Project description:Current mitigation efforts and existing future commitments are inadequate to accomplish the Paris Agreement temperature goals. In light of this, research and debate are intensifying on the possibilities of additionally employing proposed climate geoengineering technologies, either through atmospheric carbon dioxide removal or farther-reaching interventions altering the Earth's radiative energy budget. Although research indicates that several techniques may eventually have the physical potential to contribute to limiting climate change, all are in early stages of development, involve substantial uncertainties and risks, and raise ethical and governance dilemmas. Based on present knowledge, climate geoengineering techniques cannot be relied on to significantly contribute to meeting the Paris Agreement temperature goals.

Project description:In the international community, there are many appeals to ratcheting up the current nationally determined contributions (NDCs), in order to narrow the 2030 global emissions gap with the Paris goals. Near-term mitigation has a direct impact on the required efforts beyond 2030 to control warming within 2°C or 1.5°C successfully. In this study, implications of near-term mitigation on China's long-term energy transitions until 2100 for aligning with the Paris goals, are quantified using a refined Global Change Assessment Model (GCAM) with six mitigation scenarios. Results show that intensifying near-term mitigation will alleviate China's transitional challenges during 2030-2050 and long-term reliance on carbon dioxide removal technologies (CDR). Each five-year earlier peaking of CO2 allows almost a five-year later carbon neutrality of China's energy system. To align with 2°C (1.5°C), peaking in 2025 instead of 2030 reduces the requirement of CDR over the century by 17% (13%). Intensifying near-term mitigation also tends to have economic benefits to China's Paris-aligned energy transitions. Under 2°C (1.5°C), peaking in 2025 instead of 2030, with larger near-term mitigation costs by 1.3 (1.6) times, has the potential to reduce China's aggregate mitigation costs throughout the century by 4% (6%). Although in what way China's NDC is to be updated is determined by decision-makers, transitional and economic benefits suggest China to try its best to pursue more ambitious near-term mitigation in accordance with its latest national circumstances and development needs.

Project description:The main contributors to sea-level rise (oceans, glaciers, and ice sheets) respond to climate change on timescales ranging from decades to millennia. A focus on the 21st century thus fails to provide a complete picture of the consequences of anthropogenic greenhouse gas emissions on future sea-level rise and its long-term impacts. Here we identify the committed global mean sea-level rise until 2300 from historical emissions since 1750 and the currently pledged National Determined Contributions (NDC) under the Paris Agreement until 2030. Our results indicate that greenhouse gas emissions over this 280-y period result in about 1 m of committed global mean sea-level rise by 2300, with the NDC emissions from 2016 to 2030 corresponding to around 20 cm or 1/5 of that commitment. We also find that 26 cm (12 cm) of the projected sea-level-rise commitment in 2300 can be attributed to emissions from the top 5 emitting countries (China, United States of America, European Union, India, and Russia) over the 1991-2030 (2016-2030) period. Our findings demonstrate that global and individual country emissions over the first decades of the 21st century alone will cause substantial long-term sea-level rise.

Project description:The Paris Climate Agreement aims to keep temperature rise well below 2?°C. This implies mitigation costs as well as avoided climate damages. Here we show that independent of the normative assumptions of inequality aversion and time preferences, the agreement constitutes the economically optimal policy pathway for the century. To this end we consistently incorporate a damage-cost curve reproducing the observed relation between temperature and economic growth into the integrated assessment model DICE. We thus provide an inter-temporally optimizing cost-benefit analysis of this century's climate problem. We account for uncertainties regarding the damage curve, climate sensitivity, socioeconomic future, and mitigation costs. The resulting optimal temperature is robust as can be understood from the generic temperature-dependence of the mitigation costs and the level of damages inferred from the observed temperature-growth relationship. Our results show that the politically motivated Paris Climate Agreement also represents the economically favourable pathway, if carried out properly.

Project description:In the Glasgow COP26, several major emitters have announced new climate neutrality commitments. Others revised their nationally determined contributions (NDC). The climate, energy, and economic repercussion of these revised pledges is still unclear. Here, using a detailed-process integrated assessment model (WITCH), we analyze the impact of the Glasgow net-zero commitments and compare it to scenarios consistent with the Paris' agreement. We find that-if fully implemented-the Glasgow strategies would help close the gap to 2 ° C , covering more than 80% of the world's needed emission reductions by 2070. The pledged commitments would exceed 1.5°C, with a temperature increase (50% likelihood) of 1.6 ° C- 1.8 ° C by the end of the century. We find that the Glasgow net-zero pledges would require substantial increases in investment in electric transportation and power generation in all major economies. Compared to a scenario with uniform carbon taxation, Glasgow differentiated pledges' do not significantly increase global policy costs, are more fair, and save more lives by promoting cleaner air. However, they delay coal phase-out and increase the need for negative emission technologies.

Project description:Understanding the implications of global climate governance is critical for achieving sustainable economic development, given that the economic impacts of climate change and policies are disproportionately distributed across regions. We estimate the updated damage functions and construct an uncertainty analysis framework to assess whether stringent climate policies entail economic benefits in terms of growth and inequality. The findings show that although climate policies slow the pace of economic growth, the benefits of avoided damage may overweight policy costs in the long run. Moreover, pursuing the 1.5°C goal slows economic catch-up of poor countries in the short to medium term relative to 2°C, but improves global inequality in the long run. This situation may, however, change when moving to a fast-growing and fossil-fueled world, in which inequalities gradually decline but start to rise after 2065. This study highlights the importance of synergizing the stringent 1.5°C goal with economic inequality alleviation.

Project description:The concept of “committed emissions” allows us to understand what proportion of the Paris-constrained and rapidly diminishing global carbon dioxide (CO2) budget is potentially taken up by existing infrastructure. Here, this concept is applied to international shipping, where long-lived assets increase the likelihood for high levels of committed emissions. To date, committed emissions studies have focussed predominantly on the power sector, or on global analyses in which shipping is a small element, with assumptions of asset lifetimes extrapolated from other transport modes. This study analyses new CO2, ship age and scrappage datasets covering the 11,000 ships included in the European Union’s new emissions monitoring scheme (EU MRV), to deliver original insights on the speed at which new and existing shipping infrastructure must be decarbonised. These results, using ship-specific assumptions on asset lifetimes, show higher committed emissions for shipping than previous estimates based on asset lifetimes similar to the road transport sector. The estimated baseline committed emissions value is equivalent to 85–212% of the carbon budget for 1.5 °C that is available for these EU MRV ships, with the central case exceeding the available carbon budget. The sector does, however, have significant potential to reduce this committed emissions figure without premature scrappage through a combination of slow speeds, operational and technical efficiency measures, and the timely retrofitting of ships to use zero-carbon fuels. Here, it is shown that if mitigation measures are applied comprehensively through strong and rapid policy implementation in the 2020s, and if zero-carbon ships are deployed rapidly from 2030, it is still possible for the ships in the EU MRV system to stay within 1.5 °C carbon budgets. Alongside this, as there are wide variations between and within ship types, this new analysis sheds light on opportunities for decision-makers to tailor policy interventions to deliver more effective CO2 mitigation. Delays to appropriately stringent policy implementation would mean additional measures, such as premature scrappage or curbing the growth in shipping tonne-km, become necessary to meet the Paris climate goals.

Project description:The Paris Agreement binds all nations to undertake ambitious efforts to combat climate change, with the commitment to Bhold warming well below 2 °C in global mean temperature (GMT), relative to pre-industrial levels, and to pursue efforts to limit warming to 1.5 °C". The 1.5 °C limit constitutes an ambitious goal for which greater evidence on its benefits for health would help guide policy and potentially increase the motivation for action. Here we contribute to this gap with an assessment on the potential health benefits, in terms of reductions in temperature-related mortality, derived from the compliance to the agreed temperature targets, compared to more extreme warming scenarios. We performed a multi-region analysis in 451 locations in 23 countries with different climate zones, and evaluated changes in heat and cold-related mortality under scenarios consistent with the Paris Agreement targets (1.5 and 2 °C) and more extreme GMT increases (3 and 4 °C), and under the assumption of no changes in demographic distribution and vulnerability. Our results suggest that limiting warming below 2 °C could prevent large increases in temperature-related mortality in most regions worldwide. The comparison between 1.5 and 2 °C is more complex and characterized by higher uncertainty, with geographical differences that indicate potential benefits limited to areas located in warmer climates, where direct climate change impacts will be more discernible.

Project description:Sea-level rise is a major consequence of climate change that will continue long after emissions of greenhouse gases have stopped. The 2015 Paris Agreement aims at reducing climate-related risks by reducing greenhouse gas emissions to net zero and limiting global-mean temperature increase. Here we quantify the effect of these constraints on global sea-level rise until 2300, including Antarctic ice-sheet instabilities. We estimate median sea-level rise between 0.7 and 1.2 m, if net-zero greenhouse gas emissions are sustained until 2300, varying with the pathway of emissions during this century. Temperature stabilization below 2 °C is insufficient to hold median sea-level rise until 2300 below 1.5 m. We find that each 5-year delay in near-term peaking of CO2 emissions increases median year 2300 sea-level rise estimates by ca. 0.2 m, and extreme sea-level rise estimates at the 95th percentile by up to 1 m. Our results underline the importance of near-term mitigation action for limiting long-term sea-level rise risks.

Project description:Midcentury targets have been proposed as a guide to climate change policy that can link long-term goals to shorter-term actions. However no explicit mitigation analyses have been carried out of the relationship between midcentury conditions and longer-term outcomes. Here we use an integrated assessment modeling framework with a detailed representation of the energy sector to examine the dependence of climate change outcomes in 2100 on emissions levels, atmospheric concentrations, and technology characteristics in 2050. We find that midcentury conditions are crucial determinants of longer-term climate outcomes, and we identify feasibility thresholds describing conditions that must be met by midcentury to keep particular long-term options open. For example, to preserve the technical feasibility of a 50% likelihood of keeping global average temperature at < 2 degrees C above preindustrial in 2100, global emissions must be reduced by about 20% below 2000 levels by 2050. Results are sensitive to several assumptions, including the nature of future socio-economic development. In a scenario with high demand for energy and land, being below 2 degrees C with 50% likelihood requires a 50% reduction in emissions below 2000 levels by 2050, which is only barely feasible with known technologies in that scenario. Results suggest that a greater focus on midcentury targets could facilitate the development of policies that preserve potentially desirable long-term options.
