Field experiment estimate of electoral fraud in Russian parliamentary elections.

ABSTRACT: Electoral fraud is a widespread phenomenon, especially outside the developed world. Despite abundant qualitative and anecdotal evidence on its existence from around the world, there is very limited quantitative evidence on the extent of electoral fraud. We exploit random assignment of independent observers to 156 of 3,164 polling stations in the city of Moscow to estimate the effect of electoral fraud on the outcome of the Russian parliamentary elections held on December 4, 2011. We estimate the actual share of votes for the incumbent United Russia party to be at least 11 percentage points lower than the official count (36% instead of 47%). Our results suggest that the extent of the fraud was sufficient to have had a substantial impact on the outcome of the elections; they also confirm that the presence of observers is an important factor in ensuring the integrity of the procedure.

Using a natural experiment to estimate the electoral consequences of terrorist attacks.

Project description:This study investigates the consequences of terrorist attacks for political behavior by leveraging a natural experiment in Spain. We study eight attacks against civilians, members of the military, and police officers perpetrated between 1989 and 1997 by Euskadi Ta Askatasuna (ETA), a Basque terrorist organization that was active between 1958 and 2011. We use nationally and regionally representative surveys that were being fielded when the attacks occurred to estimate the causal effect of terrorist violence on individuals' intent to participate in democratic elections as well as on professed support for the incumbent party. We find that both lethal and nonlethal terrorist attacks significantly increase individuals' intent to participate in a future democratic election. The magnitude of this impact is larger when attacks are directed against civilians than when directed against members of the military or the police. We find no evidence that the attacks change support for the incumbent party. These results suggest that terrorist attacks enhance political engagement of citizens.

The effect of priming on fraud: Evidence from a natural field experiment

Project description:Abstract We present a natural field experiment to examine if priming can influence behavior in a market for credence goods. 40 testers took 600 taxi journeys in Vienna, Austria, and using a between–subject design we vary the script they spoke, each designed to prime either honesty, dishonesty, or a competitor. We find that the honesty prime increases taxi fares by 5.5% relative to a baseline, the result of overcharging rather than overtreatment. Priming dishonesty and a competitor have no impact on fares. We find that the effects of priming on behavior are likely to be small compared to information asymmetries.

The costs of electoral fraud: establishing the link between electoral integrity, winning an election, and satisfaction with democracy.

Project description:Previous research has shown that voters' perception of electoral fairness has an impact on their attitudes and behaviors. However, less research has attempted to link objective measurements of electoral integrity on voters' attitudes about the democratic process. Drawing on data from the Comparative Study of Electoral Systems and the Quality of Elections Data, we investigate whether cross-national differences in electoral integrity have significant influences on citizens' level of satisfaction with democracy. We hypothesize that higher levels of observed electoral fraud will have a negative impact on evaluations of the democratic process, and that this effect will be mediated by a respondent's status as a winner or loser of an election. The article's main finding is that high levels of electoral fraud are indeed linked to less satisfaction with democracy. However, we show that winning only matters in elections that are conducted in an impartial way. The moment elections start to display the telltale signs of manipulation and malpractice, winning and losing no longer have different effects on voter's levels of satisfaction with democracy.

How does COVID-19 affect electoral participation? evidence from the French municipal elections.

Project description:This article investigates the effects of the COVID-19 outbreak on electoral participation. We study the French municipal elections that took place at the very beginning of the ongoing pandemic and held in over 9,000 municipalities on March 15, 2020. In addition to the simple note that turnout rates decreased to a historically low level, we establish a robust relationship between the depressed turnout rate and the disease. Using various estimation strategies and employing a large number of potential confounding factors, we find that the participation rate decreases with city proximity to COVID-19 clusters. Furthermore, the proximity has conditioned impacts according to the proportion of elderly -who are the most threatened- within the city. Cities with higher population density, where the risk of infection is higher, and cities where only one list ran at the election, which dramatically reduces competitiveness, experienced differentiated effects of distance.

Reevaluating the Influence of Leaders Under Proportional Representation: Quantitative Analysis of Text in an Electoral Experiment.

Project description:We propose that leaders play a more important role in voters' party sympathy in proportional representation systems (PR) than previous research has suggested. Voters, from the 2018 Swedish General Election, were in an experiment asked to describe leaders and parties with three indicative keywords. Statistical models were conducted on these text data to predict their vote choice. The results show that despite that the voters vote for a party, the descriptions of leaders predicted vote choice to a similar extent as descriptions of parties. However, the order of the questions mattered, so that the first questions were more predictive than the second question. These analyses indicate that voters tend to conflate characteristics of leaders with their parties during election campaigns, and that leaders are a more important aspect of voting under PR than previous literature has suggested. Overall, this suggests that statistical analysis of words sheds new light of underlying sympathies related to voting.

Does prior knowledge of food fraud affect consumer behavior? Evidence from an incentivized economic experiment.

Project description:This study uses a laboratory experiment to examine whether prior knowledge of food fraud persistently affects consumer behavior. We invited regular consumers of olive oil to participate in an olive oil valuation experiment. We used a within-subject design to compare consumers' willingness to pay (WTP) for Italian extra virgin olive oil (EVOO) before and after receiving information about labeling scandals in the Italian olive oil industry. After the first round of bidding, but before introducing information about labeling scandals or otherwise mentioning food fraud, we surveyed participants about whether they had heard of food fraud. Results indicate that prior knowledge of food fraud plays an important role in explaining consumers' valuation behavior, both in the pre-information baseline bidding and in how they update their valuation in response to information about a food fraud scandal. Consumers who reported prior knowledge of food fraud partially accounted for the possibility of food fraud in their initial pre-information valuation, submitting significantly lower bids than participants who did not report prior knowledge. They also reacted less to olive oil fraud information than consumers who reported no prior knowledge of food fraud. Findings of this study highlight the potential long-term consequences of increasing consumer awareness of food fraud incidents on consumer WTP for products in industries that have experienced food fraud scandals.

Ministerial Autonomy, Parliamentary Scrutiny and Government Reform Output in Parliamentary Democracies.

Project description:One of the most important decisions coalition partners make when forming a government is the division of ministries. Ministerial portfolios provide the party in charge with considerable informational and agenda-setting advantages, which parties can use to shape policies according to their preferences. Oversight mechanisms in parliaments play a central role in mitigating ministerial policy discretion, allowing coalition partners to control each other even though power has been delegated to individual ministers. However, we know relatively little about how such mechanisms influence the agenda-setting and gatekeeping powers of ministers and how much influence minister parties have on policy output relative to the government as a whole in different institutional settings. We fill this gap by analyzing original data on over 2000 important social and economic policy reform measures adopted in nine Western European countries over 20 years, based on a coding of more than 1200 country reports issued by the Economist Intelligence Unit and the Organisation for Economic Co-operation and Development (OECD). We find that parliaments with strong oversight powers constrain the agenda-setting capacity of minister parties but have limited impact on their gatekeeping capacity. Our findings have important implications for our understanding of policy-making and democratic accountability.

Indirect Reciprocity; A Field Experiment.

Project description:Indirect reciprocity involves cooperative acts towards strangers, either in response to their kindness to third parties (downstream) or after receiving kindness from others oneself (upstream). It is considered to be important for the evolution of cooperative behavior amongst humans. Though it has been widely studied theoretically, the empirical evidence of indirect reciprocity has thus far been limited and based solely on behavior in laboratory experiments. We provide evidence from an online environment where members can repeatedly ask and offer services to each other, free of charge. For the purpose of this study we created several new member profiles, which differ only in terms of their serving history. We then sent out a large number of service requests to different members from all over the world. We observe that a service request is more likely to be rewarded for those with a profile history of offering the service (to third parties) in the past. This provides clear evidence of (downstream) indirect reciprocity. We find no support for upstream indirect reciprocity (in this case, rewarding the service request after having previously received the service from third parties), however. Our evidence of downstream indirect reciprocity cannot be attributed to reputational effects concerning one's trustworthiness as a service user.
