Investigating Changes in Ozone Formation Chemistry during Summertime Pollution Events over the Northeastern United States.

ABSTRACT: Understanding the local-scale spatial and temporal variability of ozone formation is crucial for effective mitigation. We combine tropospheric vertical column densities (VCD_Trop) of formaldehyde (HCHO) and nitrogen dioxide (NO₂), referred to as HCHO-VCD_Trop and NO₂-VCD_Trop, retrieved from airborne remote sensing and the TROPOspheric Monitoring Instrument (TROPOMI) with ground-based measurements to investigate changes in ozone precursors and the inferred chemical production regime on high-ozone days in May-August 2018 over two Northeast urban domains. Over New York City (NYC) and Baltimore/Washington D.C. (BAL/DC), HCHO-VCD_Trop increases across the domain, but higher NO₂-VCD_Trop occurs mainly in urban centers on ozone exceedance days (when maximum daily 8 h average (MDA8) ozone exceeds 70 ppb at any monitor in the region). The ratio of HCHO-VCD_Trop to NO₂-VCD_Trop, proposed as an indicator of the sensitivity of local surface ozone production rates to its precursors, generally increases on ozone exceedance days, implying a transition toward a more NO_x-sensitive ozone production regime that should lead to higher efficacy of NO_x controls on the highest ozone days in NYC and BAL/DC. Warmer temperatures and enhanced influence from emissions in the local boundary layer on the high-ozone days are accompanied by slower wind speeds in BAL/DC but stronger, southwesterly winds in NYC.

Project description:UnlabelledAn important issue of regional air quality management is to allocate air quality management funds to maximize environmental and human health benefits. In this study, we use an innovative approach to tackle this air quality management issue. We develop an innovative resource allocation model that allows identification of air pollutant emission control strategies that maximize mortality avoidances subject to a resource constraint. We first present the development of the resource allocation model and then a case study to show how the model can be used to identify resource allocation strategies that maximize mortality avoidances for top five Metropolitan Statistical Areas (MSAs) (i.e., New York, Los Angeles, Chicago, Dallas-Fort Worth, and Philadelphia) in the continental United States collectively. Given budget constraints in the U.S. Environmental Protection Agency's (EPA) Clean Air Act assessment, the results of the case study suggest that controls of sulfur dioxide (SO2) and primary carbon (PC) emissions from EPA Regions 2, 3, 5, 6, and 9 would have significant health benefits for the five selected cities collectively. Around 30,800 air pollution-related mortalities could be avoided during the selected 2-week summertime episode for the five cities collectively if the budget could be allocated based on the results of the resource allocation model. Although only five U.S. cities during a 2-week episode are considered in the case study, the resource allocation model can be used by decision-makers to plan air pollution mitigation strategies to achieve the most significant health benefits for other seasons and more cities over a region or the continental U.S.ImplicationsEffective allocations of air quality management resources are challenging and complicated, and it is desired to have a tool that can help decision-makers better allocate the funds to maximize health benefits of air pollution mitigation. An innovative resource allocation model developed in this study can help decision-makers identify the best resource allocation strategies for multiple cities collectively. The results of a case study suggest that controls of primary carbon and sulfur dioxides emissions would achieve the most significant health benefits for five selected cities collectively.

Project description:Dynamic evaluation of the fully coupled Weather Research and Forecasting (WRF)- Community Multi-scale Air Quality (CMAQ) model ozone simulations over the contiguous United States (CONUS) using two decades of simulations covering the period from 1990 to 2010 is conducted to assess how well the changes in observed ozone air quality are simulated by the model. The changes induced by variations in meteorology and/or emissions are also evaluated during the same timeframe using spectral decomposition of observed and modeled ozone time series with the aim of identifying the underlying forcing mechanisms that control ozone exceedances and making informed recommendations for the optimal use of regional-scale air quality models. The evaluation is focused on the warm season's (i.e., May-September) daily maximum 8-hr (DM8HR) ozone concentrations, the 4th highest (4th) and average of top 10 DM8HR ozone values (top10), as well as the spectrally-decomposed components of the DM8HR ozone time series using the Kolmogorov-Zurbenko (KZ) filter. Results of the dynamic evaluation are presented for six regions in the U.S., consistent with the National Oceanic and Atmospheric Administration (NOAA) climatic regions. During the earlier 11-yr period (1990-2000), the simulated and observed trends are not statistically significant. During the more recent 2000-2010 period, all trends are statistically significant and WRF-CMAQ captures the observed trend in most regions. Given large number of sites for the 2000-2010 period, the model captures the observed trends in the Southwest (SW) and MW but has significantly different trend from that seen in observations for the other regions. Observational analysis reveals that it is the long-term forcing that dictates how high the ozone exceedances will be; there is a strong linear relationship between the long-term forcing and the 4th highest or the average of the top10 ozone concentrations in both observations and model output. This finding indicates that improving the model's ability to reproduce the long-term component will also enable better simulation of ozone extreme values that are of interest to regulatory agencies.
