Technological Risks (GMO, Gene Editing), What Is the Problem With Europe? A Broader Historical Perspective.

ABSTRACT: Europe is often the center of origin of restrictions regarding technologies (e.g., biotechnologies: GMOs and, more recently, gene editing). The causes have already been analyzed in relation to European regulations, but not to its deeply embedded roots. This is what the present article attempts to do. It first depicts the broader historical background in Europe, the rise of a new ideology aiming to avoid repetition of the tragedies of the past, and the way these postmodern ideas have been transposed to science, with a focus on the issue of technological risk. In contrast to Europe, the United States has not enacted biotechnology-inhibiting laws, and the reasons for such a difference are discussed.

Psychotherapy in historical perspective.

Project description:This article will briefly explore some of the ways in which the past has been used as a means to talk about psychotherapy as a practice and as a profession, its impact on individuals and society, and the ethical debates at stake. It will show how, despite the multiple and competing claims about psychotherapy's history and its meanings, historians themselves have, to a large degree, not attended to the intellectual and cultural development of many therapeutic approaches. This absence has the potential consequence of implying that therapies have emerged as value-free techniques, outside of a social, economic and political context. The relative neglect of psychotherapy, by contrast with the attention historians have paid to other professions, particularly psychiatry, has also underplayed its societal impact. This article will foreground some of the instances where psychotherapy has become an object of emerging historical interest, including the new research that forms the substance of this special issue of History of the Human Sciences.

Making a Place for Space: A Demographic Spatial Perspective on Living Arrangements Among the Elderly in Historical Europe.

Project description:Much of the previous scholarship on the historical living arrangements of the aged has taken place without the benefit of large-scale harmonised census microdata and did not embrace even rudimentary forms of spatial modelling. Drawing on the pooled cross-sectional census microdata from the North Atlantic Population and Mosaic projects, we derive measures of intergenerational co-residence among the elderly for 277 regional populations from Catalonia to the Urals during the demographic ancien régime and thereafter. To examine the historical geography of living arrangements among the elderly, the spatial patterns in our data are assessed using formal tools of Exploratory Spatial Data Analysis. To investigate the extent to which the observed regional patterns are attributable to underlying demographic, socio-economic, or environmental variability, we specified a series of the OLS regression models and applied the Local Indicators of Spatial Association to the models' residuals in order to identify the spatial clusters that cannot be explained by the chosen set of predictors. Our findings reveal considerable variability in the living arrangements of the elderly in historic Europe. This variability does not align very neatly with the geographic patterns predicted by earlier historical demographic literature and partly persists even after controlling for contextual factors. Our bottom-line results suggest that when seeking to untangle the dynamics of European family systems, greater spatial awareness is indispensable.

Broader perspective on ecosystem sustainability: consequences for decision making.

Project description:Although the concept of ecosystem sustainability has a long-term focus, it is often viewed from a static system perspective. Because most ecosystems are dynamic, we explore sustainability assessments from three additional perspectives: resilient systems; systems where tipping points occur; and systems subject to episodic resetting. Whereas foundations of ecosystem resilience originated in ecology, recent discussions have focused on geophysical attributes, and it is recognized that dynamic system components may not return to their former state following perturbations. Tipping points emerge when chronic changes (typically anthropogenic, but sometimes natural) push ecosystems to thresholds that cause collapse of process and function and may become permanent. Ecosystem resetting occurs when episodic natural disasters breach thresholds with little or no warning, resulting in long-term changes to environmental attributes or ecosystem function. An example of sustainability assessment of ecosystem goods and services along the Gulf Coast (USA) demonstrates the need to include both the resilient and dynamic nature of biogeomorphic components. Mountain road development in northwest Yunnan, China, makes rivers and related habitat vulnerable to tipping points. Ecosystems reset by natural disasters are also presented, emphasizing the need to understand the magnitude frequency and interrelationships among major disturbances, as shown by (i) the 2011 Great East Japan Earthquake and resulting tsunami, including how unsustainable urban development exacerbates geodisaster propagation, and (ii) repeated major earthquakes and associated geomorphic and vegetation disturbances in Papua New Guinea. Although all of these ecosystem perturbations and shifts are individually recognized, they are not embraced in contemporary sustainable decision making.

Super-forecasting the ‘technological singularity’ risks from artificial intelligence

Project description:This article investigates cybersecurity (and risk) in the context of ‘technological singularity’ from artificial intelligence. The investigation constructs multiple risk forecasts that are synthesised in a new framework for counteracting risks from artificial intelligence (AI) itself. In other words, the research in this article is not just concerned with securing a system, but also analysing how the system responds when (internal and external) failure(s) and compromise(s) occur. This is an important methodological principle because not all systems can be secured, and totally securing a system is not feasible. Thus, we need to construct algorithms that will enable systems to continue operating even when parts of the system have been compromised. Furthermore, the article forecasts emerging cyber-risks from the integration of AI in cybersecurity. Based on the forecasts, the article is concentrated on creating synergies between the existing literature, the data sources identified in the survey, and forecasts. The forecasts are used to increase the feasibility of the overall research and enable the development of novel methodologies that uses AI to defend from cyber risks. The methodology is focused on addressing the risk of AI attacks, as well as to forecast the value of AI in defence and in the prevention of AI rogue devices acting independently. Dark extinction: the problem of unknown historical extinctions.

Project description:The extinction of species before they are discovered and named (dark extinction, DE) is widely inferred as a significant part of species loss in the 'pre-taxonomic' period (approx. 1500-1800 CE) and, to some extent, in the 'taxonomic period' (approx. 1800-present) as well. The discovery of oceanic islands and other pristine habitats by European navigators and the consequent introduction of destructive mammals, such as rats and goats, started a process of anthropogenic extinction. Much ecosystem change happened before systematic scientific recording, so has led to DE. Statistical methods are available to robustly estimate DE in the 'taxonomic period'. For the 'pre-taxonomic period', simple extrapolation can be used. The application of these techniques to world birds, for example, suggests that approximately 56 DEs occurred in the 'taxonomic period' (1800-present) and approximately 180 in the 'pre-taxonomic period' (1500-1800). Targeting collection activities in extinction hotspots, to make sure organisms are represented in collections before their extinction, is one way of reducing the number of extinct species without a physical record (providing that collection efforts do not themselves contribute to species extinction).

The management of work-related asthma guidelines: a broader perspective.

Project description:The aim of the European Respiratory Society work-related asthma guidelines is to present the management and prevention options of work-related asthma and their effectiveness. Work-related asthma accounts for 5-25% of all adult asthma cases and is responsible for a significant socioeconomic burden. Several hundred occupational agents, mainly allergens but also irritants and substances with unknown pathological mechanisms, have been identified as causing work-related asthma. The essential message of these guidelines is that the management of work-related asthma can be considerably optimised based on the present knowledge of causes, risk factors, pathomechanisms, and realistic and effective interventions. To reach this goal we urgently require greatly intensified primary preventive measures and improved case management. There is now a substantial body of evidence supporting the implementation of comprehensive medical surveillance programmes for workers at risk. Those workers who fail surveillance programmes need to be referred to a clinician who can confirm or exclude an occupational cause. Once work-related asthma is confirmed, a revised risk assessment in the workplace is needed to prevent further cases. These new guidelines confirm and extend already existing statements and recommendations. We hope that these guidelines will initiate the much-needed research that is required to fill the gaps in our knowledge and to initiate substantial improvements in preventative measures.

Pneumococcal capsular switching: a historical perspective.

Project description:Changes in serotype prevalence among pneumococcal populations result from both serotype replacement and serotype (capsular) switching. Temporal changes in serotype distributions are well documented, but the contribution of capsular switching to such changes is unknown. Furthermore, it is unclear to what extent vaccine-induced selective pressures drive capsular switching.Serotype and multilocus sequence typing data for 426 pneumococci dated from 1937 through 2007 were analyzed. Whole-genome sequence data for a subset of isolates were used to investigate capsular switching events.We identified 36 independent capsular switch events, 18 of which were explored in detail with whole-genome sequence data. Recombination fragment lengths were estimated for 11 events and ranged from approximately 19.0 kb to ? 58.2 kb. Two events took place no later than 1960, and the imported DNA included the capsular locus and the nearby penicillin-binding protein genes pbp2x and pbp1a.Capsular switching has been a regular occurrence among pneumococcal populations throughout the past 7 decades. Recombination of large DNA fragments (>30 kb), sometimes including the capsular locus and penicillin-binding protein genes, predated both vaccine introduction and widespread antibiotic use. This type of recombination has likely been an intrinsic feature throughout the history of pneumococcal evolution.

Since its original description, the characterization, etiological understanding, and therapeutic direction of MID and other VaD subtypes has progressed at an astounding rate.SummaryThis paper divides the landmark discoveries and emergence of new research strategies for MID into decade-defining patterns so that a condensed picture of the total history of MID and its eventual inclusion as a VaD subtype emerges. This paper follows the first descriptive decade, a shift to a preventative focus, a renewed interest coinciding with timely advances in research technology, and a hopeful return to treatment possibilities for VaD.Key messageConcisely tracing the historical lineage of the modern understanding of MID, both as a singular entity and as part of the VaD con-stellation of disorders, provides a novel perspective on the foundation upon which future advances in combating vascular contributions to dementia will be based.
