Relaxing household liquidity constraints through social security.

ABSTRACT: More than a quarter of working-age households in the United States do not have sufficient savings to cover their expenditures after a month of unemployment. Recent proposals suggest giving workers early access to a small portion of their future Social Security benefits to finance their consumption during the COVID-19 pandemic. We empirically analyze their impact. Relying on data from the Survey of Consumer Finances, we build a measure of households' expected time to cash shortfall based on the incidence of COVID-induced unemployment. We show that access to 1% of future benefits allows 75% of households to maintain their current consumption for three months in case of unemployment. We then compare the efficacy of access to Social Security benefits to already legislated approaches, including early access to retirement accounts, stimulus relief checks, and expanded unemployment insurance.

The Liquidity Sensitivity of Healthcare Consumption: Evidence from Social Security Payments.

Project description:Insurance is typically viewed as a mechanism for transferring resources from good to bad states. Insurance, however, may also transfer resources from high-liquidity periods to low-liquidity periods. We test for this type of transfer from health insurance by studying the distribution of Social Security checks among Medicare recipients. When Social Security checks are distributed, prescription fills increase by 6-12 percent among recipients who pay small copayments. We find no such pattern among recipients who face no copayments. The results demonstrate that more-complete insurance allows recipients to consume healthcare when they need it rather than only when they have cash.

Income Timing and Liquidity Constraints: Evidence from a Randomized Field Experiment.

Project description:People in developing countries sometimes desire deferred income streams, which replace more-frequent income flows with a single, later lump sum. We study the effects of short-term wage deferral using a randomized experiment with participants in a temporary cash-for-work program. Workers who are assigned to lump-sum payments are five percentage points more likely to purchase a high-return investment. We discuss the role of both barriers to saving and credit constraints in explaining our results. While stated preferences for deferred payments suggest a role for savings constraints, the evidence is also consistent with a simpler model of credit constraints alone.

Future climate stimulates population out-breaks by relaxing constraints on reproduction.

Project description:When conditions are stressful, reproduction and population growth are reduced, but when favourable, reproduction and population size can boom. Theory suggests climate change is an increasingly stressful environment, predicting extinctions or decreased abundances. However, if favourable conditions align, such as an increase in resources or release from competition and predation, future climate can fuel population growth. Tests of such population growth models and the mechanisms by which they are enabled are rare. We tested whether intergenerational increases in population size might be facilitated by adjustments in reproductive success to favourable environmental conditions in a large-scale mesocosm experiment. Herbivorous amphipod populations responded to future climate by increasing 20 fold, suggesting that future climate might relax environmental constraints on fecundity. We then assessed whether future climate reduces variation in mating success, boosting population fecundity and size. The proportion of gravid females doubled, and variance in phenotypic variation of male secondary sexual characters (i.e. gnathopods) was significantly reduced. While future climate can enhance individual growth and survival, it may also reduce constraints on mechanisms of reproduction such that enhanced intra-generational productivity and reproductive success transfers to subsequent generations. Where both intra and intergenerational production is enhanced, population sizes might boom.

Using a model capturing high-risk populations and transmission rates estimated from hospitalization data, we find that postponing relaxation will only delay a second wave and cocooning vulnerable populations is needed to prevent overwhelming medical surges.

Impact of smoking cessation on household food security.

Project description:PurposeSmokers can spend a substantial amount on cigarettes, potentially constraining their ability to purchase food. We tested the association of smoking cessation and household food security.MethodsUsing the Current Population Survey (2001-2019), we longitudinally linked the Tobacco Use Supplement and the Food Security Supplement (n = 71,278). Among adult smokers (n = 13,144), we used modified Poisson regression to model household food insecurity as a function of quit status (continuing smokers vs. recent quitters), adjusting for sex, age, household size, children in the household, and other household smokers. We also used multinomial logistic regression to examine more detailed food security status (high, marginal, low, very low).ResultsThe adjusted probability of household food insecurity at follow-up was 11% (95% CI: 8.7%-13%) for recent quitters and 20% (95% CI: 19%-21%) for continuing smokers. Continuing smokers had a lower adjusted probability of high food security (69% vs. 80%) and a higher adjusted probability of marginal (11% vs. 9.8%), low (12% vs. 7%), and very low food security (7.8% vs. 3.6%) compared to recent quitters.ConclusionsCigarette cessation is associated with a lower risk of household food insecurity. Therefore, promoting tobacco cessation alongside food assistance and poverty reduction policies may help alleviate food insecurity.

Do online social media cut through the constraints that limit the size of offline social networks?

Project description:The social brain hypothesis has suggested that natural social network sizes may have a characteristic size in humans. This is determined in part by cognitive constraints and in part by the time costs of servicing relationships. Online social networking offers the potential to break through the glass ceiling imposed by at least the second of these, potentially enabling us to maintain much larger social networks. This is tested using two separate UK surveys, each randomly stratified by age, gender and regional population size. The data show that the size and range of online egocentric social networks, indexed as the number of Facebook friends, is similar to that of offline face-to-face networks. For one sample, respondents also specified the number of individuals in the inner layers of their network (formally identified as support clique and sympathy group), and these were also similar in size to those observed in offline networks. This suggests that, as originally proposed by the social brain hypothesis, there is a cognitive constraint on the size of social networks that even the communication advantages of online media are unable to overcome. In practical terms, it may reflect the fact that real (as opposed to casual) relationships require at least occasional face-to-face interaction to maintain them.

Household ICT Utilization and Food Security Nexus in Nigeria.

Project description:The study examines the nexus between household ICT utilization and food security in Nigeria, which supports goal 2 of the 2030 Sustainable Development Goals (SDGs) that aims to "end hunger, achieve food security, improved nutrition, and promote sustainable agriculture." The study employs the logit regression to wave 4 of Living Standard Measurement Integrated Survey on Agriculture (LSMS) data for the empirical analysis. Based on the analysis, the study finds that for male household, ICT utilization has a statistically significant and positive nexus with food security. In contrast, for the female households, an insignificant and, however, negative nexus is observed with food security in Nigeria. Furthermore, the findings show that for male household users, a 1 percent increase in male household ICT utilization spurs about 0.68 percent increase in food security in Nigeria. The findings imply that among the male and female household ICT users, the male household ICT utilization is significantly contributes to food security in Nigeria. The study recommends that relevant stakeholders take strategic measures to ensure that the potentials of household ICTs be fully maximized to contribute to food security in the nearest future as confirmed by studies in other regions.

Anticipatory child fostering and household economic security in Malawi.

Project description:BackgroundWhile there is a rich literature on the practice of child fostering in sub-Saharan Africa, little is known about how fostering impacts receiving households, as few studies consider household conditions both before and after fostering. Despite the fact that circumstances surrounding fostering vary, the literature's key distinction of fostering is often drawn along the simple line of whether or not a household is fostering a child. This paper argues that anticipation of fostering responsibilities, in particular, is a useful dimension to distinguish fostering experiences for receiving households.ObjectiveThis paper examines the relationship between receiving a foster child and subsequent changes in household wealth. Particular emphasis is placed on how these changes are conditioned by differing levels of anticipation of the fostering event.MethodsThis study uses data from Tsogolo la Thanzi (TLT), a longitudinal survey in Balaka, Malawi. Using data from 1754 TLT respondents, fixed effects pooled time-series models are estimated to assess whether and how receiving a foster child changes household wealth.ResultsThis paper demonstrates the heterogeneity of fostering experiences for receiving households. The results show that households that anticipate fostering responsibilities experience a greater increase in household wealth than both households that do not foster and those that are surprised by fostering.ConclusionHouseholds that anticipate fostering responsibilities exhibit the greatest increase in household wealth. While fostering households that do not anticipate fostering responsibilities may not experience these gains, there is no evidence to indicate that such households are negatively impacted relative to households that do not foster. This finding suggests that additional childcare responsibilities may not be as detrimental to African households as some researchers have feared.

Climatic conditions and household food security: Evidence from Tanzania.

Project description:Food security and adequate nutrition are critical for achieving progress toward sustainable development. Two billion people worldwide experience moderate to severe food insecurity, and rates of hunger have increased over the past several years after declining steadily for decades. The FAO attributes this increase in large part to climate change, though empirical evidence on the relationship between climatic conditions and food security remains limited. We examine this question by linking nationally representative longitudinal data from four rounds of the Tanzania National Panel Survey to high-resolution gridded climate data. We then estimate a set of fixed effects regression models to understand the linkages between recent rainy season precipitation and temperature and two indicators of household food security: Food Consumption Score (FCS) and reduced Coping Strategies Index (rCSI). We find that low rainfall-particularly dry and cool conditions-is negatively associated with food security. Moving from a typical rainfall year to a particularly dry one increases the risk of being food insecure on both measures simultaneously by 13-percentage points. This suggests that a lack of rainfall impedes households' ability to access food, likely through reduced agricultural production and increased food prices, leading to lower dietary diversity and food shortages. Vulnerability is higher among households with fewer working age members, suggesting that households with a greater supply of labor can better withstand droughts. As climate change alters precipitation and temperature patterns over the coming decades, policies to increase resilience will be critical for improving food security, particularly among populations heavily reliant on agriculture.
