Sustainable financing for municipal solid waste management in Nepal.

ABSTRACT: Financing municipal solid waste (MSW) services is one of the key challenges faced by cities in developing countries. This study used plastic waste, a constituent of MSW, to explore the possibility of generating revenue for financing MSW management in the municipalities of Nepal. The results of this study suggest that plastic material recovery could generate revenue, which is equivalent to 1.38 times of the plastic-waste-related management cost when collection efficiency reaches 66.7%. An increase in 1% of recovery rate and collection efficiency could cover an additional 4.64% and 2.06% of the costs of managing plastic waste, respectively. In addition, an increase in tax on imported plastic materials could also motivate recovery of plastic waste for recycle and reuse. An additional 1% tax on plastic imports would be sufficient to cover plastic-related waste management when plastic waste recovery and collection efficiency rates are low. This plastic recovery- revenue exercise could be expanded to other materials such as paper and metal to fully understand the possibility of sustainable financing of MSW management and reducing environmental harm in developing countries like Nepal.

Project description:Municipal Solid Waste (MSW) management has been a long-standing problem for many cities in developing countries. Urbanization, population growth, and excessive demand for resources caused significant waste related environmental and socio-economic problems in cities. Integration of policy decisions with actionable targets and management of economic and environmental extremes were common challenges to achieving sustainable waste management strategy. Circular economy is a concept that has been evolved with sustainable resource management perspective adopted in this study to support scientific decision-making process for urban planners and policymakers. Life Cycle Assessment (LCA) is a framework to assess the environmental impacts of waste life cycle ranging from waste generation, transportation, treatment, and end disposal. This study used the LCA framework to evaluate the impact of MSW management of a selected local authority in Colombo, Sri Lanka, to identify the environmental impact of four (04) proposed scenarios in comparison with the Business-As-Usual (BAU) scenario. Environmental impacts were calculated using global warming potential in terms of greenhouse gas emissions and short-lived climate pollutants. The results revealed that management of MSW within the local authority boundary by integrating recycling, incineration, and sanitary landfill (3:8:1 ratio) offered the highest positive impacts (- 121.84 kg of CO2 eq./ton) while BAU scenario caused the highest negative impacts (250.97 kg of CO2 eq./ton) in comparison with selected scenarios. Moreover, incineration, sanitary landfill, recycling, and anaerobic digestion contributed to emission savings and energy generation. LCA framework was used to identify the composition of MSW for suitable technologies as well as to evaluate the efficiency of existing management mechanisms within a local authority. Evaluation was used to understand the holistic picture of multiple management options to support policymakers in the decision-making process. Project description:Landfilling should be the last option in an integrated Municipal Solid Waste (MSW) management approach. In the European Union (EU), the policy framework to protect the environment and the public health against the impact of health hazards related to urban solid waste management has been consistently implemented in recent decades. A growing interest in the negative impact of fires in waste landfills on the environment and people's health was reported in some European countries. In Italy, an increasing occurrence of arsons in MSW and landfills has been reported in recent years. During the summer of 2012, a multi-site arson occurred in the Palermo Municipal solid waste landfill of Bellolampo (western Sicily), giving rise to an environmental emergency of public health concern. Local health authorities reacted by creating an inter-institutional multidisciplinary task force with the aim to implement measures to prevent and control the risk of exposure by delimiting a protection area to be taken under strict monitoring. Environmental and epidemiological investigations were put in place by air, soil, and farm product sampling. A syndromic surveillance of the exposed population was conducted as well. The air monitoring stations system in place detected an increase in the concentrations of dioxins and dioxin-like substances with the PM10 highest emission pick documented within the first 24 h and estimated at about 60 ?g/m3. Levels of heavy metals above the limits permitted by law were detected in the top- and sub-soil samples collected within the two landfill sampling sites and also in other nearby sites. Non-conforming concentration values of dioxins and dioxin-like substances were detected in samples taken from farms, milk, and water. The health syndromic surveillance did not document any daily increase in the notification of emergency admissions related to acute respiratory diseases or any other health effect potentially related to the waste arson, but these findings were limited by the non-systematic collection of data. The experience reported in the present case report, as declined within the European Union policy framework and in the view of environmental justice, documented the need to structure a permanent collaboration between the different institutional actors involved in environmental and public health protection activities in order to develop specific protocols to manage events related to the occurrence of waste-related environmental emergencies or disasters.
