Project description:Subsidies are widely criticized in fisheries management for promoting global fishing capacity growth and overharvesting. Scientists worldwide have thus called for a ban on "harmful" subsidies that artificially increase fishing profits, resulting in the recent agreement among members of the World Trade Organization to eliminate such subsidies. The argument for banning harmful subsidies relies on the assumption that fishing will be unprofitable after eliminating subsidies, incentivizing some fishermen to exit and others to refrain from entering. These arguments follow from open-access governance regimes where entry has driven profits to zero. Yet many modern-day fisheries are conducted under limited-access regimes that limit capacity and maintain economic profits, even without subsidies. In these settings, subsidy removal will reduce profits but perhaps without any discernable effect on capacity. Importantly, until now, there have been no empirical studies of subsidy reductions to inform us about their likely quantitative impacts. In this paper, we evaluate a policy reform that reduced fisheries subsidies in China. We find that China's subsidy reductions accelerated the rate at which fishermen retired their vessels, resulting in reduced fleet capacity, particularly among older and smaller vessels. Notably, the reduction of harmful subsidies was only partly responsible for reducing fleet capacity; an increase in vessel retirement subsidies was also a necessary driver of capacity reduction. Our study demonstrates that the efficacy of removing harmful subsidies depends on the policy environment in which removals occur.

Project description:This article contains data on subsidies provided to the fisheries sector by maritime countries. The dataset is the culmination of extensive data collection efforts using peer-reviewed and grey literature, national budgets, online databases, websites and other relevant sources (e.g. OECD, World Bank and WTO), in order to estimate the scope and magnitude of global fisheries subsidies. For subsidies where we found evidence of expenditure by a country, we record the total amount alongside the source references and refer to these as 'reported' data. Where evidence is found that a country provides a subsidy but no amount reported, we estimate using various approaches and refer to these as 'modeled' data. Where evidence exists that no subsidy is provided by a country we refer to these null values as 'not found evidence of subsidy'. All amounts were converted to constant 2018 USD using 2017 exchange rates and annual Consumer Price Index averages. The final dataset of 'reported', 'modeled' and 'not found' subsidies for 2018 consists of 13 subsidy types across 152 maritime countries. The dataset, first developed in the early 2000s, now forms part of the global fisheries management infrastructure and is a central tool used by WTO negotiators. The data we provide may be used to support local, regional and global fisheries management decision-making and may have further uses when analysed in combination with other fisheries related data. Interpretation of these data can be found in the associated research article titled "Updated estimates and analysis of global fisheries subsidies" [1].

Project description:The utility of marine protected areas (MPAs) as a means of protecting exploited species and conserving biodiversity within MPA boundaries is supported by strong empirical evidence. However, the potential contribution of MPAs to fished populations beyond their boundaries is still highly controversial; empirical measures are scarce and modelling studies have produced a range of predictions, including both positive and negative effects. Using a combination of genetic parentage and relatedness analysis, we measured larval subsidies to local fisheries replenishment for Australasian snapper (Chrysophrys auratus: Sparidae) from a small (5.2 km2), well-established, temperate, coastal MPA in northern New Zealand. Adult snapper within the MPA contributed an estimated 10.6% (95% CI: 5.5-18.1%) of newly settled juveniles to surrounding areas (approx. 400 km2), with no decreasing trend in contributions up to 40 km away. Biophysical modelling of larval dispersal matched experimental data, showing larvae produced inside the MPA dispersed over a comparable distance. These results demonstrate that temperate MPAs have the potential to provide recruitment subsidies at magnitudes and spatial scales relevant to fisheries management. The validated biophysical model provides a cost-efficient opportunity to generalize these findings to other locations and climate conditions, and potentially informs the design of MPA networks for enhancing fisheries management.

Project description:An integrated ecosystem model including fishing and the impact of rising temperatures, relative to species' thermal ranges, was used to assess the cumulative effect of future climate change and sustainable levels of fishing pressure on selected target species. Historically, important stocks of cod and whiting showed declining trends caused by high fisheries exploitation and strong top-down control by their main predators (grey seals and saithe). In a no-change climate scenario these stocks recovered under sustainable management scenarios due to the cumulative effect of reduced fishing and predation mortalities cascading through the food-web. However, rising temperature jeopardised boreal stenothermal species: causing severe declines in grey seals, cod, herring and haddock, while eurythermal species were not affected. The positive effect of a higher optimum temperature for whiting, in parallel with declines of its predators such as seals and cod, resulted in a strong increase for this stock under rising temperature scenarios, indicating a possible change in the contribution of stocks to the overall catch by the end of the century. These results highlight the importance of including environmental change in the ecosystem approach to achieve sustainable fisheries management.

Project description:Small-scale fisheries are an important livelihood and primary protein source for coastal communities in many of the poorest regions in the world, yet many are overfished and thus require effective and scalable management solutions. Positive ecological and socioeconomic responses to management typically lag behind immediate costs borne by fishers from fishing pressure reductions necessary for fisheries recovery. These short-term costs challenge the long-term success of these interventions. However, social marketing may increase perceptions of management benefits before ecological and socioeconomic benefits are fully realized, driving new social norms and ultimately long-term sustainable behavior change. By conducting underwater visual surveys to quantify ecological conditions and by conducting household surveys with community members to quantify their perceptions of management support and socioeconomic conditions, we assessed the impact of a standardized small-scale fisheries management intervention that was implemented across 41 sites in Brazil, Indonesia, and the Philippines. The intervention combines TURF reserves (community-based territorial use rights for fishing coupled with no-take marine reserves) with locally tailored social-marketing behavior change campaigns. Leveraging data across 22 indicators and 4 survey types, along with data from 3 control sites, we found that ecological and socioeconomic impacts varied and that communities supported the intervention and were already changing their fishing practices. These results suggest that communities were developing new social norms and fishing more sustainably before long-term ecological and socioeconomic benefits of fisheries management materialized.

Project description:Sustainably managing fisheries requires regular and reliable evaluation of stock status. However, most multispecies reef fisheries around the globe tend to lack research and monitoring capacity, preventing the estimation of sustainable reference points against which stocks can be assessed. Here, combining fish biomass data for >2000 coral reefs, we estimate site-specific sustainable reference points for coral reef fisheries and use these and available catch estimates to assess the status of global coral reef fish stocks. We reveal that >50% of sites and jurisdictions with available information have stocks of conservation concern, having failed at least one fisheries sustainability benchmark. We quantify the trade-offs between biodiversity, fish length, and ecosystem functions relative to key benchmarks and highlight the ecological benefits of increasing sustainability. Our approach yields multispecies sustainable reference points for coral reef fisheries using environmental conditions, a promising means for enhancing the sustainability of the world's coral reef fisheries.

Project description:There is considerable variability in the status of fish populations around the world and a poor understanding of how specific management characteristics affect populations. Overfishing is a major problem in many fisheries, but in some regions the recent tendency has been to exploit stocks at levels below their maximum sustainable yield. In Western North American groundfish fisheries, the status of individual stocks and management systems among regions are highly variable. In this paper, we show the current status of groundfish stocks from Alaska, British Columbia, and the U.S. West Coast, and quantify the influence on stock status of six management tactics often hypothesized to affect groundfish. These tactics are: the use of harvest control rules with estimated biological reference points; seasonal closures; marine reserves; bycatch constraints; individual quotas (i.e., 'catch shares'); and gear type. Despite the high commercial value of many groundfish and consequent incentives for maintaining stocks at their most productive levels, most stocks were managed extremely conservatively, with current exploitation rates at only 40% of management targets and biomass 33% above target biomass on average. Catches rarely exceeded TACs but on occasion were far below TACs (mean catch:TAC ratio of 57%); approximately $150 million of potential landed value was foregone annually by underutilizing TACs. The use of individual quotas, marine reserves, and harvest control rules with estimated limit reference points had little overall effect on stock status. More valuable fisheries were maintained closer to management targets and were less variable over time than stocks with lower catches or ex-vessel prices. Together these results suggest there is no single effective management measure for meeting conservation objectives; if scientifically established quotas are set and enforced, a variety of means can be used to ensure that exploitation rates and biomass levels are near to or more conservative than management targets.

Project description:The World Trade Organization (WTO) is in the final stages of negotiating an agreement to prohibit harmful fisheries subsidies, thereby achieving UN Sustainable Development Goal (SDG) 14.6. An effective agreement should be viewed as an opportunity for nations to proactively transition towards sustainable and equitable fisheries and pave the path for other SDGs. Supporting fishers does not require harmful subsidies, and we provide evidence-based options for reform that highlight equity needs while reducing environmental harm. Subsidy reforms need clear goals, co-design, transparency, and fair implementation. An agreement on SDG 14.6 could be a turning point for the oceans and for the well-being of those that depend on the oceans for livelihoods and nutrition. Responsible seafood production will require international cooperation not only at WTO, but among governments, fisher organizations, civil society, and the wider public.

Project description:BackgroundThis study examines the impact of subsidies on the profitability and ecological stability of the North Sea fisheries over the past 20 years. It shows the negative impact that subsidies can have on both the biomass of important fish species and the possible profit from fisheries. The study includes subsidies in an ecosystem model of the North Sea and examines the possible effects of eliminating fishery subsidies.Methodology/principal findingsHindcast analysis between 1991 and 2003 indicates that subsidies reduced the profitability of the fishery even though gross revenue might have been high for specific fisheries sectors. Simulations seeking to maximise the total revenue between 2004 and 2010 suggest that this can be achieved by increasing the effort of Nephrops trawlers, beam trawlers, and the pelagic trawl-and-seine fleet, while reducing the effort of demersal trawlers. Simulations show that ecological stability can be realised by reducing the effort of the beam trawlers, Nephrops trawlers, pelagic- and demersal trawl-and-seine fleets. This analysis also shows that when subsidies are included, effort will always be higher for all fleets, because it effectively reduces the cost of fishing.Conclusions/significanceThe study found that while removing subsidies might reduce the total catch and revenue, it increases the overall profitability of the fishery and the total biomass of commercially important species. For example, cod, haddock, herring and plaice biomass increased over the simulation when optimising for profit, and when optimising for ecological stability, the biomass for cod, plaice and sole also increased. When subsidies are eliminated, the study shows that rather than forcing those involved in the fishery into the red, fisheries become more profitable, despite a decrease in total revenue due to a loss of subsidies from the government.

Project description:The Common Agricultural Policy (CAP) is the guiding policy for agriculture and the largest single budget item in the European Union (EU). Agriculture is essential to meet the Sustainable Development Goals (SDGs), but the CAP's contribution to do so is uncertain. We analyzed the distribution of €59.4 billion of 2015 CAP payments and show that current CAP spending exacerbates income inequality within agriculture, while little funding supports climate-friendly and biodiverse farming regions. More than €24 billion of 2015 CAP direct payments went to regions where average farm incomes are already above the EU median income. A further €2.5 billion in rural development payments went to primarily urban areas. Effective monitoring indicators are also missing. We recommend redirecting and better monitoring CAP payments toward achieving the environmental, sustainability, and rural development goals stated in the CAP's new objectives, which would support the SDGs, the European Green Deal, and green COVID-19 recovery.
