EuroCrops: The Largest Harmonized Open Crop Dataset Across the European Union.

ABSTRACT: EuroCrops contains geo-referenced polygons of agricultural croplands from 16 countries of the European Union (EU) as well as information on the respective crop species grown there. These semantic annotations are derived from self-declarations by farmers receiving subsidies under the common agricultural policy (CAP) of the European Commission (EC). Over the last 1.5 years, the individual national crop datasets have been manually collected, the crop classes have been translated into the English language and transferred into the newly developed hierarchical crop and agriculture taxonomy (HCAT). EuroCrops is publicly available under continuous improvement through an active user community.

Open government data portals in the European Union: A dataset from 2015 to 2017.

Project description:Open government data (OGD) portals are official websites where governments can publish OGD in a controlled way. OGD portals foster discoverability, accountability, and reusability for stakeholders. This data article presents the data collected while monitoring the OGD portals in the 28 countries of the European Union. Several parameters and indicators observed over a period of 3 years in the official national open data portals were located and recorded to create this dataset. Data were manually obtained from existing public data sources and official OGD portals freely available on the Web. Clustering techniques using Density-based spatial clustering of applications with noise (DBSCAN) were applied to elaborate a dataset showcasing similar countries with respect to different parameters and indicators. Cluster data validation was carried out using the Davies-Bouldin index. The data presented in this article are related to the research article entitled "Open government data portals in the European Union: Considerations, development and expectations" [1].

European Union crop map 2022: Earth observation's 10-meter dive into Europe's crop tapestry.

Project description:To provide the information needed for a detailed monitoring of crop types across the European Union (EU), we present an advanced 10-metre resolution map for the EU and Ukraine with 19 crop types for 2022, updating the 2018 version. Using Earth Observation (EO) and in-situ data from Eurostat's Land Use and Coverage Area Frame Survey (LUCAS) 2022, the methodology included 134,684 LUCAS Copernicus polygons, Sentinel-1 and Sentinel-2 satellite imagery, land surface temperature and a digital elevation model. Based on this data, two classification layers were developed using a Random Forest machine learning approach: a primary map and a gap-filling map to address cloud-covered gaps. The combined maps, covering 27 EU countries, show an overall accuracy of 79.3% for seven major land cover classes and 70.6% for all 19 crop types. The trained model was used to derive the 2022 map for Ukraine, demonstrating its robustness even in regions without labelled samples for model training.

Harmonized and Open Energy Dataset for Modeling a Highly Renewable Brazilian Power System.

Project description:Improvements in modelling energy systems of populous emerging economies are highly decisive for a successful global energy transition. The models used-increasingly open source-still need more appropriate open data. As an illustrative example, we take the Brazilian energy system, which has great potential for renewable energy resources but still relies heavily on fossil fuels. We provide a comprehensive open dataset for scenario analyses, which can be directly used with the popular open energy system model PyPSA and other modelling frameworks. It includes three categories: (1) time series data of variable renewable potentials, electricity load profiles, inflows for the hydropower plants, and cross-border electricity exchanges; (2) geospatial data on the administrative division of the Brazilian federal states; (3) tabular data, which contains power plant data with installed and planned generation capacities, aggregated grid network topology, biomass thermal plant potential, as well as scenarios of energy demand. Our dataset could enable further global or country-specific energy system studies based on open data relevant to decarbonizing Brazil's energy system.

Emissions of pesticides in the European Union: a new regional-level dataset.

Project description:We present a European Union (EU)-wide dataset of estimated quantities of active substances of plant protection product applied on crops (also called "emissions"). Our estimates are derived from data reported by eight EU countries and extrapolated to encompass all EU regions using regression models. These models consider both climate and agricultural land use data. This allows us to spatially represent pesticide use at NUTS Level 3 of the European statistical mapping units, and within various agricultural land cover classes in each region. We compare our estimates with aggregated data provided by EUROSTAT and with independent, detailed data for the United Kingdom, highlighting an error typically within one order of magnitude. Our estimates can provide insights into the distribution and patterns of pesticide use in the EU around the year 2015. The estimate is most reliable for Western and Southern Europe. Outside these regions, data scarcity makes extrapolation more uncertain, potentially limiting the ability to accurate depict regional variations in pesticide use.

An open dataset about georeferenced harmonized national agricultural censuses and surveys of seven mediterranean countries.

Project description:The dataset presented in this paper is based on data gathered from several countries within the West Mediterranean area at the highest detailed scale regarding official statistics, with the aim of investigating land and food systems dynamics in the Mediterranean. Characterizing land and food systems dynamics is critical to reveal insights regarding interactions between current dynamics of agricultural practices, species diversity and local food systems. These interactions were analyzed, at multiple spatial scales, on a large part of the Mediterranean basin within the DIVERCROP Project (https://divercropblog.wordpress.com/). An harmonized dataset with the desired characteristics was not readily available from official sources and, therefore, it was necessary to build an ad hoc database that could: (1) cover the Mediterranean areas of seven countries, namely Algeria (DZ), France (FR), Italy (IT), Malta (MT), Portugal (PT), Spain (ES) and Tunisia (TN); (2) contain data referred to the most disaggregated level of administrative units for which data is available in each country; (3) contain data referred to at least two time points, including the latest available data, in each country; (4) contain data on number of farm holdings, on the physical areas covered by the main annual and permanent crops and on livestock (number of heads); (5) contain a primary key that allows joining the census and surveys database to a geographical dataset of administrative units covering the entire area; (6) have an associated complete geographical dataset of administrative units, to allow spatial data analyses.

Dataset of biomass and chemical quality of crop residues from European areas.

Project description:This dataset presents the chemical characteristics of plant biomass and crop residues from agrosystems in European areas (carbon and nitrogen contents and biochemical composition). These data have been collected from the scientific literature. The specific data and their origins are presented. The mean values from these data are also provided by major production type (main crops, forage and pasture crops, green manure and cover crops, vegetable crops and energy crops), species and litter type. These data were collected as part of the framework of the European project ResidueGas (ERA-GAS, 2017-2021), which aims to improve the estimation of greenhouse gas emissions associated with crop residues.

A harmonized and spatially explicit dataset from 16 million payments from the European Union's Common Agricultural Policy for 2015.

Project description:The Common Agricultural Policy (CAP) is the largest budget item in the European Union, but varied data reporting hampers holistic analysis. Here we have assembled the first dataset to our knowledge to report individual CAP payments by standardized CAP funding measures and geolocation. We created this dataset by translating, geolocating to the county or province (NUTS3) level, and consistently harmonizing payment measures for over 16 million payments from 2015, originally reported by EU member states and compiled by the Open Knowledge Foundation Germany. This dataset and code allow in-depth analysis of over €60 billion in public spending by purpose and location for the first time, which enables both individual payment tracing and analysis by aggregation. These data are representative of the distribution of annual CAP payments from 2014 to 2020 and are of interest to researchers, policy makers, non-governmental organizations, and journalists for evaluating the distribution and impacts of CAP spending.

A harmonized global nighttime light dataset 1992-2018.

Project description:Nighttime light (NTL) data from the Defense Meteorological Satellite Program (DMSP)/Operational Linescan System (OLS) and the Visible Infrared Imaging Radiometer Suite (VIIRS) on the Suomi National Polar-orbiting Partnership satellite provide a great opportunity for monitoring human activities from regional to global scales. Despite the valuable records of nightscape from DMSP (1992-2013) and VIIRS (2012-2018), the potential of the historical archive of NTL observations has not been fully explored because of the severe inconsistency between DMSP and VIIRS. In this study, we generated an integrated and consistent NTL dataset at the global scale by harmonizing the inter-calibrated NTL observations from the DMSP data and the simulated DMSP-like NTL observations from the VIIRS data. The generated global DMSP NTL time-series data (1992-2018) show consistent temporal trends. This temporally extended DMSP NTL dataset provides valuable support for various studies related to human activities such as electricity consumption and urban extent dynamics.

Access to European Union Agencies: Usual Suspects or Balanced Interest Representation in Open and Closed Consultations?

Project description:To facilitate stakeholder representation, European Union (EU) agencies use a range of procedures, including closed consultation or advisory committees and open or public consultations. For analysing what kind of stakeholders gain access to advisory committees, we compare these two particular procedures. Two theoretical perspectives guide this analysis. The first is a resource-based account, which emphasizes informational needs and leads to the expectation that not only regulated interests but also EU-level associations and European Commission expert group members will gain representation through closed consultations. The second is a norm-based perspective that stresses the importance for agencies to establish a credible reputation, leading them to balance interest representation. A systematic comparison of stakeholders represented in agency committee with those participating in open consultations demonstrates that regulated interests have no systematic advantage in gaining access to closed consultations. Instead, closed consultations may diversify interest representation and facilitate the involvement of non-business interests.

An open-access dataset of crop production by farm size from agricultural censuses and surveys.

Project description:This dataset is a cross-country convenience sample of primary data measuring crop production and/or area by farm size for 55 countries that underlies the article entitled "How much of the world׳s food do smallholders produce?" (DOI: https://doi.org/10.1016/j.gfs.2018.05.002). The harmonized dataset is nationally representative with subnational resolution, sourced from agricultural censuses and household surveys. The dataset covers 154 crop species and 11 farm size classes, and is ontologically interoperable with other global agricultural datasets, such as the Food and Agricultural Organization׳s statistical database (FAOSTAT), and the World Census of Agriculture (WCA). The dataset includes estimates of the quantity of food, feed, processed agricultural commodities, seed, waste (post-harvest loss), or other uses; and potential human nutrition (i.e., kilocalories, fats, and proteins) generated by each farm size class. We explain the details of the dataset, the inclusion criteria used to assess each data source, the data harmonization procedures, and the spatial coverage. We detail assumptions underlying the construction of this dataset, including the use of aggregate field size as a proxy for farm size in some cases, and crop species omission biases resulting from converting local species names to harmonized names. We also provide bias estimates for commonly used methods for estimating food production by farm size: use of constant yields across farm size classes when crop production is not available, and relying on nationally representative household sample surveys that omitted non-family farms. Together this dataset represents the most complete empirically grounded estimate of how much food and nutrition smallholder farmers produce from crops.
