Project description:This study investigated the relationship between sustainable development and crude oil revenue (COR) in selected oil-producing African countries from 1992-2017 using the Pooled Mean Group (PMG) estimators on panel autoregressive distributed lag model (ARDL). Sustainable development was measured with the Human Development Index (HDI). This study was significant for Africa to break away from fiscal over-dependence on natural resource revenue, especially crude oil due to its high volatility and to correct porous institutional outlook. The a priori expectation is that crude oil revenue will tank so much that many countries will record negative positions and might not be to meet fiscal demands in the long run if the situation is protracted. Empirical results revealed that there was no long-term relationship between COR and sustainable development. In other words, the results suggest that any changes to COR have a potential negative effect on sustainable development in the selected countries. This implies over-reliance on COR will impact the economies negatively in the long run. This finding, therefore, requires an immediate fiscal intervention on spending on sustainable development drivers such as education, health, agriculture cum adoption diversification policy, and veritable supply-side policies that could avert the possibility of these negative effects and to correct traits of ineffective public institution. The absence of such policy interventions in these countries seems to be related to ineffective public institution and bad governance, culminating from poor, ineffective, and inefficient implementation.

Project description:Public policies are designed to have an impact on particular societies, yet policy-oriented computer models and simulations often focus more on articulating the policies to be applied than on realistically rendering the cultural dynamics of the target society. This approach can lead to policy assessments that ignore crucial social contextual factors. For example, by leaving out distinctive moral and normative dimensions of cultural contexts in artificial societies, estimations of downstream policy effectiveness fail to account for dynamics that are fundamental in human life and central to many public policy challenges. In this paper, we supply evidence that incorporating morally salient dimensions of a culture is critically important for producing relevant and accurate evaluations of social policy when using multi-agent artificial intelligence models and simulations.

Project description:Concepts of 464 university freshmen towards Environmental Education (EE) and Education for Sustainable Development (ESD) were analyzed. Responses were classified into seven main categories: 'ecological aspects', 'ecological problems', 'economical aspects', 'social aspects', 'environmental attitudes', 'environmental behavior' and 'education'. Analyses of sustainability concepts show a large discrepancy between EE and ESD, whereby the latter includes an additional sub-group: 'the next generation aspect'. Labeling individual sources of EE in a retrospective assessment identified the family as the most important source of knowledge, followed by media, school and outreach. Further differences were detected between students' self-perception and their ideal conception of environmental behavior, by using the scale Inclusion of Nature in Self (INS). Only some EE statements produced higher (unfulfilled) expectations 'economic aspects', 'environmental behavior' and 'ecological problems'. In contrast fewer (unfulfilled) expectations were observed in the categories of 'education' and 'ecological aspects'.

Project description:This paper constructs the 6E evaluation index system, a comprehensive index including the dimensions of economy, effectiveness, efficiency, equity, earnings and equality, to measure the sustainable higher education development of the 31 provincial regions of China by utilizing the information entropy weight-TOPSIS method. This paper then makes a spatial and temporal analysis of the coupling coordination relationship among the dimensions of sustainable higher education development by using the coupling coordination model. In addition, this paper proposes specific and applicable countermeasures for sustainable higher education development. The results show that the comprehensive degrees of sustainable higher education development in most regions are not high, and the coastal regions and the Central-south China regions have higher grades; in addition, for most regions, the coupling coordination degrees mainly remain stable, with mild growth in the respective classifications, and the gap between the west and other regions is declining. The improved method is applicable to measure the sustainable development of higher education and to propose detailed and appropriate suggestions for further development.

Project description:In 2015, the United Nations established the Agenda 2030 for sustainable development, addressing the major challenges the world faces and introducing the 17 Sustainable Development Goals (SDGs). How are countries performing in their challenge toward sustainable development? We address this question by treating countries and Goals as a complex bipartite network. While network science has been used to unveil the interconnections among the Goals, it has been poorly exploited to rank countries for their achievements. In this work, we show that the network representation of the countries-SDGs relations as a bipartite system allows one to recover aggregate scores of countries' capacity to cope with SDGs as the solutions of a network's centrality exercise. While the Goals are all equally important by definition, interesting differences self-emerge when non-standard centrality metrics, borrowed from economic complexity, are adopted. Innovation and Climate Action stand as contrasting Goals to be accomplished, with countries facing the well-known trade-offs between economic and environmental issues even in addressing the Agenda. In conclusion, the complexity of countries' paths toward sustainable development cannot be fully understood by resorting to a single, multipurpose ranking indicator, while multi-variable analyses shed new light on the present and future of sustainable development.

Project description:This study's objective is to examine how ASEAN countries reported their environment-related policies for the Sustainable Development Goals (SDGs) in their Voluntary National Reviews (VNRs), and a dataset of their environmental policies was developed. This is a necessary first step in analyzing the reasons for insufficient progress on the environmental dimension of the SDGs, since policies are key means of implementation. Previous studies of SDG progress and VNRs examined many aspects such as achievement levels, indicators, data, governance, and VNR preparation procedures, but surprisingly, there has been little discussion of countries' actual policy efforts. Progress on the SDGs' environmental dimensions is widely considered insufficient, including in Asia. This study showed that insufficient progress on the environmental dimension of the SDGs is not due to a lack of environmental policies or a lower prioritization of policies for environmental SDG targets. ASEAN countries included almost 600 concrete environment-related policies in their VNRs, widely distributed among most SDGs, accounting for about 40 percent of their total reported SDG-related policies. The number of environmental policies was not closely related to GDP, GDP per capita, or VNR date. Many policies appeared substantial, including national action plans, strategies, laws, and regulations, not just small projects or programs. However, some major existing environmental policies, for example on air pollution, were usually not included in the VNRs. Further research is needed to explore other possible factors such as insufficient policy implementation or effectiveness, which this study could not examine. This study's environmental policy dataset provides the necessary baseline for future research on policy implementation and effectiveness, especially to help future studies identify ASEAN countries' environmental policies in specific areas such as climate, energy, or water. Project description:BackgroundThe human resources for health crisis has highlighted the need for high-level public health education to add specific capacities to the workforce. Recently, it was questioned whether Master of Public Health (MPH) training prepared graduates with competencies relevant to low- and middle-income countries (LMICs). This study aims to examine the influence of the MPH programs geared towards LMICs offered in Vietnam, China, South Africa, Mexico, Sudan, and the Netherlands on graduates' careers, application of acquired competencies, performance at the workplace, and their professional contribution to society.MethodsA self-administered questionnaire was sent to graduates from six MPH programs. Frequency distributions of the answers were calculated, and a bivariate analysis and logistic regression of certain variables was performed.ResultsThe response rate was 37.5%. Graduates reported change in leadership (69%), in technical position (69%), acquiring new responsibilities (80%), and increased remuneration (63%); they asserted that MPH programs contributed significantly to this. Graduates' attribution of their application of 7 key competencies 'substantially to the MPH program' ranged from 33% to 48%. Of the 26 impact variables, graduates attributed the effect they had on their workplace substantially to the MPH program; the highest rated variable ranged from 31% to 73% and the lowest ranged from 9% to 43%. Of the 10 impact variables on society, graduates attributed the effect they had on society substantially to the MPH program; for the highest rated variable (13% to 71%); for the lowest rated variable (4% to 42%). Candidates' attribution of their application of acquired competencies as well as their impact at the workplace varied significantly according to institution of study and educational background.ConclusionsThis study concludes that these MPH programs contribute to improving graduates' careers and to building leadership in public health. The MPH programs contribute to graduates' application of competencies. MPH programs contribute substantially towards impact variables on the workplace, such as development of research proposals and reporting on population health needs, and less substantially to their impact on society, such as contributing equitable access to quality services. Differences reported between MPH programs merit further study. The results can be used for curriculum reform.

Project description:Animal welfare science features interdisciplinary and collaborative working across fields, spanning behavioural ecology, psychology, veterinary sciences, economics, and fundamental biology. However, education research is not yet prevalent within the animal welfare literature. In a Web of Science topic search there were 188 papers which specifically discussed or explored how to teach animal welfare from 1978 to 2017. Of these, only 34% (n = 61) specifically focused on instructional design or pedagogical research, and these were predominantly within veterinary education (57%). Despite this, the literature is in broad agreement that animal welfare education is an important topic that should be done well. Within the UK, there were a possible 586 animal-related courses within Universities College Admissions Service database for potential students to choose from, highlighting the significance of robust and considered educational practice. The current gaps identified in the literature were discussion of hidden curriculums outside of veterinary degrees, animal-centered education, the blueprinting of assessment, and authentic assessment. Therefore, this review proposes that animal welfare scientists interested in education consider discipline based educational research (DBER) practices, and engage more fully with the educational research literature. A key component of DBER is the recognition that specialist knowledge needs to be taught by specialists, and so it is important that animal welfare scientists begin to access educational research too.

Project description:BackgroundSub-Saharan African (SSA) countries that currently face enormous healthcare challenges have implemented national health policies focusing on regional or international health commitments. These health commitments generally promote new healthcare financing policies (e.g., health insurance, user fee exemption and results-based financing) with the objective of providing ever-larger population cohorts with human capital and better health in particular. To achieve this, governments must involve themselves more fully in their respective healthcare sectors through the mobilisation of public funding.ObjectiveThis paper aims to examine convergence in health expenditure throughout SSA. The findings of club convergence will allow a robust comparison of health indicators between countries and will be suitable for the adjustment of health policies to foster the efficiency of such policies at the regional and/or country level. Such findings could also help with the conception and implementation of health policies at the regional level.MethodsWe used the methodology of convergence analysis based on dynamic factor modelling leading to the logt regression to test for full convergence, club convergence and club clustering of health expenditure on a balanced panel of 44 countries in Sub-Saharan Africa spanning the period from 2000 to 2016.ResultsOverall, our results do not support the hypothesis that all SSA countries converge to a single equilibrium state regarding public health expenditure. When testing for club convergence, the results highlight eight convergence clubs and one group of diverging countries. Indeed, performing the club clustering algorithm reveals the existence of three convergence clubs and the diverging group. The three clubs consist of 12, 14 and 14 members, respectively, where convergence is found to occur among different regional economic organisations.ConclusionOur findings indicate that SSA governments should increase spending on healthcare in order to align their healthcare systems with a global convergence model. To foster the convergence to a single equilibrium state in public health expenditure, attention could be paid to strengthening integration within the various regional economic organisations and to the coordination and integration of healthcare policies within and across convergence clubs throughout SSA.

Project description:BackgroundSince 2015, the Global Burden of Disease Study (GBD) has measured progress in achieving health-related Sustainable Development Goals (SDGs) annually worldwide. Little is known about the status and attainment of indicators of non-communicable diseases (NCDs) by 65 countries from the Belt and Road Initiative (BRI) proposed by China in 2013.MethodsData from GBDs were used to estimate 24 NCD-related SDG indicators in BRI countries from 1990 to 2017. Each indicator was scored from 0 to 100 to compare multiple indicators over the study period. The natural log of the annual change in each location and year and weighted annual rates of change were used to generate projections for 2030. National-level estimates were determined by socio-demographic index (SDI) quintiles in BRI countries with more than 1 million inhabitants.ResultsIn 2017, the median overall score of NCD-related SDG index for the 66 BRI countries was 60 points, ranging from 29 points in Afghanistan to 84 points in Israel. More than 80% of countries achieved the SDG 2030 maternal mortality (MM) rate target in 2017, and the national skilled birth attendance rate was above 99% in more than 59% countries. However, none of the BRI countries achieved the goal for children's overweight, modern methods of contraception, and universal health coverage. It was predicted that 80.4% of NCD-related SDG targets would be achieved in these countries by 2030. The overall score of NCD-related SDG index were positively associated with SDI quintiles.ConclusionFor many indicators, the achieved progress in many countries is less than the annual rate necessary to meet SDG targets, indicating that substantial efforts need to be made in the coming years. Progress should be accelerated through collaborations between countries, implementation of NCD prevention and control strategies, and monitoring of inequalities in NCD-related SDGs within populations.
