Opposition to voluntary and mandated COVID-19 vaccination as a dynamic process: Evidence and policy implications of changing beliefs.

ABSTRACT: SignificanceThe challenge of securing adherence to public health policies is compounded when an emerging threat and a set of unprecedented remedies are not fully understood among the general public. The evolution of citizens' attitudes toward vaccination during the COVID-19 pandemic offers psychologically and sociologically grounded insights that enrich the conventional incentives- and constraints-based approach to policy design. We thus contribute to a behavioral science of policy compliance during public health emergencies of the kind that we may increasingly face in the future. From early in the pandemic, we have tracked the same individuals, providing a lens into the conditions under which people's attitudes toward voluntary and mandated vaccinations change, providing essential information for COVID-19 policy not available from cross-section data.

Risk perception and subsidy policy-based voluntary vaccination driven by multiple information sources.

Project description:Exploring vaccination behavior is fundamental to understand the role of vaccine in suppressing the epidemic. Motivated by the efficient role of the risk perception and the subsidy policy in promoting vaccination, we propose the Risk Perception and the Risk Perception with Subsidy Policy voluntary vaccination strategies with imperfect vaccine. The risk perception is driven by multiple information sources based on global information (released by Public Health Bureau) and local information (from first-order neighbors). In time-varying networks, we use the mean-field approach and the Monte Carlo simulations to analyze the epidemic dynamics under vaccination behavior with imperfect vaccine. We find that vaccination with the incorporation of risk perception and subsidy policy can effectively control the epidemic. Moreover, information from different sources plays different roles. Global information is more helpful in promoting vaccination than local information. In addition, to further understand the influence of vaccination strategies, we calculate the social cost as the cost for the vaccine and treatment, and find that excess vaccination cost results in a higher social cost after the herd immunity. Thus, for balancing the epidemic control and social cost, providing individuals with more global information as well as local information would be helpful in vaccination. These results are expected to provide insightful guidance for designing the policy to promote vaccination.

Contributions of the voluntary local review process to policy integration: evidence from frontrunner cities.

Project description:The implementation of the Sustainable Development Goals (SDGs) relies on effective policy integration at all levels of government. However, integration across policy domains remains challenging for local authorities, particularly when it comes to articulating policies that recognise trade-offs and interactions between different SDGs. This study explores how the Voluntary Local Review (VLR) process-a tool to localise the 2030 Agenda-contributes to policy integration by thematically analysing interviews with city officials in 12 frontrunner cities that conducted a VLR between 2019 and 2020. Our results suggest three main ways in which the VLR process affects policy integration: (1) by facilitating cooperation and interdependencies between different policy sectors; (2) by creating new instruments to mainstream SDGs; and (3) by enhancing sustainability competencies. Hence, our study suggests that conducting a VLR has the transformative potential to achieve greater policy integration and further the 2030 Agenda.

Political ideology and vaccination willingness: implications for policy design.

Project description:The COVID-19 pandemic has forced governments to impose major restrictions on individual freedom in order to stop the spread of the virus. With the successful development of a vaccine, these restrictions are likely to become obsolete-on the condition that people get vaccinated. However, parts of the population have reservations against vaccination. While this is not a recent phenomenon, it might prove a critical one in the context of current attempts to manage the COVID-19 pandemic. Consequently, the task of designing policies suitable for attaining high levels of vaccination deserves enhanced attention. In this study, we use data from the Eurobarometer survey fielded in March 2019. They show that 39% of Europeans consider vaccines to cause the diseases which they should protect against, that 50% believe vaccines have serious side effects, that 32% think that vaccines weaken the immune system, and that 10% do not believe vaccines are tested rigorously before authorization. We find that-even when controlling for important individual-level factors-ideological extremism on both ends of the spectrum explains skepticism of vaccination. We conclude that policymakers must either politicize the issue or form broad alliances among parties and societal groups in order to increase trust in and public support for the vaccines in general and for vaccines against COVID-19 in particular, since the latter were developed in a very short time period and resulted-in particular in case of the AstraZeneca vaccine-in reservations because of the effectiveness and side effects of the new vaccines.Supplementary informationThe online version contains supplementary material available at 10.1007/s11077-021-09428-0.

Policy-making power of opposition players: a comparative institutional perspective.

Project description:The organisation of legislative chambers and the consequences of parliamentary procedures have been among the most prominent research questions in legislative studies. Even though democratic elections not only lead to the formation of a government but also result in an opposition, the literature has mostly neglected oppositions and their role in legislative chambers. This paper proposes to fill this gap by looking at the legislative organisation from the perspective of opposition players. The paper focuses on the potential influence of opposition players in the policy-making process and presents data on more than 50 legislative chambers. The paper shows considerable variance of the formal power granted to opposition players. Furthermore, the degree of institutionalisation of opposition rights is connected to electoral systems and not necessarily correlated with other institutional characteristics such as regime type or the size of legislative chambers.

Citizens and conspiratorial anti-science beliefs: Opposition versus support in 38 countries across Europe.

Project description:This article aims to clarify citizens' responses to conspiratorial anti-science beliefs (e.g. "The cure for cancer exists but is hidden from the public by commercial interests"). Based on Eurobarometer 95.2 (Spring 2021, 38 countries), we examine how public opposition or support for conspiratorial anti-science beliefs is related to individual- and country-level variables. There were large differences between the countries in their opposition or support. Controlling for artifacts, the individual-level variables showed associations with science-specific variables, for example, knowledge, preferred communication sources, social evaluations of scientists, attitude toward vaccines, and more general political (dis)satisfaction. At the country level, Affluence and Women's representation were useful indicators for describing these differences. The conclusion is that the negativity of conspiratorial anti-science beliefs can be avoided by policies that highlight the rationality of science as a source of orientation and legitimation for change processes, and that are responsive to the needs of all citizens.

Changing Conspiracy Beliefs through Rationality and Ridiculing.

Project description:Conspiracy theory (CT) beliefs can be harmful. How is it possible to reduce them effectively? Three reduction strategies were tested in an online experiment using general and well-known CT beliefs on a comprehensive randomly assigned Hungarian sample (N = 813): exposing rational counter CT arguments, ridiculing those who hold CT beliefs, and empathizing with the targets of CT beliefs. Several relevant individual differences were measured. Rational and ridiculing arguments were effective in reducing CT, whereas empathizing with the targets of CTs had no effect. Individual differences played no role in CT reduction, but the perceived intelligence and competence of the individual who conveyed the CT belief-reduction information contributed to the success of the CT belief reduction. Rational arguments targeting the link between the object of belief and its characteristics appear to be an effective tool in fighting conspiracy theory beliefs.

The 2018 Revision of Italian Dietary Guidelines: Development Process, Novelties, Main Recommendations, and Policy Implications.

Project description:The fourth edition of the Italian Dietary Guidelines (IDGs) for Healthy Eating was published in 2019. The objective of this paper is to describe the developmental process of IDGs, the main recommendations, the differences with previous revisions, and the concordance and differences with international guidance on a healthy diet. A National Commission oversaw IDG development. A Scientific Dossier (SD), including analysis on nutrition, health, and risk factors status in Italy, was the reference for IDGs preparation. The IDGs are based on the principles of the Mediterranean Diet and are mainly aimed to prevent obesity and nutrition-related non-communicable diseases. The IDGs included 13 directives that were divided into four conceptual blocks: i) how to balance weight; ii) foods to be promoted; iii) foods to be limited; and iv) how to ensure a varied and sustainable diet. Each directive has a box summarizing the key recommendation, myths lists, and false beliefs to be dispelled. The topics of sustainability and the correct approach to food supplementation and weight-loss diet were introduced in the present edition of IDGs. This paper contributes to the debate on the complexity of derivation of Dietary Guidelines and their adaptation to the national context.

Mathematical model of voluntary vaccination against schistosomiasis.

Project description:Human schistosomiasis is a chronic and debilitating neglected tropical disease caused by parasitic worms of the genus Schistosoma. It is endemic in many countries in sub-Saharan Africa. Although there is currently no vaccine available, vaccines are in development. In this paper, we extend a simple compartmental model of schistosomiasis transmission by incorporating the vaccination option. Unlike previous models of schistosomiasis transmission that focus on control and treatment at the population level, our model focuses on incorporating human behavior and voluntary individual vaccination. We identify vaccination rates needed to achieve herd immunity as well as optimal voluntary vaccination rates. We demonstrate that the prevalence remains too high (higher than 1%) unless the vaccination costs are sufficiently low. Thus, we can conclude that voluntary vaccination (with or without mass drug administration) may not be sufficient to eliminate schistosomiasis as a public health concern. The cost of the vaccine (relative to the cost of schistosomiasis infection) is the most important factor determining whether voluntary vaccination can yield elimination of schistosomiasis. When the cost is low, the optimal voluntary vaccination rate is high enough that the prevalence of schistosomiasis declines under 1%. Once the vaccine becomes available for public use, it will be crucial to ensure that the individuals have as cheap an access to the vaccine as possible.

The online and offline effects of changing movement timing variability during training on a finger-opposition task.

Project description:In motor learning tasks, there is mixed evidence for whether increased task-relevant variability in early learning stages leads to improved outcomes. One problem is that there may be a connection between skill level and motor variability, such that participants who initially have more variability may also perform worse on the task, so will have more room to improve. To avoid this confound, we experimentally manipulated the amount of movement timing variability (MTV) during training to test whether it improves performance. Based on previous studies showing that most of the improvement in finger-opposition tasks comes from optimizing the relative onset time of the finger movements, we used auditory cues (beeps) to guide the onset times of sequential movements during a training session, and then assessed motor performance after the intervention. Participants were assigned to three groups that either: (a) followed a prescribed random rhythm for their finger touches (Variable MTV), (b) followed a fixed rhythm (Fixed control MTV), or (c) produced the entire sequence following a single beep (Unsupervised control MTV). While the intervention was successful in increasing MTV during training for the Variable group, it did not lead to improved outcomes post-training compared to either control group, and the use of fixed timing led to significantly worse performance compared to the Unsupervised control group. These results suggest that manipulating MTV through auditory cues does not produce greater learning than unconstrained training in motor sequence tasks.

Dynamic Opposition of Clustered Proteins Stabilizes Cortical Polarity in the C. elegans Zygote.

Project description:Dynamic maintenance of cell polarity is essential for development and physiology. Here we combine experiments and modeling to elucidate mechanisms that maintain cortical polarity in the C. elegans zygote. We show that polarity is dynamically stabilized by two coupled cross-inhibitory feedback loops: one involves the oligomeric scaffold PAR-3 and the kinase PAR-1, and the other involves CDC-42 and its putative GAP CHIN-1. PAR-3 and CDC-42 are both required locally to recruit PAR-6/PKC-3, which inhibits PAR-1 (shown previously) and inhibits local growth/accumulation of CHIN-1 clusters. Conversely, PAR-1 inhibits local accumulation of PAR-3 oligomers, while CHIN-1 inhibits CDC-42 (shown previously), such that either PAR-1 or CHIN-1 can prevent recruitment of PAR-6/PKC-3, but loss of both causes complete loss of polarity. Ultrasensitive dependence of CHIN-1 cluster growth on PAR-6/PKC-3 endows this core circuit with bistable dynamics, while transport of CHIN-1 clusters by cortical flow can stabilize the AP boundary against diffusive spread of PAR-6/PKC-3.
