and provides a framework to account for the potential impacts of environmental change on the productivity of wildlife populations more broadly.

Project description:The lack of effective governance is a major concern in small-scale fisheries. The implementation of governance that encompasses the three pillars of sustainability (social, economic, and ecological) is still a worldwide challenge. We examined nine stalked barnacle fisheries (Pollicipes pollicipes) across Southwest Europe to better understand the relationship between governance elements and sustainability. Our results show that nested spatial scales of management, the access structure, co-management, and fisher's participation in monitoring and surveillance promote sustainability. However, it is not the mere presence of these elements but their level of implementation that drives sustainability. Efforts should be placed in the accomplishment of a minimum combination of local scales of management, access rights through individual quotas, instructive-consultative co-management and functional participation. Surpassing this threshold in future governance structures will start to adequately promote social, economic and ecologically sustainability in small-scale fisheries.

Project description:BackgroundThis study examines the impact of subsidies on the profitability and ecological stability of the North Sea fisheries over the past 20 years. It shows the negative impact that subsidies can have on both the biomass of important fish species and the possible profit from fisheries. The study includes subsidies in an ecosystem model of the North Sea and examines the possible effects of eliminating fishery subsidies.Methodology/principal findingsHindcast analysis between 1991 and 2003 indicates that subsidies reduced the profitability of the fishery even though gross revenue might have been high for specific fisheries sectors. Simulations seeking to maximise the total revenue between 2004 and 2010 suggest that this can be achieved by increasing the effort of Nephrops trawlers, beam trawlers, and the pelagic trawl-and-seine fleet, while reducing the effort of demersal trawlers. Simulations show that ecological stability can be realised by reducing the effort of the beam trawlers, Nephrops trawlers, pelagic- and demersal trawl-and-seine fleets. This analysis also shows that when subsidies are included, effort will always be higher for all fleets, because it effectively reduces the cost of fishing.Conclusions/significanceThe study found that while removing subsidies might reduce the total catch and revenue, it increases the overall profitability of the fishery and the total biomass of commercially important species. For example, cod, haddock, herring and plaice biomass increased over the simulation when optimising for profit, and when optimising for ecological stability, the biomass for cod, plaice and sole also increased. When subsidies are eliminated, the study shows that rather than forcing those involved in the fishery into the red, fisheries become more profitable, despite a decrease in total revenue due to a loss of subsidies from the government.

Project description:The European Commission launched the Coronavirus Response Investment Initiatives in March 2020, which aimed to help European economic actors, including the fishing sector, to cope with the COVID-19 crisis. This initiative was translated into French law in April 2020, through a decree laying down conditions for obtaining temporary cessation subsidies. Here, we demonstrate that, in stark contradiction with the European Union's international commitments and binding objectives, France allocated this fund in a way that mostly benefited large-scale, high-impact fisheries. In particular, we show that seven companies/groups received 28.5% of all subsidies, for only 53 vessels, i.e. 0.8% of the French fleet. We also show that vessels smaller than 12 m and operating lower impact, 'passive' gears only accounted for 8.7% of subsidies although they account for 74.5% of the French fleet. In contrast, vessels larger than 12 m (and up to 89.4 m) and operating higher impact, 'active' gears captured 70.5% of all subsidies, although they only account for 10.7% of the fleet. These results support the fact that despite celebrated commitments and objectives aiming to support low impact, coastal communities and to rebuild thriving marine ecosystems - including during the COVID-19 crisis - a key fishing state such as France keeps implementing policies that are tailored by and for the most powerful companies and impactful fishing practices.

Project description:Sustainability-maintaining catches within the historical range of socially and ecologically acceptable values-is key to fisheries success. Climate change may rapidly threaten sustainability, and recognizing these instances is important for effective climate adaptation. Here, we present one approach for evaluating changing sustainability under a changing climate. We use Bayesian regression models to compare fish population processes under historical climate norms and emerging anthropogenic extremes. To define anthropogenic extremes we use the Fraction of Attributable Risk (FAR), which estimates the proportion of risk for extreme ocean temperatures that can be attributed to human influence. We illustrate our approach with estimates of recruitment (production of young fish, a key determinant of sustainability) for two exploited fishes (Pacific cod Gadus macrocephalus and walleye pollock G. chalcogrammus) in a rapidly warming ecosystem, the Gulf of Alaska. We show that recruitment distributions for both species have shifted towards zero during anthropogenic climate extremes. Predictions based on the projected incidence of anthropogenic temperature extremes indicate that expected recruitment, and therefore fisheries sustainability, is markedly lower in the current climate than during recent decades. Using FAR to analyze changing population processes may help fisheries managers and stakeholders to recognize situations when historical sustainability expectations should be reevaluated.

Project description:OBJECTIVE: To assess accessibility and affordability of health care in eight countries of the former Soviet Union. DATA SOURCES/STUDY SETTING: Primary data collection conducted in 2010 in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Moldova, Russia, and Ukraine. STUDY DESIGN: Cross-sectional household survey using multistage stratified random sampling. DATA COLLECTION/EXTRACTION METHODS: Data were collected using standardized questionnaires with subjects aged 18+ on demographic, socioeconomic, and health care access characteristics. Descriptive and multivariate regression analyses were used. PRINCIPAL FINDINGS: Almost half of respondents who had a health problem in the previous month which they viewed as needing care had not sought care. Respondents significantly less likely to seek care included those living in Armenia, Georgia, or Ukraine, in rural areas, aged 35-49, with a poor household economic situation, and high alcohol consumption. Cost was most often cited as the reason for not seeking health care. Most respondents who did obtain care made out-of-pocket payments, with median amounts varying from $13 in Belarus to $100 in Azerbaijan. CONCLUSIONS: Access to health care and within-country inequalities appear to have improved over the past decade. However, considerable problems remain, including out-of-pocket payments and unaffordability despite efforts to improve financial protection.
